Presenter- Mayor Hilder Cowtoilmon HuaphMg Hagan and Hunt# the Village Administrator, Attorney and Engineer. Absent: Councilman Olftllon. Discussion ensued as to whether it would be advisable to have both a merit bonus system plus t-u-tv and ons -half for overtime. Councilman Hunt suggested that step im"4 " 6 be ei;ven at six months, 12 months and 18 sontas and that further inoreaa.es be based on the individual's performance. Councilman Hagen suggested that the merit pay be established completely within the Village and not be an item for consideration in nesotiationo with the Police union. The Attorm ney stated that to his knowledge# he could not recall any other muricipah ity having a merit bonus system w -A he would recommend that this be ihorowgh- ly investigated before adoption, NOTION by bayor Hilde, serond by Councilman Humphrey, to amend the rAsolu•, tion to road: "Also, tLat a merit increase system be considered, and which purpose shall be so reward each member of the Police Department fog merit- orious service 4%bove and beyond the normal call of duty". The Engineer stated that permanents factor is quits ivpvrtant as the asphalt curbs have to be regenerated after a period of time. Anrtter factnr is that snow plows will knock the asphalt curb down. It was decided that more thought would have to be given to a the storm sewer requirements and another meeting will have to be scheduled. The Admiaistrator reported costs of a agreement as opposed RE: RADIO k(Mn L to ovAright purchase of 21 radio monitors for the hire Department. He FOR PIRE DEPT. stated that we could purchase the 21 units under the lease-puzrcMwo agree - sent at $215 a wait as opposed to $239.50 per wait resulting in a saving of 1553.54. The net interest cost under this plan would be $1,475.20 so the net cast after deduction of tLe =55 .50 savings would be $921.70. BID FOR 21 RADIO Kation passed by a three aye vote. Councilman Hunt voted nay and stated WMITORS he does not feel that we should waste Aha money on interest but buy the waits iraaediatsly with money out of the Capital Outlay Fund.
