Rl'J'OLUTION RECIEUVING REPORT AND S3'ING PUBLIC ILFARING on August 151 1966, at the Village Hall at 7:30 p.m. to consider grading, drainage, base and surfacing of Larch Lane from County Road r9 to 45th Avenue North at a cost of 331,395.00- Motion passed by a four %-ca vote. Mayor Staples absent. ri,ng.ineer Wefald submitted the following report on Drainage Area XII -A. uakcr Lane and Ivanhoe Woods: On February 7, 1966, a report was submitted for review. Thia proposal was for the purpose of suggesting possible action for relief of two houses on Quecer Lane. Following this report, a conference wa3 held with representatives of the City of St. Louin Park and the Vil:.age of Minnetonka. As a result of this meeting, Minnetonka decided that oufficient engineering had been done and it was not necessary to proceed further with detailed studies to determine cost sharing formulas. Followin-, thila meeting, a study was made to detei:nlne if an economical solution was poosib.le to provide relief .for the northerly po:%tion of Ivanhoe Woods and Quaker Lane. This area is referred to ars Sub -Area XII -A2. As a result of this study, it waa determineO that this plan was not economical from the standpoint of cosi;. The estimated cost is X363,355.00. The assessable cost woula be $33,0:13.00 or $955.00 per acre. It appears that further s:iir.y on this project is not i'eaniblo until such time as the three: comtt unities can got together. Rather, we are petit, loning r for .nmediate ani strict enforcement or our present ordinance, which was drawn up for our* ohildren's protection and would eliminate our problem dogs quite effectively. First. I went' to answer a few of the revarke which have been aimed at us. lot that we are putting the doge ahead of the children. Now, this is Cie most completely ridiculous, unfair allegation ever uttered. We've all got children, love them, and want what is best for them. If there were a dangerous doh in our neighborhood, we all would want it eliminated, just as, we would want a human criminal out of our midst. We don't, however, condemn all clogs, because of thv deeds of a few. My own children have eon eciretohed and even nipped by our own, as well as other dogs. Instead of becoming eterical, I looked into the event% leading to the incidant. In every case, when the whole story came out, the dog had been a participant in the tun and names. Obviously, a deg does not have hands with which to catch a ball nr grab a playmate...s he has teeth and claws. lifter .all, hon many times have your children received Sou\ges on cheeks Prr if arms from. the fingernRile of playmates, inflicted during, a rough and tumbles play-seasfon. F1cw mare children have suffered Fractures, or concuooions caused by fblle ,from trampoline* or Jungle gyms. Lo you circulate petitions and c;auoe an uproar over thio? We have not chosen sides between the doge and the children.
