MINNESOTA A Public Hearing was held in the Beacon Heights Elementary Scho-ol on April 225 1969 by the Plymouth Village Council. The purpose of this public hearing was to consider the St,%dy and Comprehensive Development Plan for Central Plymouth. Present: Mayor Hilda, Councilman Johnson, Hints, Rindseth and Humphrey. Engineer Bonestroo, Administrator Spiintar, Howard bahlgren of Midwest Planners and Planning Commis+an ChairrAn, 6d Egan. The meeting was called to order at 8:00 P.M. by Mayor Hilda, Mayor Hilde introduced members of the Council, Mr. Dahlgren and the Administrator and then read through the agenda. A movie was pressated entitled "The Best We Can Do". Mayor Blida explained how the Planner was supervised and directed by an Administrative Committee comprised of Mr. Egan, Mr. Splinter and Mayor Hilda who mat with the Planner on the average of once a week since October of 1968 and a Review Committee consisting of the Lang longe Planning Committee of the Planning Commission and the Council. Mr. Howard Dahlgren of Midwest Planning presented the Study and Compre- jemsove Development Plan for Central Plymouth by means of slides. Central Plymouth area covers approximately 4.4 square miles or 122 of Plymouth Village. Mayor Hilda gave a report on the status of the future Minnesota Highway Department location in Plymouth, which location comprises 35 acres on Fernbrook Lane, Adjacent to on the west, 28 acres selected for the Plymouth Tillage Public Works and 11aintenance Department site. He also stated there is a village administration, A the developers to make for informed. reorganisation plan of the planning function and special meeting will be held particularly for better c%jsAunications and have them fully Mayor Wde announced that a week from today (April 29, 1969) there will. be a joint Manning Commissira meeting to take up the comments from this meeting as a completion phase. The Planner will list the items we must do for proper planning and Uscuss things being done at present that should not be done. Mayor announced that this is to be done after particular parcels r no sowing will be nada as a result of this hearing., a request for rezoning is visde and approved on a Mrs. Curt Norberg, X0530 North 40th Avenue, remarked on conservation of the wet -land areas involvc64, She urged retaining and preserving the natural habitats of ducks, the.taants and pond areas. 4r. Dahlgren stated that 142 of the area in the avndy is open space of out type or another -and the plav Is to keep the trees and ponds which he feeds is a high percentage figure. layor Hilda stated that it abould be remembered that the area under study is only 121 of the whole village and this study does not apply to any other aria of the village. Mr. Serer Nails, 3890 Orleans, feels the pians are rather grand, but one aspect coucerse his very such and that is the requirement for thoroughfare development due to high density plans and is concerned if the present thorcughfates can handle the high density use without upsetting the proposed plan. Mayor Hilda said the village goal for planned roads is over a 5 Year plan. The 3ngineer has mads a proposed thoroughfare study a year ago and It is similar to this plan. Roads will be acquicad in order of priority to be built o2 upgraded and appropriated with state aid funds. Mr. Richard Cox, of HIP at 450 Baker Udg., asked how they Mould proceed in the future if they had plans, for instance, for a p-w;esrd apartment develop- ment. Hriyor Hilda stated than this will be taken up at their next week's meting and will possibly take 2 or 3 meetings more to adopt the plan. When a proposed plan is presented to the Planning Coswission and Council do decision, will be jade unless there is sufficient informattan furnished. Mt. Eleanor. Randall, 1350 Harbor Lane North, stated that there should be a plan In the .study for a town dump. There is no plan to get rid of rubbish. Mayor H:tlde said the Council is looking into this problem and a study was made fo.r the metropolitan area regarding the disposal of junk and litter. PlymoutA will establish a clean-up iteek and encourage citizens to clean-up the ditthes and surrounding areas air well as their own properties. Harry Doleil, 1422 Angelo Drive, aakad if the area along the parkway north of the Village Hall could not be soraed industrial, but Mr. Dahlgren replioi that they do not want induar.rial along a parkway and 880 acres of industrial areas now in Plymouth was sufficient. He foals that high quality lianas., businesses would be more appropriote along a parkway. Mr. Well also arcked what timing was planned for the parkways and the planner said the parkways will be dedicated as the developers present thatr plana. In never to Mr. DoZoll's inquitj if the proposed County Road 161 to Neat Medicos Lake couldn't be more northerly, he was told that the road, as planned, was the best way economically even though sow good land would be taken for it. Mr. T. R. Mmous, 4015 Trenton Lane, feels that the Planner's ideas put oe paper is O.K. but final development stages do not always become a reality. Suggested we follow the City of Bloomington who have at paid Planning Dir- ector w1th four people under him as suparvisors who :ould coordinate with Midwest Pla&aing and also the citizens of Plymouth pa they get a true picture of the proposals, Bloomington has adopted an ordinance pertaining to contractors• Mayor Hilda stated the Village is considering the hiring of a part time Flamer, We want our present planner of Mason, WanMo, Kwight i Chapman to provide us with an internal inhouse service, on certain d4ys of. the week. Solis citizens have reported this to the Village with no results* The Mayor requested the Administrator to discuss this with Mr. Batten privately, as this hearing was not scheduled for this purpose. Kra Ken Weestrand of Metro Development Corp., 12700 Wayaata Blvd., asked it the road parallel to 055 could be moved further south and thq Planner said it could ho, but must be connecting roads to the other roads involved. Mr• Richird Bahl, 14709 County Road 015, asked if County Road 015 could be changed west of 0494 and would it be a four lane road to which the Planner said yes. Kra Dave Wertsbarger, 14925 31st Ave. N., expressed concern regarding thou density east of the Cavanaugh Division and asked why this light density vas not high density. Nit. Dahlgren stated that flat land is more successful for light density. Access from Fernbrook was planned for benefit of the residents 1:o keep out heavy traffic. He was advised that our ordinance controls density of apartments and all plat plans are sent to the Planning Commission and Council for approval. Proposals require a public hearing. Nr. John Hagen, 515C Harbor Lane, stated be did not approve of the thorough fare plans and the council should give careful consideration of breaking down speedways like the proposed Fernbrook Lane. He feels that high density on Medicine Lake i4 a crime. Also that discussion should be had on the dedication on the private property north of Medicine ,,ake. 1.4ayor Hilda stated it Is not too late to get some dedications like this.
