SPECIAL PLYMOUTH VILLAGE COUNCIL
AND PLANNING COMMISSION JOINT MEETING
PLYMOUTH, MINNESOTA
April 29, 1969
A joint meeting of the Plymouth Village Council and Planning
Commission was held April 29, 1969 in the Plymouth Fire Sta-
tion, The meeting was called to order at 7:40 P.M,
Present: Myor Hilde, Councilmen Johnson, Humphrey, Hintz
and Kindseth, Administrator Splinter, Planning
Commission Chairman Ed Egan, Commissioners Prek-
ker, Pollock and Chapman, and Planner Sohn Becgly
and Howard Dahlgren of Midwest Planners,
Mayor Hilde stated in part that the purpose of this meeting
is to cc.mplete discussions on the guide plan for East Medi-
cine Lake Boulevard, and study and review results of the
public hearing held Aprit 22nd for the Central Planning
Study ,
Adminiatrator Splinter read the minutes of the April 14th
joint meeting. Councilmen had walked the area starting at
26th Avenue North up to the intersection of 26th and County
Road #18, They took note of the rundc;wn areas and good homes
and open space sites that could accomodate nice homes in the
future, In the area of East Medicine Lake Boulevard and Pil-
grim Lane the junk and litter ordinance should be enforced
as well as removal of unsightly shacks. South of 26th there
are srvne half dozen good homes. More nice homes could be
built in here with multiples such size that `he lake view
would not be obstructed. From here south to 17th Avcknue
they felt should remain as is,
A discussion was held on the free park area, best land use
with regard to multiples and consideration of the vi:lues to
the homeowners in this area,

Councilman Humphrey felt that apartments do not decrease but
rather incre-%se the values in an area, Alvo that the park idea
is a unique possibility and an important one to the village,
Councilman Kindseth thought it would cost the village a con-
siderable amount of money and we are not in a position now to
know how much. The creation of a traffic problem is an addi-
tional consideration. Tax revenue on these properties was
also discussed,

Mr. Chapman felt R-4 zoninst would affect the obtaining of
bank loans for sine le family d-ielling . Mr. Pollock feels
26th Avenue is a boundary ;lbr high and low density. In
answer to Councilman Johns6n's inquiry regarding what effect
high quality town houses would have here, he feels they
would be all right here with proper implementation of the
Village Ordinance, Mr. P%ekker and lac. Egan felt that a
single family neighborhooCshould b. retained north of 26th
Avenue North. It was requested to wait a week before malting
a decision on the Cross-Etoi: property.
Mr. Bergly stated a parkway up to 36th Avenue ties in with
the Central Planning Study,,was Administrator Splinter's
opinion that the area between 23rd and 18th would be hard
to mix for R-1 and R-4. He suggested all townhouses. He
compared it to the probIpm Four and eight unit apartments
in New Hope were causing. Cauncilmiin Humphrey felt 000d sites
with good layouts can have m .xed land uses , Mr. Pollock said
such mixes should by grouped for residential protection in a
comprehensive layout. Administrator Splinter expressed con-
cern as to whether a proper .layout could be achieved with a
multiplicity of land owners,
There was a poll taken on the following issues by Mayor Hilde,
1, How many prefer to see the Cross-Etoc property zoned R-1?

2, How many prefer to preserve the single family zoning south
of 26th Avenoe and west of Nathan Lane? 9 yes, unanimous,
3. A poll for the area south of 25th Avenue to approximately
22 1/2 Avenue was taken, 6 yes for single, 3 yes for mul-
tirle ,
4. How many are in favor of having the area of 19-1/2 Avenue
North to 22.-1/2 Avenue North zoned single family and town
houses? 9 yes, unanimous,

A discussion followed the inquiry concerning costs for water,
sewer and road a lignmeint . As for the water, a state study
indicates one contaminated well ius sampling from this area
Mayor Hildo asked the Administralar, Engineer and Planner
to present a map with decisions of the poll included, pro-
jecting the East Medicine Lake Boulevard as a state aid pro-
ject, to be ready in one month.

The Administrator read Mrs. Norbearg's comments. , concerning

Councilman Kindseth said Mr. Gerry :.nils expressed concern
for control of the plan as it concerned thoroughfare construc-
tion. liaward Dahlgren said that the overall plan is made so
that a capital improvement program can be developed from it

Howard Z*higren said they tried to plan a diamond inter -

optimistic;as they will be fairly treated and tney need not

another type of intersection, Ed Egan asked Mr. Dahlgren
if all four movements were required and Mr.. Dahlgren said
they were because of the Industrial Park traffic and safety
problems with interchange with one-half movetnents.
Councilman Johnson said there was a. agency in Washington
who would preview the planned intersections and gi.ve their
opinion at no charge to the village and thet he would like
to have this done before makirg a decision on the plan,
Mayor Hilde said due to the time element involved it would
be too late to ask for it. Councilman Hintz felt even if
we had to wait six months for such an opinion, this should
be considered, Councilman Hintz questioned the ramp plans
at the intersection ct Highway #494 and Highway #55% Ed
Egan expressed complete confidence in the Pianner's design
and the Planner went over his proposed plan with further
discussion.
A vote was taken on how many would like to see the proposed
plan for the intersection at County Road #6 and Highway #155
remain ps depicted, subject to recommendations by the above
traffic agency, 9 yes unanimous,
Comments of Mr, Weestrand, Mr. Bohl and Mr. Wertzberger were
read, Regarding the, Cavanaugh Addition, Howard Dahlgren said

Hintz said the Single family residents are not completely

To the question how many were in favor of leaving the plan in
the Northwest quadrant of #494 and #55 as is, the answer was

Mr. Hallen's comments. on Fernbrook Lane tra ftic eras discussed,

A questi(n on how many perfer to leave the west Medicine
Lake Drilfe and County Road 061 area as high ftnsity was

Hintz would like to see high density changed to the north,
as it loKlked like too many multiples going in. There was
a discussion of land topography here and that high density
rather than industrial is better tax -wise for the village.
Myor Iiilde remindedthem that the plan corers only 12% of
the village, 444 acres are single and medium density, 295
acres arl high density, 36 acres retail commercial, 45 acres
general industrial, 880 acres industrial and 100 acres limit-

How many,were in favor of making the high density area smaller

To the q.estion how many favored the Parker's Lake high den-
sity area north of County Road #6, there were 5 yes and i
favored a change,
Mr. Prekler feels that high density along the two -lot deep
single family area would be crowding them out, btu: m-. Dahl-

a green q,trip of some kind between the single family and high
density area with park dedication between Fernbrook and Nil—"
garb. Hrtward Dahlgren questioned the feasibility of crosu—
ing a road, required village mintenance and effect, on private
park aitq plans,
A question was asked how many ravored the park strip to run
between {hn single and high density area and this land to
remain glen in the Actual development,
Ed Egan Mated he folt that he and the Planning Commission had
not been sufficiently exposed to the plan with inaufficient
discussigns to make immediate decisions without ober points
he feels being brought up. Councilman Johnson stated he had
expected to make decisions parcel by parcel, Mayor Hilde said
this meeting was intended to consider the comments made at
the public hearing, not to put on pressure since it is a great
responsibility of theirs. but it does require getting their
recommendations promptly, Ed Egan said the Planning Commission
would require about three weeks time and a special meeting to
digest the plan before acceptance especially concerning high
densities, He wants the Planning Commission to discuss the
East Medi Zine Lake Study before holding a public hearing.

Mayor Hilde asked Ed Egan to have they Planning Commission
give their final decision on the plan to the Council by
June 2nd, 1969,
Administrator Splinter was directed to notify the Metropolitan
Council regarding the plan.
The meeting was adjourned at 10:45 P.N.
