A special meeting of the Village Council was called to order by Mayor Al Hilds,Jr.
at 7:30 p.m..
wayor Hilda requested the Council and those in attendance to rise for a moment
of si.4nt prayer and requested that this invocation be devoted to the service-
men serving in Viet Nam.
Present: Mayor Hilde, Councilmen O'Fallon, Humphrey. Hagen and Hunt, the Village
Administrator, Attorney and Mq ineer.
Absent: None
MOTION by Councilman Hagan, second. by Councilman O'F$llon, to approve the
minutes of the replar meeting of February 19, 1968 with the following amendment:
Page 5, Paragraph 3 - change "desirable" to "undesirable" so that
the sentence will read: '"they believe that this practice in very
undesirable."

The Adminimtratar stated that the applic;Lnt had met all the requirements for LIQUOR LIGE
the issuance of this license.
Ronald Libby, partner of the applicant, appeared and presented plans of the
proposed off -sale liquor store and dairy stare.
A gentleman representiug the Lutheran Church of the Missouri Synod appeared
and stated that they own a five acre lot on Hass Lake on which they propose
to construct L church in about two years and they would just as soon not
have a liquor store across the street.
Sterling Hoff Appeared and stated that he felt that thin would create a prob-
lem in this area aeca.use of the proximity of the now asIMblished Ryan's Ball-

Mayor Hilda called for further commante from the floor and there being none,
the hearing wan declared closed at 700 R.m.
Councilman Hunt pointed out t„at this is more than a liquor store, but a
liquor store and dairy store combination. He furthor united that thero
are no services of thin kind north of Col:nty Road y acid the people have a
right to such services in this area. The Administrator stated that

the zoning an it now stands is commercial, under the proposed zoning it is
to be Residential Open, and if this commercial use is allowed, the zoning
of this entire area will have to be reviewed. Mayor Hilda stated that the
public hearing for proposed zoning ordirmwe is to be held on Wednesday
and this land is proposed for R-0 zoning. The Attorney stated that if the
Council were to grant the licenses on Wednesday night lir. Libby could be
granted a non -conforming use.
Mayor Hilda stated that the manner in which the public hearing Wednesday
would be conducted would be as follows; We will have the public hearing,
taking careful notes, then close the rearing and study the notes for a
couple of weeks and perhaps ask the Planning Commission to spend some time
studying the obdections. We will then take up the adoption of the zoning
ordinance on kareh 18th. He further suggested that )1e Libby's rein:est be
poe.paned until this first meeting in April.
Councilman Humphrey questioned whether the public hearing on the proposed
zoning ordinance should be considered an a factor in the decision on the
liquor .kinease. Mayor Milds requested Councilman O'Fallon to take the chair.
NOPION by Mayor Hilda, second by Councilman O'Fallon, that the request of
Howard L. :*ibby for an Off4ale Intoxicating Liquor License be postponed
until April 1# 1968, after the public hearing is held and the P*w Zoning
Ordinance is considered. The motion was defeated. Ncyor Hilde and Coune
oilman O'Fallou voted as. Councilman Humphrey, Hagan and Hunt voted nay.
Councilman Humphrey stated that he felt that if thl.s request wars delayed
the Council would definitely be making a zoning de»ision in view of the
proposed zoning. Councilman Hagen stated that he felt at some point along
County Road 10, some sort of servios of this type should be provided.

Ed Steidler requested a subdivision waiver on Lot 20 Block 1, JC1ausman's
Additiou. This division would create two lots, one with 91,67 foot

Dr. Be Re Md anon appeared to request a setback waivtr of 20 rest on
Lot 6, Bloch 29 Glen Eyrie Addition. The Building Inspector stuted that
all existing buildings in this area hqd been granted a 20 foot setback
waiver and this request would alip the proposed building with the exist-
ing bui ldingat.
