H r r Cbuncil Minutes - Marc;t 17, 1969 - Page 3 Mr. Don Johnson, 2070 'East Medicine Lake Boulevard - asked if the school gets water from the Four Seasons tower, why couldn't those who asked for water fret it from there toc? Also, why was water necessary at this time. Engineer Bonestroo replied that the Four Seasons is a private system.and we do not encourage private systems. Further, Plymouth Plaza system is no: large enough to supply a school, and 55 housds abutt the ;Hain now. `tr. Johnson wanted to know who initiated the project and not everyone is in favor of it. While the water aloeg the lake may be bad, those on the hill have good water and were told not long ago that water :could n6t be com- ing in fer three to five %tears. Thirty-eight signers on a petition wanted to know why this is proposed now and feel it inappropriate and not well planned. Councilman Hagen said at the time they were told water would not be coming in for three to five years the Village did not own a water system; now we do. If the village does not extend the central water system there will be many more people rutting in wells; and since we have watt.r available from our system, we are in a position to supply it. Councilman Humphrey said the fact remains that if troubles develop in the area within the next tvo to three years, the costs will be much greater then. Mr. Johnson said the signers on the petition were from 19th to 32nd Avenues with the exception of three people who did riot sign. They all feel it untimely and not well planned. The Fngirner said thev have nit reneged on the time, as it is 3 years from 1965 to March 1969 since it was stated they did not expect eater to he installed. Swansor., 2510 La-ticaster Lane - stated his objections have been covered, ind that Plymouth '.s not growing fast enough to pay for all the improvements that are heing put in. lie does not need water imstalla;ion, has two new welts and Rood water. lie feels the Boisclair apartment proposal as clearly one of self-interest. Mr. Dean Johnson, 3190 East Medicine Lake Boulevard .. wanted to knru what constituted footage. Their lot is on a corner, 180' on the lake side and 140' on 32nd Avenue. He challenges cost of water service v-ereus wells. Ile is definitely not in favor. The,black top streets should be good for another few years. The insurance rates should not be a conaideratlin. It would benefit only commercial needs. Asked if dells are contaminated, some deep ones are good, shallow ones may be in trouble. Engineer Bonestrea said a survey showed some contamination, but he would like a studv of contamination now. Mr. Larson said the curb and whole works should be done then if the streets are dug up again. Does not feel the timing right and citizens are opposed. Mr. Richard Rasmussen, 10609 32nd Avenue West - understands water and sewer is proposed for the upper area and asked if the street will he dug up twice. Ruff, 1100 Vagabond Lane - asked how the village Absorbs the excess cost. Jim Olson stated the water system will make money, and this revenue will be ample to cover this cost with expected 2.70 per year hook-ups. Mr. Ruff asked if driveways .and disturbed boillevards will be replaced, and who asked for this service. Engineer Fonestroo said the first request was received AuSust 8, 1968 from 32nd Avenue residents; a petition was received from the Plymouth 111gh Sc"iool Board for water and sever (Robbinsdale School District); a petition from the Borson Constru%tion Company for water; and petition from i'roaa Construction Company for water to supply their proposed townhouse complex between 26th and 28th Avenues rind East Medicine lake Boulevard. Mr. Roger Fist, 2730 North Nathan Lane - is opposed and felt it poor timing now as there are not enough in this area ready for it until you get up to 36th Avenue. He %anted to know if the project was delayed until a later date, would it go through then without any notice. Mayor Hilde said if there was a time laps` beyond six months another ;public hearing would be required. Mrs. Charles Dressel, 10020 28th Avenue North - said that at Orleanq Lane on 28th Avenue there are only three houses and asked why they want eater on this road at all, as they do not hAve sewer and won- dered if it wouldn't he put'in•together. Also asked if they could keep a well after they had to hookup, as it is 3001 deep.. 11tayor 11i1de said they could keep their well and might even want to do so especially for sprinkling purposes. Mayor Hilde slid, in part, that one of thn justifications er reasons why cities and villages over the world establish a public waiter sys- tem is for dependability, safety, additional water pressure %nd fire hydrants. As to the timing and tearing up of roitds and possession of new wells, the longer we wait the more problems occur. That As the reason for running them through vacant areas and unfortunatteln, new residents are affected. We encourage new businesses to help party our taxes, so that the citizens will-aot carry the burden. The businesses do not have children to attend schools anti do bring .l.n revenue in excess of their costs. It is not the council's dest'rs to force this onto people. It is the purpose of J:his public, hearing to get the "public's" thinking on this improvement:. Councilman Hagen said that referring to ltx. Mcrullaugh's statement about timing, the apartment area which has requested the water will provide an annual revenue to the village of about $17,n00. Lass of the revenue from this multiple project would prohahly result in higher assessments for water at a later ,late. Councilman Johnson stated after looking at the Sou0west projoct he would like to ::nve, a little more time to tallft to the Enginiser, possibly 4 week or ten days. Mr. Robert Scholer. representing Dicky Realty on the Sunny Acres 3rd Division preliminary plat - said that two people objected at the public hearing. This plan was. turned down by the Planning Cosi- fission, he thinks, because of lack of cosmnication betv3en the Planning Co iission members. Mr. Renner was not present at the meting, engineer Bonestroo said there are beautiful plans made for the village of this area by the Planner and we should wait to approve this natter until this horch 19th Platting Committee reeting has been held. The Planning Cowlasion will take up Mr. Scholer's petition after that at their regular Planning Commission was ting. Councilman Numpnrey asked Engineer Bonestroo if the -Sunny Acre plan fit into the Planner's study ane the Engineer sell it,,does not fit in at all. Mayor 1111de said the council should wait until both sides are heard from and advised Mr. Scholer that lie would not Rain anything by talking to the council now. Motion passed by a five aye roll call vutc, Administrator Splinter discussed the garbage collection nituatto5n in the Village. All haulers in the village ars licensed. Due to a problem with Lakeland Sanitation, there has been no collection for tt e past two to three we&%s in certain areas. Many customers had paid a year in advance for this service. The village received many, many compUinta in this regard. We have endeavored to invite other haulers to come: into this area and give service. We hav,a the folle w- ing alternatives: (I) have the village contract service for the homeowner; (2) have the village take over service by force account, which would require the purchasing of trucks and equipment and hirinit more staff; (3) the beat choice is the private hauler and have indiv- iduals contract for garbage collection service. Mr. ifan luth said there tiad been many problems beyond his control, such as help and bad wether. Ile has been o'peratirg the route alone and trying to establish service. They have a record of pre -paid service and will make restitution if wanted. They will move their trucks from Plymouth ta!H.amel by the end of the month. Their trucks will also be in repair *t1th an adequate number of men to operate then and as the problem is now relieved they should be able to get t%e trucks rolling by Murch 19th. Mayor 1lilde stated he would rather not have this type of service himself. Councilman Rentz stated the past problems due to deep anon+, etc, is no longer prudent, so there should he no prohlems now. Mr. Kanduth agreed and thanked the Council foc their consid- eration. Thee presented a picture plan and s^rial vier of a proposed plan of a smaller density. Mr. Ilakanson go -a a report of the study made concerning soil conditions.
