S?ECIAL ,VILLAGE COUNCIL MEETING
PLYMOUTII, MINVESOTA
July 28, 1959
A special meeting was called to order at 7:30 P.M. on July 2A, 1969
of the Plymouth Village Council by Mayor Hilde.
Present: Mayor Hilde, Cotincilmen Johnson, Kindseth, Hintz and
Humphrey, Engineer Bonestroo, Administrator Splinter
and Attorney O'Brien.
Abseatt None
The request for sanitary sewer improvement (Project #69-1', 5 A) on
26th, 28h, Jonquil and Larch lanes was taken up by the Comocil.
Cuuncilman !lints stated that ho met with the residents uivelved in
the area last week and.saw the contamination and ponding area. ",e
believes there is a definite problem and sewer ,is needed, They care
close to Medicine lake and there is pollution occuri•ng.

Councilman Johnson spoke to the people also and reached the same
conclusion as Councilman Hintze, Iloweuer, he feel& that the timing
of this improvement should he considered.
Councilman Kindseth want!,d to know where the affluent it going into
the -lake. Councilman Hints said it looks very bad in the slough at
the west end of the lake. Councilman Ktndc.eth thinks this could
be drained and has no relation to the sewer project; it is a water
table hazard and should be taken care of immediAtel.y. Ile feels the
project is a small one with many engineering problems and it should
be Included with other areas later. Ile can't ame how this one could
e taken care of this year due to the extensive improvements taking
place at present.

Councilman Hintz stated he had told the people it would he practically
impossible to get it in this year, but, if Councilapproves the ice-
proorement, it could possibly go in next year. Ile agreed with Counc; l-
man Kindseth that draining should be done of the ponding area.
Councilman Hintz asked what the feasibility is for having water pant

The Engineer agreed that it a+ould and ha crvored this subject in
his report for furnishing water in the area north of Fernbrook, Xenium,
etc.,
Mr. Rippe stated that the pont mentioned was dry until Piymuuth ViUspe
put in a culvert and causod the water to drain in there, which pond
covers about threm ncres. He took she -ongtter to court but ttia JAgn
decided the culvert should remain. Ile, wanted to know what good the
sever would do. Ile is opposed to thc: improvement.
Mr. Keefe wants the sewer for heulth a ed sanitation reasons. A certain
amount of Jrhinage flown across personal property, into ponds and the
lake. Ile asked for the Council's consideration. 11e asked the Engiceer
if it would be possible as im alternative to extend the lateral front

Mayor hilde said tnere are three alternatives for making a decision.
1) Order the plarae and specifications now and go out for gids. 2)
Take no action and •#sit until we are not so busy or until. Water is
proposed to go in. 3) Order a feasibility report for alternate lo- Ications.
The Engineer said there is a six month Dime allowance fr,m the time
of the hearing to order this improvement %ad if the people are intet!M i
ested in getting wa.eer a report could be ordered.

Mayor Ilildie asked how many in that area were Interested in getting j
water. Eight out of the fifteen homes represented thare said they '
would like it.

MOTION by Councilman Johnson, to make a preltminaiy 6tudy for newer
to go up north on West Medicine Laku Drive from 26th to the last
home on Ms Avenuo. Motton withdrawn for lack of a second.
MOTION by Councilman Kindsoth, second by 'Councilmain Johnson, that
the village make an investigation of the drainage area into the
pond in the area and make a plan to corms t the W. -tat ion.. Also,
include a feasibility study for sewer to ro north on West Msdielne
Lake Drive from 26th Avenue to the a,": 2$h Avenue. Motion
passed by a five aye vote.
Councilman Humphrey stated the Council should not lose night of the
fact that the Rippe property will eventually be developed and to be
conscious of that fact wren thin study report comas in.
