MINUTES OF SPECIAL MEETING OF
LIQUOR COMMITTEE
VILLAGE OF PLYMOUTH
A special meeting of the Liquor Committee of the
Plymouth Village Council vas held at the call of the Chairman
At 12;00 o'clock noon on November 26, 1965. Committee Chairman
O'Fallon and Committee Member Staple were present. Committee
Member H mphr%gw was absent. The Village Attorney was also
present at the conference.
The meeting was called to discuss the problems raised
by the report an the Municipal Liquor Store which had been
compiled by the Chief of Police and the Clerk -Administrator
as a result of the shortages in the cash fund which had been
discovered at the store, As a result of the investigation of
that matter, other irregularities had come to the attention of
the Council in the operation of the store and particularly
with reference to some of the practices of the Manager of the
store. After thoroughly discussing the matter and being
cognizant of the fact that the report had been placed in the
hands of the County Attorney for his investigation and study,
it was moved by Mr. Staples, seconded by Mr. O'Fallon and
passed, that Mr. O'Fallon would contact Mr. Westphal, the
Manager of the store, and offer him the opport;anity to resign
as store manager. It was movee by Mr. O'Fallon, seconded by
Mr. Staples and passed, that in the event Mr. Westphal did not
to resign that he was to be notified that he was being suspended
without pay effective immediately, pending hearings on charges
of improper handling of the affairs of the liquor store. The
hearingb would be held only Rfter Mr. Westphal had been given
timely notice o; them and had boen presented with a documentation
of the chargee against hie.
It was informally agreed by the! Committee that Mr. O'Fallon
should speak with Mr. Roog with respect to tho practical problem
of manning and staf Ing the store until a replacement for Mr.
Westphal could be found. It was further decided that copies
of the vainutes of the meeting should brr sent to all members of
the Liquor Committee, to the Clerk-A4mituistiator for the Village
files and that the Village Attorney should kee p,a copy of them.
