Mayor Staples called tAe meeting to order at approximately 8e00 o'clock

attendance.
The nesting was called for a Public He%rUe as a proposed isprovement of
Vicksburg Lase from County Road 6 to State HiJiwy 55, with Stats Aid Funds. Notices
were mailed of the hearing to all knom property owners abutting Vicksburg Lana from

Pursuant to due call and notice thereof, a Special Meeting of the Village
Council of the Village of Pljmouth was duly held at the Village Hall on April 22,
1964 at 7:30 o'clock P.N.
Present: Mayor St,iplPT, '':^ustees O'Fallon and Humphrey, the Village Clerk,
and Engineer. Absents Trustees Curtis and Clifford.
Mayor Staples called the meeting to order at approximately 8:00 o'clock
P. M., at which time trustee O'Fallon arrived which made a quorum of Councilmen in
attendance.
The meeting was called for a Public Hearing on a proposed improvement of
Vicksburg Lane frog County Road 6 to State HL;hway 55, with State Aid Funds. Notices
were mailed of the hearing to all known property owners abutting Vicksburg Lane from
County Road 15 to the Worth boundary of the Village. Between 40 and 50 residents were
in attendance at the meeting.
The Village Engineer posted a lade ap upon the .call showing the area thru
which the proposed road would be constructed. HP explained a number of details concern-
ing the construction and stated the estiratec cost of the right-of-way to be acquired
as $26,730, which would be Part 1 of Stage 1.
Part 2 of Stage 1 would include grading, drainage and sub -base at an estima-
ted cost of $72,144.
Stage 2 would consist of additional gravel base, bituminous suffacing,
stabilised gravel shoulders, top soiling and seeding of the right-of-way at an estima-
ted cost of $64,402.75 - making an over-all cost of the completed project of $187,768.75.
He also stated that at the intersection of County Road 6 and Vicksburg Lane
it would be a 4 -way stop with automatic Stop and Go signs installed sometime in the
future, when the demand requires it.
The public was also infor-ned that the total cost of this project would be
paid for by the use of State Aid Funds appropriated to the Village by the State of
Minnesota.
After completion of the Ent.ineer's report, Mayor Staples stated that the
Council would attempt to answer any questions submitted by any of the residents.
Mr. J. A. Lxartole, 625 Vicksburg Lane, asked about the enforcement of the
Speed Law for Vicksburg Lane south of County Road 6.
Carl Anderson, 1510-C 4eston Lane, inquired as to the instr1latlo:n of a
fence along the road right-of-way at the intersection of Vicksburg Lane and Co. Road 6
to which the Engineer replied that it was the intention to erect a -ft. fence along
the residential area which would include the rear of Mr. Anderson's property. It was
also stated that possibly a fence would be erected along the road right-of-way as
residential areas develop along it.
Mr. Hart, 815 Vicksburg Lane, opposed the proposed improvement as he felt
that the road wrald develop into a speedway. It was his feeling that it would be better
if the traffic at County Road 6 could be diverted East and lsest to another road going
north in order to eliminate any heavier traffic than necessary.
Mtyor Staples commented that the Village had sufficient roads at the present
time in an ea.sterlq and westerly direr;ion but that there was an urgent need for having
streets p in3 north and south through the Village. Mr. Hart f elt that there was no
present need for a North-South road to which Mayor Staples replied that the Council was
looking to a period of five to ten years in advance and that it would be :mach better to
acquire the right-of-way at the present time, prior to the development of the area into
a residential area, at which time ii would be almost impossible to acquire the right-of-
way for a good North-South street. Ms. Hart stated that he was definitely opposed totheimprovement.
Harold Roslin, 200 Vicksburg Lane, stated that* the present time, traffic
does not have a desirable road continuing, south from Vicksburg Lane and County Road 15
to Highway 12 and additional traffic would add to the confusion on County Road 15. He
further stated that he had timed people ,oing at 75 MPH and that the road was becoming
a speedway and he is therefore very much opposed.
Thu Village 14gineer stated that there would be additional need for heavily
traveled roads north and south in the Village at a future date, but the cost for acquiring
the necea3ar right-of-way and construction will no doubt increase in future years.

any future Cevelopments it would be the intention to feed the traffic from these areas
onto the rain thoroughfare at the :post convener.`, point. Trustee Humphrey stated that
this ryas one of the main proble-.s at the present time for driveways entering Vicksburg
Lane betweenounty h=oad 15 and County Road C.
Leon ;:ever, 1615 Dunkirk lane, questioned why there would not be a water
problem from.; this road construction. The Villa?,e nsineer stated that he felt there
would be no-ddi_ional water problem "ren the construction of 'Vicksburg lane.
Kr. Meyer :uestioned .why county Road 6 and SS,ate Hwy. 101 could not be up-
graded, to which Trustee Humphrey replied that the VillaE.e has no control over County
nor State hi:-hways.
George Kreatz,16010 L'th Avenue, inauired if it was possible to upgrade any
road with State Ad Funis to :.which the Villa.e Engineer replied that it was necessary
for then to be designated State Aid roads. Mr. Rreatz said tl.at traveling on Dunkirk
lane and Fernbrook Lane wa> li„ht E-nd that the; could b e used, to which the Fheineer
replied that the money could be used only, or spent, on State Ala roads.
Trustee Humphrey inquired of the :>n•ineer as to the restrictions on State
Aid roads `.o which the Eneineer replied, "Any Villa , -,e roads desiErkted as State Aid
roads should be connected tc another -ounty or State hi_hrray, or main thoroughfare
crossing it in the opposite direction, at each end". He further stated that the State
Aid roads, as proposed„ are well spaced to serve the areas involved, ald are intended
to take care of traffic -within the Villae.

Edwin Hunz, 3020 Vicksburg Lan-, felt that1 the road was needed for Through
traffic and that the right-of-way should be acquired and the road built before addi-
tional development s are made.
Mayor Staples reiterated that tt.e present Forth -Louth traffic is not very
heavy but the improvement will definite'h: be needed in the near future at which time
tte problem would be much more complicated an- the costs considerably higher.
Art Klust, 1515 H. •:eston Lace, stated that government reports indicate that
straight roads are much more dangerous and that he felt that attempts should be made to
have small curves in the proposed road. He further sated that he has a drainage problem
upon his property now that is considerably greater than it was previously and that upon
construction of this road he felt that it woul,: be considerably more. To which the
Village Engineer stated that possibl; 3orm sewer construction would ue necessary.
W. Hart questioned that as lontas it was intended to have fencin north
of County Road 6 what was tae intention r elative to fencinq between 3ounty Road 15
and County Road 6 on both sides of the road to widch a reply was i'ven that as traffic
develops, fencin; would possibly be continuous from County Road 15 to State Highway 5 5.
It was also stated that possibly ti -.c spec: 1i:.it could be increased to 35 or 40 MER.
Mr. Bart f elt that the road should be more !-4fficult for use of hear,; traffic instead of
upgradin;r the road to increase the traffic.
Carl Anderson stated *hat it appeared co him that the proposed construction
was "cut and dried" and that the road would ro in, to 'which Trustee Humphrey replied
that he felt that very few constructive statements h..d barn made and that the project
was C.eeinitely not a "cut and dried" issue. The i.a+-or stated that the -latter is not
a closed issue.
Mayor Staples said that all the statements made at the meeting will be
taken under srious consideration and that the ratter will be further discussed at
the Regular Council meeting on Pay L.
