M. Present: Mayor Staples, Trustees Curtis, O'Fallon, Humphrey and 3evieur, the Village Clerk, R gineer and Attorney. Mayor Staples eal'ed the meeting to order. In the absence of a clergyman to give an invocatory prayer, Mayor :staples requested that the Council and audience rise for a moment of silent prayer. Motion made by Trustee Seviour that the minutes of the regular meeting of lurch 159 1965, as mailed to each Councilman, be approved. Motion seconded by Tiustee YFallpn and passed by all Council cambers voting ayoe Dids were recalvol and opener in accordance with official publication for the hauling and dispos,* of sanitary sewage in accord- same with the specificatiojut submitted with the request for bids. The following bids were received: 1. Northern Cesspool Company Unit Price, $19.25 $500 Perfornance per 1000 gallons Bond Submitted With Bid. 2. Roto Router Sewer &?c. Co. Unit Prices $8:50 • $500 Performance per 10C.O gallons Bond Submitted With Bid* With all bids being opened, Mayor Staples declared the bid opening closed. Motiun made by Mayo -r Staples that the bids for hauling and disposing of sanitary sewage be referred to the Village Enginesr and that his recammendations be presented at the Dent Council meeting on April. 12;. 1965. Motion seconded by Trustee G'F41lon and passed by all Council ambers voting ago. Mrs. Floyd V. Olson appeared to discuss what she felt was an u reasonable special assessmartt for road improvement against her pro= porta, being Lot 48 Greer's arc}lard Tracts. The Village Attorney stated that proper notices had been sent to the owners of the property. for the assessment hearing; he also stated that •he, wus sympathetic to the position in which Mrs. Olson has been placed ©n account of the size of the assassanent and that ff an appearance had been grade at the assessment hearing, possibly the Council could have made some adjust- ment, but at this time it is legally Impossible for the Council to make any adjustment in the assalior ent . The Village Engineer will make an inspection of the property as soon as the snow has melted away to see if any trees were out from the Olson property umacesoariiy at the time the r,%ad improvement was mads, and if trese wore removed from the property, Kris. Olson would be entitled to compensation for them. Mr. Cox, repi•eaenting Niniespolis Industrial Park, appeared to discuss t rejuset to install additional sewer laterals along Didustrial Boulevard, which they would like to haia in place prior to paving the ro*d. It was also stated that it would be neceasary to con- tact the Water Pollution Commission and get thein approval for the installation of the additional laterals. Motion made by Mayor Staples that approval be granted for the in•.stallation of additional aewsr laterals on the Minneapolis Industrial Park property subject to the approval of the Village Engineors also, that a report be given re,commeWizg that the installation be added to the present, ccAttract of McWilliams Construatior. Mr. Murchie presented plane of both buildingproposed to be constructed showing their appearance and how theU would be Landscaped. Considerable discussion ensued an buth the Council and the Planning Commission were verg such opposed to the Highway Department locating the buildings in •che area propose¢: W. Lah- mann stated that the Planning Commission objected t else loce tion and that they felt the Su1JAinAa could be located in the vicinity of County Find 9 and 494 and in that %W would not be acquiring • piece of property that would be a very good tax potential for the Village in the future. The Council wished to thank Mr. ltrrchie for his preseaa tation of the plane and explanation of the proposed layout of the area and to assure his that the discuscion which ensued was no reflection against him for the services he was performing. Motion made by Trustee Curtis that approval of the proposed location for the erection of the buildings for the State Highway Department in the vicinity of Highway 55 and Interstate X44 be denied and that the Highway Department give furtzher consideration to the location of the buildings in another area. Motion savaded by Mayor Staples and passed by the following voting in favor thereof: Mayor Staples, Trustees Curtis, Husphroy and Seviour. Abstained: Trustee O'Fallon, Againstn None, Trustee Curtis recommended that letters be directed to the State Legislature setting out the objections to the location of the proposed buildinge to be erected by the State Highway De- partment at the inter lsictlon of State Hibhway 55 and IOarstate 494. n J r Rs. Metrn-U.S. do •elopment and he Stated t. :. a meeting should be held with the Council and Planning Commission to discuss some of the problems involved in the proposed development. The Village Attorney gave a report on the proposed contract Re. Meeting with with Boni3Lroo, Rosene & Associates, Inc., engineers. It was agreed Bonestroo#Rosen* that a me,ating would be held with the Mayor, Village Attorney and EOgi- Assoc. neer to discuss the proposed contract and that it be prepared ,for sub- mission to the «ouncil for consideration. Trustee Hu phrey gave a report on a conference held with the Re. Impvmnt. Co. Hennepin County Highway Department, the village Engineer and himself Rd 1e ffts with reference to the proposed improvement of County Koad 13 from 49th 49th Ave. to Co. Avenue North to County Road 10. The Village Engineer also submitted a Rd* 10* report in connection with this project. The main concern of this project is a continuation of the service road with an underpass under the Soo Line Railroad tracks by continuing the bridge to cover County Road 16 as well as the service road. A public hearing will be held on the 1965 Street Improvement Public Hearing Program on May 11s 1965 at 7:30 o'clock P. M. re. St. Impvtrnt. Mayor Staples introduced the following resolution and moved its adoption; Resolution 6548 Opposing ange in Ad- ainistration of Direct H3lief in Hann. Co. NIVI 0 WV1,1211. WHEREAS, since Hennepin +%ounty was first organised, direct relief has heen administered under what is known as the Township S WHEREAS, since at least 1938, thirty-eight of the municipalities located in rural Hennepin County have administered direct relief w*tsr a system of contract whereby these municipalities have employed and maintained two central offices with trained personnel which conduct* thorough investigations and administeni relief according to standard's approved by the State of Minnesota, and WHEREAS, under this system in rural Hennepin County, direct relief has been administered ably, well attd satisfactorily and at a cost which is far less than that which Mould have beton necessarily expended under a County System, and WHEREAS, the administration of such relief in Hennepin 4+ounty is not fragmented and has been at all times administered in a humane, efficient and intelligent manner, and WHER f S6fl , it is now proposed that the legislature of the State of Minnesota enact legislation abolishing •the above system of admiais•s tr. uion of relief and WtStute ani establish a County %) stars, and WH&US, such a change is unnecessary, undesirable and costly and axpenuive, NOW THMWURE, BE IT HEREBY ROOLVED BY THE VIUAGE COUNCII OF THE VUUGE OF PLYKWTHa 1.
