JOINT V"ETING

April 14, 1969
A joint meeting of the Planning Commission and Village Council of the
Village of Plymouth, Minnenota was called to order at 7:35 P.M. by
Mayor 11ilde.
Present: Mayor 11ilde, Councilmen Ilumphrey, Johnson, 11intz (arrived
at 10:00 P.M.), Administrator Splinter, Engineer Bonestroo,
Mr,, !tans Hagen, Mr. Harold Kindseth; Planning Commission

Mayor 1131de stated in part the purpose of the joint meeting was to RE: EAST SIDE OF
study and discuss what problems and opportunities there are for ME?D. LAKE PLANNING
planning on the East Side of Medicine lake, and to review the Village STUDY
Planner's study of this area.
Mr. John Bergly, Planner for Plymouth Village, stated that a year
ago two rezoning requests were received. Discussions were held re-
garding possible land use changes and the attempt to make Rome Vert
of plan for further action on how to act when further requests of
this nature were received.
Since then other requests have been received for rezoning in this
area.. The Planning Commission felt thiH area shoilt-ld be Prpanded to
include the area between 17th and 36th Avenues. The 1:ngtneer has
presented to the council sttttlies on provision of water anti Rewer to
this area.
Mr. Dale reterson, John Maloney and c:erry Neils, representing the
11ttddle :;ant Plymouth Home Owner'9 Associption, Inc. at 3935 Orleans
Lane North - submitted to mayor 11ilde two petitions and a atntement
ragartling their opposition to 11-3 and n-4 rezoning requerts. They
also expressed the AssociattOn's opinion on the subject and presented
a teparc of percentages of reRidents versus multiples on the east
t..ldc, of Plymouth.

County Road 118 for a ticoroughfare with approxinately 30 feet of
pavings concrete curb uj d gutter.
The vote was unanimous for approvtil of the proposed parks ani park-
ways as per the planuero study$
There was a discussion regarding the area from 17th Avenues to 26th
Avenue; it was felt that with correct street patterns and rezoning
to multiples, blighted oroas will be eliminated anal not increased.

abutting 36th Avenue regarcding a proposed multiple complex between
the schools,
Those in favor of the Planner's plan regarding this area abutting 36th
Avenue were 8 for and 2 against .
The vote for who would be in favor of solid multiples and town houses
from 17th Avenue to 34th Avenus was one a 1!0 and nine opposed.
The rote for any type of itultiples. R-2, 3 or 4, for Cross"Etoc property

The Council insoting opened at 11:20 P.M.
Present: Mayor Ililde, Councilmen Johnson, !lints and Hurghrey,
Administrator Splinter and Engineer Bonestroo.

4r. John H. Cross suggested that the council take a look at their Golden
Valley multiple complex whAch is rented out on an average of, $190 per
unit.
MIOti by Counf:ilman Johnson, second by Councilman Hints, to defer
action on Mr. Creases resontng request from R-1 to R-4 on East Medi-
cine Lake Boulevard at Pilgrims Lane until the entire area has been
looked over by the council with regards to high rise density and pre-
pare to act on this matter by April 28th, 1969 at a special meeting.
Councilman hints amended the motion to r04d that action 4 token
at the May S meeting, second by Mayor Hilda. Amendment gassed by
a give aye vote. Main motion passed by 1 five aye vote.
Retro Development Corporation ,NppeAred before the council with regard
to their rezoning request from q-13 to R-4 on the newly aligned County
Road #9 and Zachary Lene. Jsmes Parker and Kenny Neistrand presented
the apartmenti complex plan, which they also requested be approved.
The Comnell and Engineer discussed future sewer and water service to
this area And the schoul as well.
