Air:�. ].9s 1943 Pursuant to due call and notice thereof, a Special Meeting of the Village Council of the Village of Plymouth, Minnesota, was duly held at the Village Hall on the :9th day of April, 1963, at 7.30 o'clock P. M. Present: Magor Keefe, Trustees Curtis, Reinan, Tart, and the Village Clerk. Absent: Trustee O'Rallon. YuVor Keefe called the meeting to order. Copies of the minutes of the Regulcxr Meeting of April 16, 1963, as mailed to each Councilman, were approved. The Walter C. Albers application for an On. and Off -Sale 3.2 license for 2135-B W. Medicine Lake Drive (Gorham's Tavern), xas discussed. Upon the recommendation of Trustee Curtis of theLicense Committee, the application for a license was tabled for -further consideration until the May 6, 1963 meeting. Motion made by Trustee Curtis that the iVillage Engineer submit a report at the May 6 meeting upon the roads in Gross lst Addition. Motion seconded by Trustee Reinan and passed by all Council members present voting aye. Notion made by Trustee Curtis that the request of Mr. Gullickson for a set -back waiver for lots in Goss lst Addition be tabled until_ the YV 6 meeting. Motion seeded by Trustee Reinan and passed by all Council members present voting aye. H&rry hayeron and Saul Huston_ of Orr-5chelea Mayeron & Associates, Inc., and rnest Clare of T. G. Rvensen &. Associates were present to discuss the Sewer Project for the Village of Plymouth. Mr. Clark presented a Preliminary Financial Analysis setting out the proposed program including the estimated costs and assesamnts for four stages of trunk sewer installation. It was proposed that.. _ Stage 1 construction start in 1963-64; Stage 2, 1965-66; Stage 3,; 1968-69, and Stage 4, 1972-73. In using this manner of construction, assessments against the property would commence in tha year that the construct q is started. Mr. Clark proposed that the fIrst stage. of construction be given due consideration at the present time and that the' others. be considered at tine time proposed .for constructionj, or, if it bs- comes urgent, the program be -advanced. Stage 1 of the construction, which is proposed to coiMnce in 1963, would be the installation of trunic sewer from County Road. 18 and State Highway 55 northwesterly along State HigWzyr 55 to ,tho. Chicago & Northwestern Railroad right of way and thence v6sterly.to Iliagara Lane; also the main trunk commencing at Highway 55 and Cbinty- Road 154 northerly to 26th Avenue. The estimated cost of this pro- ject would be $$1,750,000. Sam Huston gave a detailed report on all stages of con- struction after which the following resolution was presented. The Council will consider the aforesaid improvement in aa- cordance with the report and the assessment cC property abutting or within said boundaries for all or a portion of the -sost of the improvement pursuant to M.S.A. Sec. 429.011 to 4.29,111, at an estimated total cost of the improvement as shown. H A public hearing shall be held on such proposed improvement on the 23rd day of May, 1963, at Beacon heights School, in the Village of Plymouth at 8:00 o'clock P. 1-1. The Village Council shall give published notice of such hearing and improvement as required by law." Motion for adov-ion of the foregoing Resolution was duly secon- ded by Trustee Rexnan and upon vote being taken thereon, the following voted in favor thereef: Trustees 'Curtis, Reinan, Tart, and Mayor Keefe. Against: Hone. Absent: Trustee Ul Fal.loh. Thereupon said Resolution *as declared duly passed and adopted.
