MINUTES OF VILLAGE COUNCIL MEETING 283
PLYMOUTH, MINNESOTA
October 28, 1968
A special meeting of'the Village Council was called to order by Mayor
Al Hilde, Jr. at 7:30 P.M.
Present: Mayor Hilde, Councilmen'0'Fallon, Hunt, Hagen and Humphrey
and the Village Administrator.
Absent: The Village Attorney and Engineer
Mayor Hilde requested the Council and those in attendance to rise for
a moment of silent prayer to consider our great fortune in having the
privilege of ruling ourselves.
Mayor Hilde stated the purpose of this meeting is to appoint our new
police chief and made the following statement:
Plymouth citizens are proud people who believe that their
village has a marvelous future. Those of us who have been
entrusted to iay plans and implement programs to assure this
promising future, believe that it is necessary to start with
the foundation. Among many important considerations are the
building of properly organized, effective village departments
composed of capable personnel who have integrity and the spirit
of service. We are fortunate that in most cases we will be
able to do this building upon existing departments, because
we have so many excellent people within our present village
staff. In the case of the police department, however, it was
necessary to begin by rebuilding, ie: starting anew. This we
have done, and are doing so even tonight.
The accomplishment of any worthwhile project always seems to
involve pit -falls and hurdles. We are still experiencing some
of these, oven since last spring, when we took actior on
this subject. However, tonight I can only think of the positive
and good aspects of our experience over the past several months.
First of all, we must pay our respects to the ha,•d working
members of the 1968 Police Service ,Advisory CoruniLtee. They
undertook a job which involved very long Fours, hard work
fraught vitt? pressure and criticism. They organized them -
solves well, and with great sincerity And devotion to the
VillaSil accomplished what in many respects had to he a very
dialta , ul job. My hat is off to these folks, end I Rape

Secondly, it 18 my conviction tit A % a owe n Sincere debt of
gratitude to my colleagues, members -at° tho Plymouth Village
Council., whose courage, decivene ss rind application of
objective enol modern techniques, have produced excellent
rebuilding, and :selection, results thus far.

Also, we must once again axtend our sincere thanks tc
Sheriff Omodt and the Hennepin County Sheriff's Depart-
ment for the fine cooperation and assistance which they
extended to us all along the way.
Also, part of the objectivity and modern technique which
he council made use of was the utilization of an Oral
Interview Board which was used both for the selection of
police officers earlier in the year, and finally in the
selection of our new police chief. These nen uns3lfishly
gave of their tiQe and talents to the citizens of Plymouth,
and the results of their work are self-evident. You would
have been prowl of the thorough, studious and conscientious
way in which they organized and went about their job of
making recommendations to the Plymouth Village Council,

We mus;:. also salute the members of our Plymouth Village Staff,
who despite the fact that their ship was badly tocked last
spring, have loyally stood by and done their work under adverse
conditions, including some rather undeserved bad publicity.
Along with them, a special salute to the four police officers
who served as an extremely good foundation for the rebuilding
of our police department. A salute should also be made to the
four new officers who, together with the veterans, have given
us outstanding police service, which we had no right to ex-
pect at such an early stage. Sergeant Solberg, who has serveu
as the acting head of the department, has done an outstanding
job of running the department. Spirit and morale have been
excellent, and new and progressive programs have been initiated.
Much more could be said about the past few months, but I
prefer to point towards the future now, as we realize that
there are more improvements that must be made to increase the
effectiveness of our village government. The action which
we contemplate tonight in selecting our new police chief
will, in itself, enable the Village Council to concentrate on
other important areas of service to the village. May I fur-
ther submit that a strong and vital Plymouth Police depart-
ment will have the effect of contributing to the over -•all
upgrading of law enforcement and police service it, our metro-
politan area.
As the citizens of Plymuuth know, it is our intention to
develop the best police department in the state. Some of
the goals which we must accomplish in order for this to bo
a reality are:
1. Keeping the pence and protecting our citizene.
2. building for the needs of a growing Plymouth.
3. Establiahment of positive .and workable po'lica diepar.tment-

coumnity relations program, designed to reach .;he
community of Plymouth as a whole, and our youth--hrough

which are concerned with enforcement activit es in
the control and prevention of crime in our area.
S. To develop leadership programs and foster the idea of
leadership within the police department to the end that
employees of the police department, both present and
future, will enjoy maximum opportunities for promotion
and advancement wituin the department to levels of
greater responsibility,
The citizens of Plymouth will share with me the great pleasure
I have in reading the following resolution, which is proposed
for adoption by the Plymouth Village Council tonight:
WHEREAS, the Village Council of the Village P Plymouth has
for some months been seeking a qualified person to appoint
to the position of Chief of Police of Plymouth Village, and
WdERLAS, a number of persons have applied for such position,
and
WHEREAS, such applications have been carefully reviewed by
an independent board consisting of well qualified persons in
the 'Twin Cities area conversant with police effairs, and
WHEREAS, such board has recommended to the Village Council
of the VU loge of Plymouth that Calvin F. itawkinson, one of
the applicants, is a man highly qualified to fill the position
of Chief of Pclice of the Village of Plymouth, and
bdEREAS, the members of the Village Council have met with
said Calvin F, Hawkinson with respect to offering him the
position of Chief of Police of the Village of Plymouth, and
WHERMS, it is the unanimous opinion of the Village Council
of the Village of Plymouth that Calvin F. Hawkinson is a
highly qualified police officer and is a man of hirth personal
character and integrity, anti
MIEREAS, said Calvin F. Hawkinson has requested Chat nn
agreement be entered into between himself and the Village of
Plvmouth relating to the terms and conditionsof his employ-
ment, and
WHCREAS, such an agreement has been prepared and reviewed by
Calvin F. Hawkinson and the Village Council of the Village of
Plymouth,

NOW THEREFORE, BE IT HEREBY RESCLVED 'AY THE VILLAGE COUNCIL
OF THE VILLAGE OF PLYMOUTH AS FOLLOWS:
Subject to a satisfactory physical fitness report
from a doctor of medicine:
1. Calvir,F. Hawkinson is hereby appointed and designated
as the Chief of Police of the Village of Plymouth
a`effective within a reasonable time following the adoption
of this resolution consistent with his obligations to his
employer.
2. The proposed employment agreement ta;

Hawkinson and the Village of Plymouth is hereby approved
and the Mayor and Clerk -Administrator are hereby author-
iced and directed to sign such,agreement on behalf of
the Village of Plymouth.
3. The Clerk -Administrator is hereby directed to furnish
certified copies of this resolution to such public

by law."

Hagen, to adopt RESOLUTION NO, 69-250, A RESOLUTION APPOINTING CALVIN F.
HWINSON TO THE POSITION OF CFAXF OF POLICE. OF THE VILLAGE OF PLYMOUTH.

Mr. Hawkinson appeared and thanked the Mayor, members of the Council and
others very much for their action tonight and stated lie accepted with
pleasure and is looking for -Hard to giving Plymouth Village honest, falir

MOTION by Councilman O'Fallon, second by Councilman Hunt, to adjourn
the meeting at 7:45 P.M 6
