The Engineer's report shall be sutm�itted to the Village Council at its regular meeting on May 6 for aonsideration. Motion seconded by Trus- k,ee O' H allon and passed by all Council members present voting aye. Mrs. G eorge Begin appeared with a request far a 5 -year perxit on U-, dump which she is operating at 4300 Fernbrook Lane North., uith .annual payments of $50.00 per year, as has baen in effect for several years past. This request is beim made as she would like to purchase equipment to maintain the d,=9 in an orderly fashion. It was the re- commendation of thn Council that Mrs. Begin eonaider accepting a 3 -gear permit for the on,.:ration of the dump which would be subject to any detriment to the Village as a Nuisance factor, and compliance with all. `tillage ordinan^es. It was suggested to Mrs. Begin that she cona;tder the 3 -year permit and re -appear before the Council at i later date with her decision. Mr._Bergerson of Bergerson-Caswell, Inc., and Mel Getten appeared to discuss the operations of comity wells in the Village :of Plymouth. They were interested in obtaining the thinking of the Council,_ ...: as the Herfurth Realty Co. is interested in considering an aggreenent!with the D. C. dell Investment Co. which operates the community water system in Hadley Hills Addition, as they are interested in obtaining eater ser- vice from this comatuni.ty well to an adjoining tract of lana which is being developed. Mr. Hatcher stated that the cemetery has no church denom- ination affiliation; he also stated that the Association has $2,500 in bonds and an $800 cash balance which is used for maintenance operation. There are a number of lots still available and they are presently being sold on the basis of a 6 -grave lot for $300, or $60 for a single grave. The cemetery property contains approximately 3 acres. Special meetings may be called by the Mayor or by any two members of the Council by filing a written notice of such meeting with the Village Cleric who shall then give written notice to all the -members of the time and place of such meeting, at least 24 hours before the meeting. Section 2 Anpaintments 2.01 - At the first regular meeting in January of each year, the Council shall choose an acting Mayor from:among the Trustees. He shall perform the duties of Xaycr during the disability or absence of the Mcyor from the Village, or in oases of vacancy in the office of Mayor, until a suc;- cessor has been appointed or elected and qualified. 2.02 - On the first r egular meeting of the Council in January of each year, the Council, shall make such admini- strative appointments for the particular calendar year as it may determine t) be necessary with the exception of the Village Clerk, the Village Treasurer and the Village Assess" or, who shall be deemed to hold office pursuant -to indefinite appointments as provided by statute. The Council., at such meeting, shall also appoint an Actirg Cleisis who will be authorized to serve in the absence of the. regularly. appointed Village Clerk. Whenever in these rules the term "iVillage Clerk" is used, it shall: be intended .that the Ilotirg .Gles]t� shall function in t he absence of the Village 01crk. The Village Council shall, at a speciAl menti g to be held in the month of August of each year, :reviex file persons so appointed and the job speer cations of such appointments. Section 3 - Agenda .01 - Petitions, requests and communications addressed to the Council, which in the opinion of .the Village Clerk, or by law, necessitate or require administrative or, edvis ory commission reports before disposition by the Council (except those required by law to coarse before the Council initially), shall be withheld by the Village Clerk from the agenda until such reports are available, at which time both '' the petition, request or communication and the related repsr:t shall be placed on the agenda for the succeeding Council, meeting. 3.02 - The agenda shall be closed to the addition of :new material at noon on the Thursday preceding each,4duncil meeting. .Requests from parties seeking to appear before the Council received aher, such thee. aid: date shall be _r placed on the .;agenda for the r egJar meeting meat follow- ing the meeting with respect to which the,. agenda .hgs bees closed. Section 4. - The Presiding, Officer 4.01 - The Presiding Officer of the Council s= ill be the NWor, or in his absence, the Acting Mayor. The Presiding Officer shall preserve strict order and decorum at all meetings of the Council. He shall state every c usstion coming before the Council, announce the decision of the Council on all subjects ana decide all ques- tions of order, subject, however, to an appeal to the(buncil, in which event a majority vote of Council members present and voting shall conclusively determine such questions of order. He may in- troduce motions and he may secoW motions. He shall vote on all questions and shall sign all ordinances and resolutions adopted by the Council during his presence. 4LO2 - In the absence of the llayor and the Acting Mayor, the oldest trustee internis of years of service on the Council shall preside until the arrival of either the Mayor or the Acting Mayor. Section Quorum 5.01 - A majority of all of the members of the Council shall con- stitute a quorum at any regular or special meeting. 5.02 - A regular or special tweeting at which there is less than a quorum present may be adjourned to another date by those trustees present. Section 6 - Order of Busimss .Ol - At the hour appointed for the meeting, the members shall be called to order by the Presiding .Officer. The Village Clerk shall call the roll and note the absentees. Unless a roadi.ng of the minutes of a Council Meeting is requested by a member of the Council, such minutes may be approvedwithout reading if the Clerk has previously furnished each member with a copy thereof. Section 7 General_ Rules,of._Order X l -� Except as mW be herein modified, the Council shall proceed in accordance with Roberts Rules of ParliamentatrY Procedure. At uat Ib, 190Lm Contig, 02 - No action of the Village Council or any member thereof shall be deemed invalid because not in conformity with such rules unless at thetime the action is taken or promptly thereafter a member of the Council or any person interested in the subject in question shall object to the method of procedure and point out to the Council the par- ticular rule which it is claimed was not observed. Section 8 - Motions and Resolutions 8,01 - Any motion made at any meeting shall be reduced to ruing at the request of any councilman present. 8.02 - Resolutions shall be in w riting when presented to the Council for vote and shall be preserved by the Clez unless copied in full in his minutes. - Except as otherwise may be Provided by l.aw, a resolution to secure adoption must receive the majority vote of the Council, members present and voting thereon. 8.04 - A roll c all s hail be had on all resolutions. Section 9 - Enactment of Ordinances 9.01 - Every ordinance scall be in writing wten pre- sented to the Council for vote. 9.02 - Except as muy otherwise be provided by lax, in order to secure passage of an ordinance, such orditdncq must receive the vote of a majority of all members of thee° Council whether or not al-- members are present and whether or not all members present vote on said ordinance. The .; vote on such ordinance shrill be by roll call. ,0 - After an o­dimnce has been passed, a complete and accurate copy shat- be made by the Clerk, signed by the Mayor and Clerk !or in the absence of the Mayou, by the duly qualified 'residing Officer) and deposited lith the Clerk. After discussion by the Council, it was recommended that the data be held for future reference. It was recommended that a copy of the Village Engineer's recommendations be submitted to the Building Codes Advisory Committee with the request that they submit their approval or recommen- dations. Upan receipt of this information, it will be referred to the Vi;.lage Attorney for an amendment to the Building Code Ordinance, and adoption by the Village Council.
