HomeMy WebLinkAboutCity Council Minutes 10-21-1968MINUTES OF VILLAGE COUNCIL MEETING PLYMOUTH, KiNNESOPA October 21, 1968 A regular meeting of the Village blayor Al Hilde, Jr. at 7:30 p.m. Council was called to order by Present: Councilmen Hunt, hatren, O'F'allon, Mayor Hilde, the Village Administrator, Attornvv, and Engineer. Absent: Councilman Humphrey, out of town on business. kayor Hilde requested the Council and those in attendance to rise for a moment of silent prayer. MOTION b7 Councilman O'Fallon, second by Councilman Hunt? to amend the minutes of October seuond with an addition. Dain motion failed by the aye. Councilman O'F'allon abstaining, Councilmen Hunt and Hagen voting nay. The Administrator was instructed to rewrite the minutes. NOTION by Councilman Hagen, second by the minutes of October 8, IA: with graph, third sentence: Add the woLd of the minutes pasued by a three aye nay as amended. RE: AI+IEND1,4T. OF OCT. 2ND MINUTES Councilman O'Fallon, to approve a correction in the third para - add" before 12:25. Approval vote. Councilman Hagen voted Mayor Hilde opened the Public Hearing to consider the vacation of streets and rearrangement of bledicine Lake Park ird Division. The Engineer stated he had no objection to the vacation of the etreitu. The streets requesting to be vacated are unimproved and is being used as a walk path at the present time. Streets being vacated are 25th Avenue between Nathan and Lancaster Lane, and alleys run- ning southeast and southwest from 25th Avenue. The Engineer stated he would be interested and would insist that drainage be provided through the property,, It must be maintained to provide :adequate drainage in the .sr aa. Representatives of both sides meet ear% this week and establish a werkaole plan a3 far as it is possible to do. . 2. The full committee meet later in the week or early the reit week to review the recommendations. 3. The full committee make every attempt to develop a plan acceptable to,both sides for nreseniation to the Village Council at its regularly scheduled meeting of November 49 1968. Councilman 0' Fallon seconded the motion frr purposes of disrui jion. Councilman Hagen stated the major purpose of this co::;,n:ttee would be to give further discussion and some other comprr.nisas which he believed might not he*what is thn hest use of the land. In response to Ccur.cilman Hagen's question regarding arkv recomn2- enlation of the Viilwxge planner, it was stated the Villcag3 and petitioner have worked together in developing a sort, of commom pl,:n rather than just a new uet of p•oposals. Mr. Swanson, a represertt1tiv,e of the residents in the Birch Briar are,: and t.r. Gubtsins, represents ng the Kreata' , appeared. Mayor Ifilce aauked if they wouldagree to his suggestion in the afore- ment.ion%;d' motion, and were in favor of such an approach. Mr. Swanson felt that, although !ie hadn't discuueel it with the peopAe in they area and hadn't has a chance tc, he felt it would be at, acoef tab . e approach. Rr. Swanson further stated the petition, as submitted to the Council this evening, sta,,ed the feelings of the rosidents in Birch Briar. Mr. Bakke, Cheirmwi of the Building Cndea Advisory Coninlusion, reported the Commieraion's rocommendation for Adopting the Uniform Mechanical Code, 1167 Edi.tlon. lie stated their justification of the adoptic;n of this Nechanical Code is the fact thai,th s gives the contract=or a guidelines to go by and it gives the homeowner some protection. The Code would be adopted stating minimum require- ments; Riving the private citizen some e6asurance that he will get an adequate heating and ventilating system.
