Motion seconded by Trustee Clifford and passed by all Council members present voting aye. Motion mads by Trustee Humphrey that a building permit be issued to Lloyd lhvm, 9855 State Highway 75, for an addition to the rear of his 'nmildia;# subject to his signint of an agreement to be prepared by the Village Attorney in which he agrees that no outside storage of oozes, baskets, etc. (or :ateriale that would generally be considered unsightly). Motion secan-ad by Trustee O'Fallon and passed by all Council me:tkiers present voting aye. Messrs. Bruce Kelley, d Clapp and Jack Branch, represent- ing the Minnesota .cater Company, Inc., appeared to further discuss the granting of a water fra:,chise to than.. They had previously sub- mitted a report to Council members in answer to questions submitted by the Villa;;e Attorney and hmm sneer. Trustee Clifford stated he felt it was premature to ca -mit the Village to a private water System when we presently have three private systems, two of which the Village would take over in the reasonably near future under certain circumstances. They stated they plan an Overhead storage tank and that they do not anticipate anny problem in installing a well of sufflcirnt capacity to take care of the area they propose to aervs. Motion made by F4yor Staples that the plan, in his opinion, is premature and he felt that the sewer installation program should be first established and therefore feels the franchise should be denied, rbticn seconded by Trustee Clifford and passed by the following eotin in favor thereoft Mayor Staples and Trustee Clif- ford. Abstainedt Trustees Hiimphrey and O'Fal]on. Absents Trus- tee Curtis. Motion failed for lack of a quorum. It was suggested that the developers submit a more concrete plan as to the area that would be involved and possibly contact some of the contractors who are working in :he area and obtain their opinions as to the installation of a water system. It was suggested that if the developers are further interested they should submit more specific information in the matter. Park gond I_sue Mr. Herbert Swanson# Chairman, Park 4 Recreation Advis- for September 8, cry Commission, was present and submitted copies of a letter to 1964. the Councilmen with reference to their request to place before the voters at the September 8th Primary ..lection, a .350,000.00 Park Bond issue. Mr. 5waraeon stated that if approval for this bond issue were given, they could set up a program for the neat ten to fifteen years for the Village. Potion made by Mayor Staples that tentative approval be given to tho Park Commission for the bond issue and that they sub- mit to the Council their detailed plans as to where parka will be located, their sizes, and an .stimated cost of improvements pro- posed, in order that the public would be aware as to haw the flails would he expended if the bond issue is approved. Notion seconded by Trustee Clifford and passed by all ;o ureil members present voting aye.
