HomeMy WebLinkAboutCity Council Minutes 05-18-1966 SpecialhIWES OF SPECIAL VILLAGE COI NCIL HEFTING PLY6iOVPH, 1:INNESOTA May 18, 1966 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Plymouth, Ninnesota, was held at the Village Hall on the 18th day of Niay, 1966, at 7:35 p.m.rto discuss the Fox Chapel Grove Addition Drainage Area. Called to order by Acting Mayor O'Fallon. Present: Trustees O'hallon, Renner and Hunt, -.,he Village Administrator and Engineer. Absent: Wlayor Staples, Trustee Hagen. Acting Mayor O'Follon called on Engineer Wald to explain the proposed RE: FOX CHAPEL plans for the drainage of the Fox Chapel Grove Area. GROVE DRAINAGE AREA dngineer Wefald -reported that the Village Council ordered the prepara- tion of a report on improvement to install storm cower in that portion of the d.rainagn areas of the Village identified in the Comprehensive+ Drainage Study as Drainage Area V.B. Engineer Wald stated in his report that since 7th Avenue North in Fox Chapel Grove Addition has been rough gradled the majority of run off from Fox Chapel Grove Addition plus a small area to the South, drains onto Harbor Lane. This has caused erosion and damage to Harbor Lane, a gravel street. The natural drainage pattern prior to grading o!' 7th Avenue North was generally in a Northwesterly direction to the :swamp at the Northwest corner of Fox Chapel Grove Addition. This swaxip is drained by a 6" play the that outlets onto Kingeview Lane. T},.o drain appears to func- tion properly but would not be adequate to handle additional run-off. Engineer Wa fald submitted two proposals for consideration, a basic plan and an alternate. The Basic Plan - a storm sewer is proposed to in,:ercept water on 7th Avenue North in Fox Chapel Grove Addition and to carry this water to the Weetarly edge of the existing swamp as shown.- At the Northwesterly edge of the swamp, the water would outlet to another storm sewer running along the Fast edge of Block 3, Parkd6le Additio-19 This storm sewer d'ioetarCes to a swamp on the South edge of the Chicago asid Northwestern Rail RoaA Tracks, then to an existing culvert under the tracks and into Parker's LWKe. The Alternate P1tui - as a solution to the lust pa,eee of storm sewer, the water could be picked up at the Northwest corner of the swamp and discharged onto Kingsview Lane. This 0 ternate is the same eyetem as is presently existant except the pipe would ye larger. Engineer Wefald gave the following as cost figures: Basic Plan - $151000.001 the Alternate Plan - i9,440o00. The proposed method of aesesomeit would be to spread the coot of the project over the entire asseeaable ares.. The c:ontributary drainage area is approx- imately 13 acres of which 11 a:reo in aoseesable area, the remaining area being the street right-of-way. Assuming the Village storm sewer !Undo would 19 I Council Minutes - May 189 1966 - Page 2 bear 409 of the costs, the estimated assosssent would be (a) basic plan 804.00 per acre or $18.46 per 1,000 square feet= (b) alternate plan 506.00 per aeae or 311.62 per 1,000 square feet. Acting Mayor O'Fallon asked if there were any persons present to speak on thin matter. Fire Richard Pokornowski, 616 Kingsview Lane - insisted that this area never had trouble before this development began. he felt that the developer shoult pay all of the costs. He is opposed to the alternate plan. Acting Mayor O'Fallon explained the Attorney's opinion is that the benefitted property owners also be assessed. The time to discuss the specific items of the assessment is at the assessment hearing. Mr. John Hagen, 515C Harbor Lane North - inquired whether this was a legal hearing since the Village Attorney and two members of the Council were not present. He was advised that it was. Mrs. Donna Schumachere 525C Harbor Lars North - stated this area was full of water. T'ruatee Hunt explained that the Village required a percolation test before any iduiiding Permit would be granted. Mre. Schumacher questioned the right of the Village on this matter. Acting kayor O'Fallon explained that the Village Council does have the authority to act on this matter. 1`rs. John Hagen, 515C Harbor Lane North - claimed that this devel- oper interfered with the natural flour of water. Originally the water flowed from Lots #10 and x#11 on to the Fox Chapel Grove Addition. Now the water flows off that Addition on to Harbor Lane% Acting Mayor O'Fallan explained the Attorney's opinion on the Natural Flow Theory. Kr. Richard Pokornowski, 616 Kingsview Lane North - requested information as to the sanitary sewer and the need of further study of this drainage problem. He was informed this was the most feasible plan for drainage of the Fox Chapel Grove Area. Mr. Dale Murphy, 730C Kingsview Lane - claimed that the water problems increased after this development began. Trustee Renner asked who in attendance was in favor of this storm sewer plan. No one indicated approval. Acting Mayor O'Fallon explaiiied that the public hearing was called in responb. to a petition to correct the drainage problem in this area. The question wue asked as to whether the Village has a drainage easement on to Kingaview Lane. 'rhe Engineer would check on this. It was agreed that the decision on th;,s Fox Chapol Grove Storm .;ewer proposal would be announced at the regular Council Meeting on June 209 1966.
