A special meeting of the Village Council of the Village of; Plymouth,
Minnesota was called to order by Mayor Hilde at 8:00 o'clgck P.H. on
M.ardk 1811 1969.
PTesent: rayor Hl.1de, Councilmen thmphr(y, Hints, Ragen a*d Johnson,
rata Adrinistrator Spliatcr.
MOTION by Councilman Humphrey, second by Councildan Johami to adopt
ORDINANCE NO. 69-3, AN ORDINANCE AMENDING OUR PRESENT ORDINAM
GOVERNING THE OFFICIAL COUNCIL NBBTING NIGHTS OF THE VILLAGES THE
MUTING NIGHTS WILL BE ESTABLISHED AS THE FIRST, THIRD AND FOURTH
MONDAYS OF EACH WNT11. Notion passed 4 aye vote, Councilsan Hagen
abatained.
MOTION by Councilman Humphrey, second by Councilman Johnson to adopt
RESOLUTION N0. 69-75, A RESOLUTION APPRt1YZM• SUBDIVISION WAIVEF
REQUEST OF AUGUST ROIKO FOR LOTS 7 b 89 BLOCK 2, WILSHIRE GARDENS
Motion passed 5 aye roll call vote.
Mr. Barnes appeared before the Village Council and presented his
report on the 1968 budgets He stated that the total receipts Mare
5439693.89 and the total expenditures were $519,192,33. The Coun(.tl
thein discuseci various aspects of the financial report and discussed
possible alternatives in approving the financial reporting system of
the Village. The Council reaolved that the Finance Director and
Acniniatrator will report back to them at a later date on specific
recosneendations for improving the financial reporting.
M)TION by Councilman Johnson, st:cond by Councilman Hagen to approve
a-3pointment of Lee 0, kobold as Assistant Accountant at a salary of
32S.00 per mouth. Motion p %ssed 11 aye vote.
MOTION by Couni:ilman Johnson, second by Councilsan Hints tc direct
tho Adni.nistrstor and Treasurer to develop a Management by Exception
Corecast System on a quarterly bastu within a time dictated by
priority list established by the staff. Motion passed 5 aye vote.
MOTION by Councilman Hints, second by Councilman Johnson that the
Council wishes to express appreciation of the work. of thv Human Rights
Commission. It is the desire of the romncil to coordinate with and
communicate with the Human Rights Commissio%% on major aee*s of concern
relating to policy and expenditure of Village cmonieko. Therefore, we
ask that recommendations for these types of programs be presented to
ti;cj Council for it's approval. Motion passed S aye vote.
