Staples, Jr. at 7:30 p.m. Present: KVor St"plea, Trustees Renner, Hagen and Hunt, the Village A&--+:inistrator, Attorney and AssistP.,,. Ehgineer. Absent: True -'tee O'Fallen. Kayor Staples reque-sted the Council and audience to rise for a moment of silent prayer, kOTTON by Trustee F1enner, second by Trustee Hunt, to approve the minutes of the regular Council meeting of October 17, 1966. Motion passed by a f'ot,.r aye vote. Trustee O' Fallon absent. MOTION by Trustee Hagen, second by Trustee Hunt, to approve the minutes q;f the regular Council meeting of ,:ovenber 7, 1966, with the correction showing that Trustees Hunt and Renner voted nay on the question of reducing the bond for Plymouth Plana lst, 2nd and 3rd Additions. kotion I.ussed by a four aye vote. Dr. Kueheadorfer appeared to question his 1965 Street Assessment on RF: 19'5 STHF V Sycamore 'Lane. The Administrator stated that Dr. Kochendorfer owr i d.SSRUSMEUT, LRs a lot on a curved street and it being assessed for 264 feet frontage KOCMEVMRiTB and the next highest asseesment on his street would be 16.1 feet front— aV. 1ingineor Wagner stated that at the time of aiscussion of propowad assessments, the Council had agreed not to treat this as a corner lot. Truatae Kagan stated that he could not see why this could not be assessed as a corner lot. At corney Lefler informed the: Council that ii' they were to read86d6 this lot at thio time, they would have to change the entire assessment anti hold new public hearings and :reassess all of the lots on Sycamore Lane. Kayor Staples asked Dr. Kbehendurfer if he had attended the original public hearing. Dr. Kochendorfer stated that he had not. Uyor Staples stated that inasmuch as Dr. Kochendorfer had not attended the Public iteazing on October 6th, and proper notice of this hearing had been given, that to hold a new hearing on this would be expensive and would create i hardship to the Village. Council Minutes - November 14, 1966 - Page 3 REPORTS OF OFFICERS, BOARDS & COWITT11S Park Chairman reported that it was his feeling that the Park_ Bond Issue should be spread over a ten year period. Mayor Staples brought up the subject of a Public Hearing for information regarding the Pi.: -k Bond Issue. MOTION 'hy Mayor Stapa.ea, second by Trustee Hunt, that a Public Information meeting regarding the Park Bond Issue be held at Beacon Heights Elementary School on 'Needay, November 29, 1966, at 7:30 p.m. Motion passed by a four aye vote. Trustee O'Fallon absent. Lttorney Lefler reported on the negotiated Sanitary Sewer easements for Projects 66-1A, 66-1C and Beacon Heights Storm Sewere lie reco- mmended approval of paymen-se ,in the amount of $1,855.00. MOTION by Dayor Staples, second by Trustee Hagen, to aiprove the payment of 19855.00 for easements for Sanitary Sewers 66-1A and 66-1C and Beacon Heights Storm Sewer. Motion passed by a four aye vote. Trustee O'Fallon absent. The Administrator reported on the request o:fSunset Hills P.T.A. for the flooding and naintenanc" of a skating rink. He suggested that the Council set some policy regarding skating rinks. Park Chairman Norris stated that this should be based on usage. The Administrator was directed to make a list of the rinks which have been maintained and the expenses incurred in the past years and present them to Chairman Norris. Chairman Norris will .report back tck the Council on this matter on November 21, 1966. RE: PARK BOND ISSUE RE: SAN. & STORM SFNER EAS TS RE: SKATING RINKS The Administrator reported that he had no further information regarding RE: 40TH AVE. NORTH the possibility of a bond to cover 40th Avenue North. Ile was directed to check further and report Lack at the November 21, 1966, meeting.
