We, the undersigned, to hereby petition the Village Couucil tot
1. Repair Zachary Lane to a reasonable condition as to permit
traffic to floe normally.
2. Txpedite at the very soonest possible time completion of
construction of new road slated for this summer.'
The Mayor advised interested persona in the audience that the road
will be groveled as soon as weather parmity and a public hearing on
proposed Zachary IAne improvement will be held on June 6. Following
comments that the Council should consider a major upgrading of &71
or almost all of the dedicated streets in the Village, to be acs®p-
lished over a period of tiara, ?byor Staples made the foliowing emotions

mittee, together with the Mayor, Engineer and Road Supar.intendent,
most within the next mon-h to examine the condition of all dedicated
roads in Plymouth, and that a 3 year p:ogrem be submitted to the
Council, with coats from the Engineer, as to preliminary plans and
specifications, with priority being determiaed by conditioc and gen-
eral trafiLic. Further, ttat followlog submission of the report, the
Council consider taking action on a 3 your programa, to be completed
in 1969 or 70, to bring all dedicated roads up to all weather road
standards. Motion passed by a four yea vote.
WTICN by Trustee Hunt, second by Trustee O'Fallon, that the Super-
intendent of Roads and the Road Committee get tobbther regarding
putting tho graveling of roads on bid basis. Motion pessed by a
four yea vote.
rhe Building Inspector recommended granting a building permit to
Ecklund & Swedlund for construction, 98% completed, of an entry-
way into Imperial Hills Addition. Stated the job was satisfactory,
but a permit should have been obtained before start of construction.
MOTION by Mayor Staples, second by Trustee Turner , to approve the
building permit and write into the records a reprimand to Roklund &
Swedlund for not applying for a building permit before start of
construction. Motion passed by a four yea vote.
Upon reacmmandation for approval by that Building Inspector, the
follooing motion was modes ;LOTION by Trustee O'Fellon, second by
Trustee Penner, to adopt RESCLVTION NO, 66-72, A RESOLUTION RAIVINn

Upon recommendation for approval by the Building Inspector, the
following motion was modes MOTION by Mayor Staples. second by Trust-
ee Renner, to approve consolidation of Lot 9. B1. 2. Elmhurst Gate-
way. 1475 bbergrem Lane, and Loi; 10, Pi. 2. Elmhurst Gateway, 1465
Evergreen lane. as requested by Orrin Loveless. Motion passed by
a four yea vote.
Sheldon Tart appeared to request waiver of Ordinance 66-4 to allow
for a Standard Oil Station on Lot 1 of a proposed re -plat at the NB
quadrant of Hwy. 55 and Co. Hd . 70. Mr. McDonald, American Cil,;, Co.
representative, also appeared. Chairman Fgan of the Fleni ing Com-
mission reviewed action of the Board of A?peals in recomuending the
waiver, and •uhe development of Ordinance 66.4. Considerable discus-
sion ensued of the traffic pattern of ,the area, the control of lo-
cation. of service stations within tihe Village. anti the possible prec-
edent setting resulting from waiving the Ordinance.

waiver of (hdinanee 66.4 as requested by Sheldon Tart and applying
to proposed Lot 1 et Hwy. 55 and Co. Rd. 70. Motion pAssed by a two
yea vote. Mayor Staples voted nay. Trustee Hunt abstained.
Norman L. Nielsen and Carl Madson appeared to request nprovel of
Somerset Addition preliminary plat. Location - NR corner of Hadley
Lake. Public Hearing held by the Planning Commission and approval
recommended on May 12. Chairman Sgan reviewed approval as being sub-
ject to the recammeade t ions of the Sngineer and revision to provide
access to the north of the cul-demsac.

Somerset Addition praliminery plat as revised. Motion passed by a
four yea vote.
Hobert (.. Ridgeway appeared to request a building permit for a ser-
vice station nt the NW quadrant of Co. Rd. 154 and Hwy- 55- demo
from the Building Inspector stated they; the proposed station does not
meet the requirements of Ordinenee 66-4, it being less than 1,320
feet from the second station. The following c•ners of residential
property abutting the proposed site eppo"red to protest granting the
permits Hobert M. Redden, 1025 w. Medicine Lake Dr., Mr. and tars.
Eugene Rogers. 1020 R. tiledi;.ine lake Cr.. and Mrs. Lillian Vanmen.
11414 Hwy. 55. Reasons givenr devaluation of property, traffic prob-
lems and hazard to school children, increase in fire insurance retest
difficulty in sale of homes. Following citing by the Mayor of Urd-
inenco 66.4 end the distance requirement between stations, and the
objections of the abutting property owners, the following motion was

the request 3f Robert Ridgeway for a building permit for a servias
station at Co- hd. 154 and Hwy. 55. Motion passed by a four yea vote.
Lester Sokol, Attorney, appeared regarding a proposed ordinance on
licersing and regulating public dumping as submitted to the Council
for ljonsideration. Wayor Staples asked the Village Attorney to sub•
mit a memo on the differences between the proposed ordinance and the
oxist:ng ordinance for consideration at the June 6 meeting.

William Dsziel, Rockford Road, appeared to protest the condition of
road,, in rlymouth and particularly Holly irne. Advised the Council
of Holly Lane being put into passable condition by a private con-
tractor at a cost of $203.00. Discussion of road conditions and im-
provements ensued. Tru3a4e Hunt reiterated the motion mace earlier
t4st graveling be put on a bid basis, and Uayor Staples reiterated
the motion on a 3 year road improvement program, Mr. Deziel stated
that graveling would temporarily ease the Holly Lane situation.
Bill Baer, Peony Lane, expressed the opinion that the heavy grader
was damaging the road. Williar Egen, Hamel, advised against use of
the aenvy grader - just graveling and dreggiag, ar,3 made an appoint-
ment vita the Engineer for a site inspection of LP.wndale and Vicksburg
LRnes in his viloinity. YAyor Staples turned the matter of use of the
heavy grader aver to the Road Committee. 'On question by Mr. Deziel,
the Attorney will check. and repro%t on the prorsibility of the Village
paying '•he $208.00 road improvement bill..
Upon the ,Attorney's recommendation that the recommendations of Dr.
Robert N. carr, Secretary, Watir Pollution Control Commission, as
set down by letter of May 6. 1466 'oe followed, the following ;notion

direct the Administrator to make the appropriate application for
Bunds to aid in constructior of municipal sewage treatment worits as
authorized under provisiov3 of the Federal Water Pollution Control
Acz. 'notion passed by a three yea vote. Trustee Renner voted nay..

ary plat of Snyder's Fine midge, showing commercial end residential
develop rent. dere advised that the plet mast bo brought before the
