a step, all be it an important stop, towards racial and religious
trnnquili,ty. Subsequent steps will depend upA the supcess of our
coamaission iu fulfilling its obligations, citizens who are willing

aboorb the additional costs and risks of hiring and training
people who for generations have ant developed dependability and
other needed work habits.

ordinance rt.? { ung to the establishment of a Humwan Rights Colmrmission
in the Ville. wt Plymouth. It was stated that thepurpose e;f this
Commission is to secure for all citizens equal opportunity to employments

shall, consist of 15 mumbers to be appointad by the 1 grey by alnd with the

of the Commission: "That in determining such aploiaiarea:ts, the )MW
and Council give due com.2ideration to the interest and cosalltment of
each individual* to civil and hunan ruts prinoiplowl to their laeow-
ledge in the fields of housingf public accoseodationst
public services and edueationj to their ability to c in a gamine
leadership rola in the community by virtue of thcplr positions of
responsibility in business and political affairs; toI#!equate repre-
sentation of racial, religious and ethnic minorities; and to rocowcasad-
ations obtained fraw various sources including mW loam! Ruman Rights

The Mayor will sead a latter informing all coendssion ambers of their

ative shall make a point of communicating directly with the Administrator
on mlattors related to his, the Council Coordinating Rt;proavntigtive's

Mayor Hilda suggested that a program be established whereby onc•a a
month, possibly the evening of the third monthly meeting, there could
be !told a 45 minute Period proceeding the meeting it which time a
meeting could be held between the Council, public and press. At this
time citizens could express their views on various subjects and the
CCR's could be available to answer questions in their particular area.

upon the length of the sendas and the subject matters discussed.

CITY ELECTION CALENDAR
Since election dates in cities vary according to local charters,
it is not possible to list exact dates for election duties in cites.
In addition, the conduct of city elections is is many cities governed
almost entirely by city charter. Whore, how%ver, the charter is
silent on the conduct of elections the state law controls. M.S.A. 205.12.
Any city, regrrdless of its charter provisions,, may provide for
holding its city election on the 1st Tuesday atter the first Monday
in November in odd -numbered years (uniform municipal election day) by
ordinance which takes effect 90 days after passage if no petition for
a vote is received. M.S.A. 205.20.
