One purpose for the Special Meeting was to arrive at a decision as to what streets are to be immproved in the 1964 Street Im- provement Programs and fr., which a Public Hearing has been held. Project 64-1 A notion made by Trustee Humphrey that Project 64 -IA covering 61st Ave. North. the bituaincus surfacing of 61st Avenue hiorth at an estimated cost of 19,191.52. be included in the 1964 Street Improvement Program. The report covered tL a disposal of the sewage in the following, manners (t) Holdifk.,tank and scavenging operations 2) Sewage disposal plants (3) Small diameter trunk severs (4) large dia- meter trunk sewer; whereas the Irmediate solution would be the holding to* and hauling the sawago by tank trek to a disposing area. The estimated cost for a project of this type would be approximately $206#769.00. The Fudineer submitted an Alternate Plan whish would sonnet or raising the flow line of all the sower laterals and by raising the laterals# a lift station would be required at the Gold Sow stamp Company prods", This would elimiawmte the gravity flow from any future structures which may be constructed with baseements. The estimated cost for the alternate plan is 1740623.00. It was also stated that aces" to this sanitation Cstam would rat be available to any property wait or State Highway 454. Mr. Coat stated they are not aware at the present time of how the lets will be divided in the future but he cannot see that with the layout at the present Lire that anyone would install a basement in any of the buildings proposed. Mr. Carlson said that hs could not see how any plan could be acceptable if jolden Valley would not accept an arrangement for the dumpint; of sewage by t ruching# unless a trunk sewer line is installed to serve their area and Lha establishments between their props rty and County Food 18. Mayor Staples stated that he had no indication from golden Valley that it would or would not accept a scavenger method s; disposal or by trunk lines, Trustee Clifford inquired if the Surer Ge mmittee had any rommMndow time as to either one of the plane a• propseeds to which they stated thq had none. Mr, Con stated he favored the Alternate Plans which Is the least ocatlp except for the necessity of • lift station which would reed to be inspected daily but would be mere costly in the future. Mr. Carlson said he doubted it anyone wishing to oreot a building in the area would require a basosent; he also staid he would favor the first plan if the cost of the installation would be spread over a water area of lend to be served. The Village 4ngineer cesmented that altdaugh it was not requested in his preliminary report# he did prepare a very proliminary Plan S -sat and Estimate of construction cost of large and small diameter sower liars. He has estimated the small diameter t runt sewer at i35d#400.00 and the large dismster trunk swnr at $537s9OO.00. If the —11 diameter truant sewer is constr cted# a small portion nay be replaced with a larger diameter sane when the final outlet Is eonstr+atedl but it am be aspected that the small trunk so -em would give it many years of service before the final outlet is provided for. He has estimated the special assessment per aerse for a 10 to 15 -Itch truant would be $361.00 under the Basic Plan and $294.00 per acro under the Alternate Plan. The cost per acre for laterals under the Basic Flan would be 1151.00 and under the Alternate Plan, $711.00. Mre Carlson stated he would prefer the Basic Plans eonddering the scall additional Cost frena the Alternate Plan$ and that they could live with this if provision could be sada for disposal at the outlet at State Nigiseq 55. Trustee Glifford then stated that Golden Valley was not Lntnrested in our Industrial area. Mayor Staples stated the sasveftg1k, "ten would be temporary and that a permanent outlet would have to be installed as now as possible. the Ln;ineer said that in order to &-rive at fair estimated costs$ it would be necessary to prepare a preliminary report for the whole area to be served. Upon tieing asked$ the Village ;sneer stated it wou_d take from six weeks to two months to prepare a report of details and esti- mated cost for a trunk tine from State :i*way 494 to `.: southeast corner of the Villa,fe$ where it would continue an into ioUe n Valley. Mayor Staples suggested that the Swyer Study Committee examine and recommend action to be taken on the Engimer$e reaosreadatiossr for the trunk line to the southeast corner of the Village.
