Mayor Hilda felt theta war• three possible -courses of action which could be taken by the Council; h:wever, only two of these suggestions were f4a- slble for im*ediate action by the Council. These courses of action were: I. Pass a resolution to contract to purchase M.I.P. 7. Pass a resolution authorising the issuance of bonds. 3. Pus a resolution ordering the final plans and speci- ficrti.ons for the piirchase of the M.I.P. First: Council could adopt a ,tresolution directing execution`of contrasts to purchase M. Z.P.' dater Systu. Second: If Council decided to purchase M.Z.P. Mater system, Council would have to make up its mind about whether the contracts bane bene sufficiently understood by all involved. MOTION by Councilman Humphrey, second by Mayor Hi°lde, to purchase the K'AtIp. Hater System. The motion and the second were withdrawn. CouocAlman Hagen stated that before Council purchased the R.I.P. Mater System, it should first tie dowtt the eiact proposed financial polity described.
