16th. Mr. P'ranx stated that he Exould like the work completed and las
called ttr. Heins several time to casae back and finish the job and has
had no response.

Discussion ensued regarding the method of assessment and the possibility
of assessing the lots in 4tioner4oka which Mould logically connect to
the P17amth sewer. The Attorney stated that we cannot directly assess
twianstooka residents but must receive payment from the Village of
Minnetonka, The Ada iaistrator was directed to contact the residents
on the :11matonks side of the street and also to contact the I[Innetanka
Villsge officials regarding their feelings on this savor inticallatioa.

Jon Parker appeared araaarding his claim for driveway slops damages to
his property during .he construction of 25th Avenue North. The Adaini-
strator stated that lir. Parker vents to be paid for repairinst the slope
and mot be assessed for the street Isprovemento The Administrator also
stated that he feels that the road is of some benefit to `Ir. Pa:ker.
Couneilrian Hagen stated that he felt that an equitable anlution would
be to pay Mr. Parker $500 for the construction of a re ging wall and
keep the assessment on the property.

Mayor Staples stated tiuwt he would be in favor of removina the assessment
because he feels that some of the benafit of the improved road is lacking.
The Administrator stated that .the felt that a reasonable se tlarent would
be to give lr. Parker a reasonable driveway and hackslopo or sod the
boulevard or pay Itir. Parker for building a retaining :arl'. Mr. Parker
stat J that there would be no point in attempting to ret*jre his driveway
on 75th Avenue, Iir. Parker stated that he would be willing to settle for
500 for the repair of the retaining wall and the elimination of the
a r; w1utely $310 assoosrent, Hr. parker was given the alternative of
accepting the $500 for repair of the wall but no agreement could be reached.
Councilman Hagen suggested that the Engineer, Administrator and ,fir. Parker
get together and try to reach a settlement before the December 4th Council
wresting.
Bill Jenson, Northern States Parer Corpany, appeared to request consoli-
dation of several lots in the southwest 1/4 of Section 27 for the
construction of tho substation.

Sill Janson, Northern States Power Coapavy, requested a building permit
to construct two control houses for operation of the electrical sub-
station at Berkshire Lane and the Chicago and Northwestern railcar
Tracks. he stated that these buildings ars proposed to be of corrugated
steel, ons housing the controls and the smaller one to be used for
sanitary facILIties. Question arose as to the type of exterior on the
buildings«

buildina permit for two control houses on the Northern States Power
oepaay substation site based on the plans subisitt*d with the exception
that they building in the northeast corner be faced on all sides with

Boyer Palmer, developer of the proposed plat of Palmer's Cove ,addition, RE: NAMING OF
requested that the cul-de-sac in this plat at the northwest corner of 57TK AVE. NORTH
Base Lake be named something other than 57th Avenue North. The Plaenint IN PALMER'S COVE
Commission recommanded that the street be nomad Oakviev Cove, ha-ww4tx,
the Administrator recosmannded that the Village stay with the present
street naming plan and call this street Oakviw Lana.
MOTION by Councilman O'Fallon, samond by Mayor Strapless, that 57th Avenue
North in the proposed plat of Palmer's Cove Addition be named Oakview
Lane. Motion passed by a three aye vote. Councilman Hunt abstained.

The Attorney report, on a proposed ordinance to amend the Building
Code to include au architectural control ordinance. The Attorney was
directed to draw up an ordinance in adoptable fore for the December
Uh Council meeting.

lighting in the bacon Heights area, He presented two diffent plana LIGHTING IN
for this area, The first plan was for intersection and sid-block BEACON HEI.HTS
Ughtlag with nine 250 watt units and forty 175 watt nnits for a AREA
total estimated annual operating cost of $2,296.80. The other plan
called for intersection and cul-de-sac lighting only with four 25CI
va.t units and seventeaa 175 watt units for an estimated annual
operating cost of $985.80.

The Adninistrutor reported on a letter received from the Building Codes
Advisory Commission regarding fire detection systems in apartment
buildings. Fecause of this recent increase in apartment buildings
within the Village, it is felt that there is 41 need for an ordinance
providing for such systems. The Fire Chief appeared and stated that
he Would highly reccomend that such ordinance be adopted. Councilman
Hunt suggested that a provision be made in the ordinance for periodic
Inspections of the alarm systems. This request was to be placed on
the December 4th agenda at which time the Attorney would have the
proposed ordinance in adoptable form.
Tw Engineer reported on Change Order No. 2 for Sanitary Sewer Project
6 IC in the amount of $1,171.80. This change order was necessitated
because of the change in alignment of Trunk bio. 1 on County Road 15
required by Hennepin County.

Changs Order No. 2 for Sanitary Sewer Project 664C. Motion passed
by a four aye vote.
Engineer's report received on Change Order iso. 3 for Sanitary Sewer
Prujact wic in the amount of $453.60. This was necessitated because
of the unstable coil on Saratoga Lone between Union Terrace and
Trenton Lane, and the large amount of traffic on said street, it was
neeeseary to subcut this street and install a gravel base.

Change Order No. 3 for Sanitary Sewer Project 664'W". 'Motion passed by
a four aye vote.
Engineer's report recaived on Chaugo Order too. 3 for Sanitary Sewer
Project 66-1A in the amount of $237.76. This chaakge ori-ir was necessi-
tated by conflict of ewer lines with existing power poles.
AOTION by LLayor Staples, second by Councilman O'Fallon, to approve
Change Order No. 3 for Sanitary Sewer Project 66-1A. Motion passed by
a four aye vote.
Et.gineer's report recttved on Change Order No. 4 for Sanitary Sewer
Project 66-1.A.in the mount of $275.54. Thic change order was required
to piece the Saratoga Lift Station on Highway 55 in operation after
flooding ozeured.

to Multiple Dwelling. The Planning Commission had tabled this request
pending a report by the Planning Consultant and submisision ofa detailed
plot plan. Councilman Hagen recommended that the Planner attend the next
Council meeting and state what necessary material is needed by 'tr.
Cavanaugh. Mayor. Staples suggested that John Bergly, 'PlanninC Consultaat,
appear at the December 4th meeting and that this request be placed on the
agenda.

and 11r. Wafald most to view Zachary Lane. Councilmao Uunt requested a
report of the total number of &tree involved in the original assessment
plan, the total number of feet and the total number of platted units on
Zachary Lane.
