Village Council was called to order b `Ia or A ipe Y Y 1 Hilda, Jr. at 8:00 pea, Mayor Hilda requested the Council and those in attendance to rise for a commit of silent prayer. Present: Mayor Hilder Councilmen O'Fallon, Hagen and Hur tg the Village Administrator and Attorney. Absent: None. Mayor Hilda stated that this meeting had been called at the written request of Councilmen O'Fallon and Hagen to discuss and take action on the following items: 1) Police arotection and 2) appointomt of the Councilun1 vacan cy. MOTION by Councilman O'Fallon, second by Councilman Hunt, to adopt RESOLUTION Noe 68-32s A RESOLUTION APPOINTING TIWAS J. HUMPHREY AS COUNCILMAN to fill the three year term created by the resignation of: John M. Duntley, motion passed by a three aye vote. Mavor Hilda 4am stained for reason that this appo+ntment wars planned for the Council meeting of February 26th and so he has been unable to form any judge.% meats or research on this subjeci:. Mayor Hilda stated that he would like to smark that Le has rather mixed feelings about the appointment due to wiyr in which it was handled and he felt that the northeastem part of the Village needed some representation. He had hoped that the Council could discuv:s this In an orderly manner, however, he stated that he is delighted with the qualifications of Mr. Humphrey and was broking forward to working with him. II Councilman 0 Vallon stated that he would like to point out thrtt the Villager had just gone through an election art, which tine the north- eastern suction of the Village did not choose to put a man up. t1n the aecond hiind, both Couacilman Dur.tley and himself were frc4n the sante arcs and the Village chose to elect Councilman Duntley. Councilman Vagen stated that it is gratifying to sire so many residents of the Village of Plymouth in attandance and interested in tht Police Department of the Village% He stated that last night: t .e Mayor dis- c4arged than previous Safety Committee and appointed it now s:ormnittee. j The only significant change that took place was the appointment of a new ehair ai n. Bill Clifford. Its former r:hairman wa,a well respected by all stmbers of the ewounity and had starved the Cor:ci,l and Committee well. The ltlayor then reappointed the same baste co+nmittme. adding tm members. The mayor made very clear that this was a ftyorle committee and not appointed by the Council as has been the pre,etir.e in the past. Village budget a%w'. he feels that they have done an excellent job of police protecttoe, and a sigh., ficant job of keeping the public relations within the Villages He stated that he felt that the roaor4i will speak for themse2vss ss Plymcuth has a very low rate of crime. It is necessary, however, that the Council reviop t.be Police Departmar.t as they do all other dielsartments from time to time. 3s stated that he has aeon two changes made during his teaure as Council- man, tine, that of t'ae position of the Adminkstrator, which was done with very little folderol and was well received by the Village .of Plymouth. Stace that time, we have put in a sever pro;)ect and many ailes of paved rvids. This an is a professional and the'C-ourcil did not go to the general dublie for the selection of this m in. This same procedure was followed in the selection of ar Engineer. Thus, each year we look at eviary department and peke sure that we as the Council obt#tin the best service possible for the money. Cotmeilman Hagen stated that this year wu: havc, started to review the police administration and the method in vehich protection is provided. Tho Mayor has requested the Safety Camittee to review this department avAl report on March 11th as to the Pullas administration and Police protection. He stated that he hoped and is confident that the Safety Committee will code up with a rapid rerjort and that they will seperate the two items W, not let them cross together.
