L M1JTWU OF VILLAGE COU %IL OF VILLAGE OF PLYMOUTH, 1;'NNtZr1r 1 September 19, 1968 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Plymouth, kinnesota was held at, the 'tillage Hall, 13800 State Highway #55, Plymouth, Minnesota, on the 19th day of September, 19639 at.7:30 p.m. Present: Mayor Hilds, Councilmen O'Fallon and Hagen, the Administr%tor, Attorney, and Engineer. Absent: Councilmen Hunt and Humphrey (In Sweden on business). Mayor Hilde requested those in attt:.adance to rise for -A mu. ent o: silent prayer. PUBLIC HEARINGS Mayor Hilde opened the public hearing to consider the proposed assessment for the 25th Avenue North Street Improvement. The Engineer stated that 25th Avenue was part of a two part program, and the grading and graveling from kagnol:.a to Pineview is com- pleted at this time. The ccst per front ,fact is 88.84, and the total assessment is $18,316.48. He further stated all lots were assessed on a front foot basis except the two corner lots which were assessed on one-half the long aide. There was considerable discussion concerning her. Jon Parker's claim against Lhe Village for damages to his driveway dering construction of this project. The Village Attorney stated thio is a matter which is not oettled but it should not at this time hold up the assessment as it is separate from the asoesement. Councilman O'Fallon questioned that if the settlement were quite large, would it not have to be assessed back against this project. Mayor Hilde opened the hearing to questions and comments from the floor and the following appeared: Jon Parker, 2505 Magnolia Lane, - stated he really did not feel they should be assessed because they have no access to the road due to the condition of their driveway. SEW'r-i and comments from the floor and the following appeared: Walter Dareow, 2630 Orleans Lane - wanted to know what the cost per lot would be. Harry Marcilliott, 2635 Orleans Lane •• wanted to know what the assessment would be if the lot were more than 100 feet wide. Walter Dareow, 2630 Orleans Lane - stated he understoou at the time of the public- hearing, there was going to be black'opping along with the sewer installation. Dave Darsow, 2630 Orleans Lane - stated he was present at the original public hearing amo it was his recollection that one the Councilmen stated that the blacktopping could b sluded in this project. Robert The )n, 2655 Orleans Lane - wanted to know why 1. blacktopping was not included in this project. Harry Marcilliott, 2635 Orleans Lane - wanted to knbv why other people got sewer put in and blacktopping for 871.00 a foot. Councilman Hagen stated that this was only under Project 66-19 which was a large project and there- fore could be done more inexpensively. No one further appeared and Mayor Hilde declared the hearing closed at 8:32 p.m. MOTION by Councilman O'Fallon, second by Councilman Hagen, to adopt RESOLUTION N0. 68-2121 A RESOLUTION CONFIRMING AND ADCFT ING THE ASSESSMENT FOR ORLEANS LANE SANITARY SEWER PROJECT. Motion passed by a three aye vote. Mayor Hilde opened the public hearin,? to consider the propos-,d asneesment for Sehiebe's Highland Vi.iw Sanitary Sewer Project. Ther Engineer stated this project wac located on the north frortagz road of Highway #55 at Sovth Shore Drive. He stated the cost per fru..: Foot, is 812.85 and the total project cost was =7i500. He also stated he felt the cost for the length of sewer ;installed was quite high. He requested that the ealculotione of the coat be produced for him. NTS. SAN. SEWER Mayor Hilde opened the public hearing to consider the proposed assessment for 34th Avenue Sanitary Sewer and Water Project. The Firtgineer stated that water was extended from ktotro Plymouth and was installed on 340 Avenue and Kilmer Lane. Sanitary sewer was installed on 34th Avenue and the service road. The Aeseeemea t per front foot for sever is $7.93 and for water $4.03. Mayor Hilde opened the hearing to questions and comments from the floor. SEWER Mayor Hilde opened the public hearing to consider the proposed assessment for Forestview Lane Improvement 'roJect. The Engineer stated that thio was a street improvement ,.-oJect extending fro& Risdgemount Aver..e to County Road 15 at an estimated cost of $120000. He stated the Council has established a policy offsetting the assessment at 31.00 per front foot. Mayor Hilde opened the hearing to questions and comments from the floor and the following appeared: Gerald Be Croft, 410 Forestview Lane - wan-I.ed to know why the road is staked on one side only. Bill Duenow, 18 Forestview Lane - questioned if restoration of driveways is included? Answer - Yes. When will project be completed? Answer - Very Boon. He has a triangular shaped lot and wants to know htow this will be assessed? Answer - The assessment was made on the actual frontage. Russell Falletad, 330 Forestview - wanted to know what type of street they are getting. , C. A. Downs, 400 Forestview - wanted to know if provisions were being made for future curb and gutter. Bill Duenowv 18 Forestview - wanted to know if ti v residents have Bone type of assurance that the cchon. buses will be encouraged not to drive on thin street? Answer - The Administrator stated he would contact the. Wayaata School District and request that the buses use other routes.
