A regular meeting of the Village Coun,il was called to order by Mayor
Loring X. Staples, Sr. at 7:40 p.m.
Present: aayor Staples, Councilmen O'Fallon, Hagen, Duntley, the Village
Administrator, Attorney and Engineer
Absent: Councilmen Hunt

b,OTION by Councilman Hagen, seconded by Kayor Staples, for approval
of the minutes of the August 21 council meeting with a change in address
on page 5, paragraph 2, regarding Bob Kreatz, from 13th Avenue North
and 101 to 13th Avenue North and Vicksburg. Lotion passed by 4 ale vote.

Delano T ric.,son, 2317 Kirkwood Lane, appeared before the Couicil to
protest his assessment, claiming he was being unfairly assescted be-
cause his property fronted on both Kirkwood wid Larch Lana A
lengthy discussion ensued and it was determined that 'r.; . Kriu.cson's
lot was assessed in the same manner as surrounding .lots and the
reason uoth frontages were assessed was because his lot was thought
to be buildable on both ands and at some later date ther«• ware i
possibility a house would be on both ends, therefore, it was nurome'ary
to assess it in that manner.
OTION by Councilr-nan OlFallon, seconded by kayor Staplea, that -:he
Iassessment on Delano lrickson's lot be left as it is. b.ction carried
by four aye vote.

Was Hoffard, 10515 County Road ) appeared before the Counril to
protest his assessment, claiming most of the land on which he had
been .assessed was under water and was not buildable. Mr. Splinter said
this claim had some merit and further investigation should be mad -i
to determine ,lust how much of the land should be anneused.

Mr. and Mrs. Harold kvtjan, 1030 Kirkwood Lane, appeared to protest
their assessment because th" assessment had increased -and they were
not getting a blacktop rod in accordance with other surroundinu
neighborhoods. Mr. Splinter said their property was assessed in a
different project than the surrounding lots because of the placement
of the sewer tie-in and this was the reason 'r the higher assesument.
The Hytjans stated their need for a blacktop road to be able to
develop their land, and the Council suggested the best wey to effect
this would be for the residents to petition for the roadway and it
would then be handled in the normal course of affairs.
MOTION by Councilman O'Fallon that the Village improve thei present
roadway to the engineer's satisfaction within the 30 foot right of
way presently held as far as the creek will allow it to go and continue
blacktop on the 20 -foot wide strip that is presently in down the center
of the 30 foot right-of-way to the end of the st.roet with the Hyt4jans
providing base sufficient to meet the engineer's specifications. Motion
died for lack of second.
Mayor Staples called for further discussion, and there being none,
these public hearings were declared closed.
Are Lefler indicated the only change he could determine would involve
the Hofford assessment. Mr. Splinter said one further change would
3e made in regard to land owned by tin individual ;chose attorney's name
was Terry Fruth, which had been assessed on two frontage The lot
oould be split but the split lots would not meet thu ninimum standards
no 'w, a assessment would have to revert back to being based on just
i)ne frontage.

MOTION by N.ayor Staples, seconded by Councilman Hagen to approve
the building permit subject to approval of the building inspector
because of the new location for the building. Notion passed by
four aye vote.
LeRoy Polley appeared to request a subdivision waiver on Parcel 8300
Section 91 to allow him to deed a portion of land smaller in size
than five acres. He stated he is selling 12 acres of land and two
of these Acres will be covered by a bunk xiortgage and he will nee.i
to deed those two acres out while selling the remainder on a contract
for deed.

RESOLUTION N0. 67-146, A RESOLUTION TO GRANT SUBDIVISION WAIVER
ON PARCEL 8800, Section 9, N,otijn passed by four aye vote.
The Administrator presented the request for subdivision waiver
on R.L.S. 211), Tract F, by l.arilyn 'Walls. She proposes to sub-
divide t,e lot into two lots, both of which would most the
platting requirements.

The Administrator presented the request for variance of garage
door height at 16225 County Road 9 by E. A. Roy to increase the
door height to 10 feet to allow him to park his camper pick-up

Lagoon Plat, which had been continued from the Augist 28 meeting LARCH HTS. LAGOON
The plat ;as proposed doer not provide for any •thru streets,
and the Administrator anr, Engineer ndicat-id their dislike of
approving plats with no through streets because of safety factors
and thp lacw of onsistercy in plan -Nan. -.r,. They felt aithough it
might: be expansive to the: developers to provide for through
streets and change their proposed plat aocordxrlgly, the Village
would benefit by this procedure in the fliture Several residents
appeared raid slated their desire for thr» streets in this area.
The ratter was referred back to Air. Nelson and the deo-s`3iope;rs
who were asked to present a new plat providing for tali thru streets
requested.

The Administrator presented the request from the Village of
Brooklyn Park for contributions by the Village of P1,,nnout: to
a fund for the acquisition of land for the site of the No.,nth
Hennepin Junior College in Brooklyn Parks The Village of Brooklyn
Pt.,.' ie requesting such contributions by virtue of its aothority
une.er the joint powers act. Such contribution, if made, would be
uslad only for lands to be acquired for the Junior College site and
once aiquired, these lands Mould be deeded to the State of Minnesota
for educational purposes.

on the traffic problem at Sch%ebe Shopping Canter parking lot
and the Administrator said th:.s could be prepared for a forth -
coning meeting.
MOTION by Mayor Staplee, seconded by Councilman Hagen, to approve
plans for grading and surfacing of turn lanes on Highway 55 from
Interstate 494 to Highway 100 as presented by the Engineer. Notion
passed on four aye vote.
MISCELLANEOUS
Councilman Duntiey reported on the suggestions he and Councilman
O'Fallon had drafted in regard to the naming of parks in the
Village. Their plan calls for the use of functional, descriptive
names for these parks (for example, Commons, preens, Glen) to be
prefaced by names denoting early history. The proposal for the
naming of what is commonly referred to as Schiebe Park is to be
hereafter known as LeCompte Greens (the point being made that the
firot settler in what is now the Village of Plymouth was a man by
the name of Anton LeCompte) was the recommendation of this special
subcommittee of the Council.
MOTION by Councilman Duntley, seconded by Councilman Hagen, to
name the park now commonly called Schiebe Park - LeCompte Greens.
Motion panned by four aye vote.

MOTION by Mayor Staples, seconded by Councilman Hagen, to approve
the following well licensee:

The application of Plymouth Drug, 11325 Highway 55, for a 3.2 beer
j off -sale licezue was presented. The AdminiRtrator stated they had
been selling beer without a license and the State Liquor Commission
had so informed the Village staff, whereupon the owners of the store
were instructed to discontinue said sales until they had a license
to sell 3.2 beer off -sale.
MOTION by Councilman O'Fallon, seconded by Mayor Staples, to table
request at this time. Motion carried by four aye vote.
CLAIMS
MOTION by Mayor Staples, seconded by Councilmb.7 Hagen, to approve
regular payroll dated August 31, 1967, totaling 37,$37.01. Motion
passed by four aye vote.
MISCELLANEOUS
Tony Norris appeared and explained the status of acquiring lands
for park purposes. He said they have options for sevavwHl parcels
of lands which will expire about October 1 and requested the council
approve the cost of appraisals for these lands as the first step
irl determining whether or not they could be acquired by the Village.
ACTION by Mayor Staples, seconded by Councilman Hagen, that a
committee of Mayor Staples and Councilman Hagen be created to
work with the Park Commission on getting appraisals on park
property with the objective of having said appraisals ready
to present to the Council at its September 25 meeting. Motion
assaed by four aye vote.
