A special meeting of the Village Ocuncil was celled to order by Mayor Loring
m. Staples, Jr. at 7:45 p.@. Putpose r To review and diseisse the Residential
Districts of the •Proposed Zoning Ordinances with the Planning Commission.
Presents 3+byor Staples, Trustees O'Fallon. Renner, Hagen and Hunt. the
Village Administrator, Attorney and Engineer.
Also Presents Chairman Egan, Commissioners Peterson, Kindsetb and 'Willen'oring,
and James Knight, Planning Consultant.
Copioa of the *Majority Reports and the OMinority Reports on the •Proposed
Zoning Ordinance' were presented by Co®issioner Peterson and Chairman Bgan
respectively and read by the Councilmen. Considerable discussion ensued of
the proposed R•0 Classification. Upon question by the Mayor, the Attorney
advised that chances are that the 2} acre lot area regulation would be sus-
tained by t1 e courts as part of a general plan : or the orderly development of
the Villa -a. Further advised that any change of zoning requires a 1/5 vote
of the Council by recent State law. The Planning Consultant pointed out that
if the R60 1"'03assification is included in the Plymouth Zoning Ordinance as
finally adopted, the Ordinance should be forwarded to the County Supervisor .if
Assessors for consideration of a lower tax rate for the leads included la th'r
Classificetioc. Also suggestedR 1) Reviewing the totAl Ordinance before. cheog-
ing a&W section of it. 2) Approving the text and the zoning classification$
hypothetically before reviewing the zoning map. Commia sioner Peterson pointed
out that the R-0 Classification is the same as any other Classification requir-
ing rezoning, in that respect, add that it would give peer to regulate where
development may be detrimental to the entire Village. It wag brought out,, and

Single Family ResidencR District on Papa 17, further points were included for
question as follows$
1. Page 124 Subd. 4, P't. 3 • private miming pools not required to be
fenced to &0 Classification as in other Residence Districts.
2. Age 15, Subd. 4., P't. 1 - Rhould read acceptable protective fence
as in the R4 Hestdosnce District.
