PLYMOUTH, MINNESOTA
October 8, 1968
A special meeting of the Village Council was called to order by Mayor Al
Hilde, Jr. at 8:10 p,m.
Present: Mayor Tilde, Councilmen O'Fallon, Humphrey, Hagen and Hunt, the
Administrptor and Finance Director.
Absent: None.
After a general discussion among the Councilmen reviewing the philosophies and
approaches to facreasing the, village budget and services, Mr. Zahn and Mr. Niles
appeared from the Park Commission to advance their proposals for the park bud-
get. Chairman of the Park. Commission, Tony Norris also appeared on behklf of
the park budget proposals.
MOTION by Mayor Hilde, to adopt RESOLUTION NO. 68-235, A RESOLUTION ADOPTING RESOLUTION
THE BUDGET FOR THE VILLAGE OF PLYMOUTH FOR 1969 with the following changes 68-235
from the adjusted pr000sed budget: 1,225 in the Capital Outlay area of the ADOPTING
Police budget; subtract $900 out of personal services in the Fire Department; BUDGET FOR
add $2,800 to the Civil Defense Capital Outlay budget; add $8,000.00 to the 1969
Engineering Bu:get; human Rights budget set at $500; reduce unallocated general
expense $4,000. The total budget would be $672,555 or 40.5 mills.
Further stipulations - Non earmarked funds to be used in the Fire and Park
accounts, Secondly, the funds may be transferred from the Street Department
account to the Engineering account in the event that we are able to hire a full
time Engineer Public Works Director who can, with help from Mfr. Teherp, assume
the engineering, duties and the Public Warks Superintendent duties during the

MOTION by Councilman llagen to amEnd, the motion to include tile following additional
reductions or increases.

this budget would be $5,000.
3. Park budget would be increased $10,000.00 from $20,000 to $30,000.
4. Reduce the Fire Department Budget by nn ;additional. $8,000.000 Eliminate
tlae water tanker from the Capitol Outlay.
5. Building, Insi ection - Reduce the budget of this to ;4,128.00 eliminating
tlae final one half of the building inspector and remove both automobiles
for $3,000.00. Total additional Cut in the building department would be
711213.00.
6. Assessing Department - Add $2,000.30 to personal services.
7. Civil Defense - Reduccol .2.800.00 to $1,000000.
8. Police Department •• Keduced the Department budget $12,003.00, one automobile
and the renainder re:lected in additional police patrolman. Suggestion is
to hire two patrolmen rather than three. litre one man on July 1, 1969 and
one on December 1, 1969.
9. Allocated general Expense - reduce $7,801.00. This is an addition to
4,000.00 reduced by the Mayor tlae afore motion.
Total of the abovecute in $49,774.00. Total incra nes are $12,000.00 for a net
reduction of $37,000.00. They 1137,774.00 is to he vielducted from $672,55.00 or
approximately 38 mills. The amendment failed. Councilman Hunt and Hagen voting

aye, Councilmen O'Fallon, Humphrey and Mayor Hilde voting nay.
Cauncilman Humphrey moved an amendment eliminating a man from the Police Depart-
ment,,vith a net hiring of two men in February of 1969. Motion seconded by
Councilman Hagen.; Amendment passed by a three aye vote. Councilman O'Fallon
and Mayor Hilde voting nay.
This would be a total decrease in the Police Budget and the PERA Fund of $3,948.00.
Councilman Hagen moved to ammend the motion to reduce the building inspection
budget by $4,128.00, cutting out 'he one half of the building inspector and to cut
out the two cars and cut the amount of $4,000.00 for cars and transfer $1,000.00
to the vehicle mileage. Net reduction is $7,128.00. Seconded by Councilman Hunt.
The amendment failed by three nay vote. Mayor Hilde, Councilmen Humphrey and
Ouncilman O'Fallon voted nay. Councilmen Hagen and Councilman Hunt voted aye.
MOTION by Councilman Hagen to amend, seconded by Co%mcilman Humphrey, to reduce
the Building Inspection department outlay by $2,000„00 for one car. Ammendment
passed by a five aye vote.
MOTION by Councilman Hagen, second by Councilman Hunt, to amend the motion to
reduce the Civil Defense bulget to $1,000. The ameniment tailed by a three nay
votE. Councilmen Hagen and Hunt voted aye. Mayor 1111de, Councilmcin Humphrey and
Councilman O'Fallon voteri nay. The main motion as amended passed ty a three
ayes vote. Mayor Hilde, Councilmen Humphrey and O'Fallon voted aye. Councilmen
Hagen and Hunt voted nay.
