Mr. Smansm dare a rpuw of the proposed plans for the Park Conais- aieh and asked for approwl for their proposed $350#000 bad isms to be voted Wm atthe Primary Election an Septmaber S. The Park Cosission has hold a point meeting with the Planning Camdssian and the Planning Casmission was in agreement with the Neighborhood Plans as est out by the Park Comalssion. The map of the Village which was submitted covers the Park Program for the Village as a wbols# but it was stated that the first portion of their prog m won" be comentrated an the South ons -third of the Village where the heaviest popsy.. tiara resides. A brochure was handed out by Mr. +=suer which sets out the type of parks proposed and also the results of a questioaaire which was sent out to dsterm ne the recreational activities which Mould be considered tar the vsriaos parks. It was proposed that there would be three categories of parks# sibs first bring (1) A Neighborhood Park consisting of appeadstaly 6 to 9 acres with -Lend recreational fenilities#which would take care of small Community arra*. 2) Park PLTfislds# which would consist of approximately 21 to 40 serve# with large and mars eagrleto roaratissal facilities and would serve a considerable area surrowwding the park. (3) These parks would be identified as Co®adty Harks and then ars two or three of these proposed# which would be located tW necessity in the North two --thirds of the Village on account of the availabilityOfacreageinvolved. If possible these would be located beside a lake In oadsr to furnish water astivitles. They would also provido for larger pleynadss winter sports# day amping# public golf OvAaas. eta. These parks would consist of app4adnately 450 to ADO acres sash. Bad Issue funds would be used first for the acquisition of as amb Lund as possible for present and future develapoest and the balance of the funds would be used to develop the parks in the most heavily po,.wlated ares where the need is the most acutte and they would be furnished with saes reors&tioaal facilities. It was stated that the Park Commission would like to obtain options an as ma+ area* as possible prior to the rots vpea uhw Sad lases in ardor to segj," land ed the most reasonable prisas and in ardor to gain an advantage from this# it would have to be how very quickie. It was also stated this would relieve sums of the Juvenile dslinquency# d the parks could be sopervised and patrolled. Mayor Steplem stated it wss mfortunste but he thought t' -it there is net enough data available at the present time and that the data sheets are act available for all parties inter+- ssted. ?he data shafts referred to consist of the possible park sites# aseaot at torm&o site aequisitiar# and total development posts far whiot. the bond Jesus thuds would be appropriated. Tuna a2-1964 to It wag stated that faetsjobtalned for oacaratable costa of acquiriltg park property In surrounding camnnities and tte appraXimate cost of develop. aunt and future maihtenanae. Hr. Brauer gave sons of these costs varballya but it was recommended that this be submitted in written form in order that the public may be infaamad as closely as possible wdsat they would be reaeiviarg fromthereceiptsofthebandissue. 11r. Brauer also stated that beaches could be developed an sate of the lakes but that owes a period of time the lakes became polluted and tnat it is consequently tach acre desirable to have ewiemming pools constructed. It was further stated that by installing swimming pools# the msin- tename costs could be obtained from funds :'so.ived as service charges# confectiones and perking fees. It use also felt that some of the school pro- perty could be used to advantages such as Oakwood School which has sufficient area for a eamdunity park and could take amts of the surraundine area# wCich is verybadlyinneedofadditionalrecreationalfacilities. Eben it was asked rap the $20Oa000 bond issue (which we defeated) has sow been increased to $350#ODD# the explanation was that the $200#000 would be very inadequate and with the increased assessed valuations the cwt would be vary little greater to the individual property owner. It was stated that a property erne' paying approximately $500.00 in Lases would pay approximately6.00 mors per year. As it was realised `:hit this is only the beginning of the Park Program, Lha developments should be made in the most strategic areas first. As to the provision for public golf as moss it was felt that the private or publicly used golf courses would muffles for the present time and that the rinds should be used mostly for the development of Neighborhood Parks# this being the most urgent. Hyor Staples thanked ikvald :3rauer and his staff and the mashers of the Park 1 Recreation Advisory Coxa%lesion for Us work that they have done up tothepresorttime. It was sugeested that the matter be referred to the Park Committee of the Council and that they met with the park iansultants and the Park CommissiOns after which reaonaftadations be submitted to the Uouncil. he further stated that he felt there should be at least two public meetings at which the proposed program could be submitted to the public and they would have the opportunity of submittin- their questions. kr. i4wW stated he would prepare mare complete development and maintenance Costs which would be comparable to other communities and that this Could be done in a few days. It was suggested that July S. 1964 be set as the nezt meeting with the Council Corxitteee an Parks, Brauer & 49soeiatesa Inc., and the Park Commission. It was recoem tided that the Council consider adoption of the Park Program at the Regular Council Meeting to be held on August 3rd{ also that the public meetings be held on Peednesday meninges Auisust 12 and Se,tember 2, 1964. On notion the meeting adjourned at 10.45 o'clock F. M. H. T. Johnson# Village Clerk.
