Mayor Ifilde requested the Council and those in attendance to ries for a
moment of silent prayer and requested that this invocation be dedicated

MUPION by Coun^;.loan Humphrey, second by Counoiiw n Hunt, U approve the
minutes of the reguiar meeting of April 1, 1%8, with the following correc-
tions:
Page 31 Paragraph 1: Cul-de-sac lot.i - Street Projects - Use
minimum of typical lot within area. Water and so~ -tine area
equivalent.
Pap 31 Paragraph 4: Add: ?`he Administrator stated that the 1968
bulget authorised 41,700 for a portable steamer (culvert cleaner)
end 43,000 for an oil distributor (trailer type). He stated that
in informal bidding on the steamer, low bid was approximately
95U.00, this price was considerably under the budget estimate.
In making the estimate on tae oil Ustributor, we included a non-
ciroulating type spray b%.. The additional cost of a circulating
type is approximately $450 and it is this type that we hsve added,
raising the price to approximately 43,500 on the distributor. It
has been the recommendation of our staff and all equipuent dealers
that if the money was available, we should go to the circulating
type which involves far lass maintenaa-ie problems. He further
stated that the total cost of bath units will be under the amount
budgeted.

the human rights subject which the Council is being asked to consider.

Park Commission Chnirmmaan Norris appeared and stated the recommendation of
the Park Commission in regard to acquisition of tax delinquent land@ would
be that only three of the eight parcels be acquired because most of them

Joint Water Comwission for a temporary oraaaeoV.oa to serve this street with
water and they have irdicated they would consider this for a temporary
length of time. The Nngi.svr stated they would like to proceed with this
water main before it is time to blacktop this street and stated he felt
arrangements could be made with Hennepin County to lay this main in con=
junction with the construction of County Road 18 +wad Plymouth Road. There
was discussion as to the practicality of inetal.ting this main when Plymouth

The Ragineer reported on t1a flnai plass from Hennepin County for that
segment of County Road 018 from Highway #55 to 26th Avenue North a be

County is installing considerable storm sewer, pipes at no cost to the Vill-
ap. He also pointed out that with the realignment of 26th Avenue at the
intersection with Lancaster, there will be a sharp drop off of five or sic
feet right at the edge of 14noaster Lase. The Administrator stated that
Village crews nould fill in this 4rop off before the County begins countra o-

The Administrator reported on the development of mutual aid agreements
between communities of the area and Hennepin County. This item was
directed to be placed on the agexda for the April 15th meeting and the
Administrator was directed to distribute copies of the proposed agreement
to the Council moembors.
Mayor Hilde made the following statements regarding Police mmatterst RM POLICE STWNT

reconmendations to the Council regarding point and cooperaom

John McDonaldt a representative of the Police union, appeared and stated
he would like to complisont the Mayor and stated he felt this is a step
in the right direction.
NOTION by Councilman Humphrey, second by Councilman aunt, to direct, 1 ;
Administrator and Mayor to follow the procedures as set forth above ive
the hiring of additional police personae:. Notion passed by a four aye
vote. Councilman Hagen requested the Administrator to locate a patterned
interview questionnaire for the use of the oral review board. Mayor Hilde
requested that a fora for grading during the interview also be obtained.
The Administrator was directed to prepare in writing a definite step by
step procedure for hiring of Police officers. It was further agreed by
the Council that the Oral Review Boa.-d be composed of Nos. 19 2, 39 4 and
7 as listed under 3(b) on page five of these minutes.

The Attorney reported that in accordance with the direction of the Council,
he investigated the conduct of Officer Bruce Johnsou and Iwo prepared charg-
es against him. He stated he made available a copy of the charges to the
Council and to John NacDon4%1d9 Police Won Representative. No stated that
he met with liar. MaoDonald about the charges and at his request met with two
members of the onion and to feels tkat he has made every effort to 000per-
ate with these gentlemen.

that they not chaff the action they originally proposed, that of a hoar— QUESTED
ing as prescribed by the Vateran's Preference Act on the basis that there
should be equal justice. He further stated the Local Union has instructed
him to appgar before the Council and request that Officer Johnsor, be given
a hearing before an impartial board. They feel this is a serious matter
and would like to eve the hearing under which the charges would be thor-
oughly aired. Algot that in viers of the fact that none of the original
charges are present in the charges which they have now received, they re-

Dennis Hoovey, President, '60cal Vo. 57 Police Union, appeared and stated
he realized there is no doubt about the rights and legality of the action
the Council is taking, however. he feels Officer Johnson should have &,4
opportunity to provide hisw side of the story beosuse i he is dismisse+k
from this !osition, it is going to seriously effect his obtaining another
job. He further stated h+e feels that Officer Johnson has wWassed a de-
sire to go through with tee expense of a hearing in order to clear his
name.
Councilman Hagen stated lie felt the kayor's committee was very impartie,l.
The public should realise the easy thing for the Council to do is let a
bad situation go unattenaied and it was not without a great deal of con-*

Myor Hilda stated he could not conceive of any reasonable earployer not
giving the sama type of consideration to the charges as they are very
serious& It is for thio reason we feel it should be done this way. He
further stayed hv, and the majority of the people in Plymouth, do not
fec.. an outsider can do this job xray better than we can.
John kaoLonald replied that Officer Johnson was under the i%vossion t)at

Vern Youngberg appeared in regard to his request for a subdivision waiver
on prscel 660 in the south 1/2 of Section 29m, The Council wanted to know
why he limited the front lot width to 102 feet instead of the required
110 feet. Are Youngberg stated if the lot line were moved to 110 fast,
it would eliminate the neighbor'a driveway. Councilman Hagen requested
tht tenser to view this subdivision waiver rmpost in :.egard to street
patterns in this areas The Building Inspector appeared and stated he
could see no objection to the waivers The Fr4rineer was directed to have
information available regarding strew patterns in the sura for the April
15th Council meeting and the request was deferred until that timer.
