Pursuant to due call and notice thereof, a Regular Meeting of the
Village Council of the Village of Plymouth, Afinnesota, was duly held at
the Village fall on the 9th iay of April, 1963, at 7:90 o'clock P. M.
Present: Mayor Keefe, Trustees O'Fallon, Reinan, Tart, the Village a.
Clerk, Attorney and Fineer. Absent: Trustee Curtis.
Mayor Keefe called the meeting to order.
Copies of the minutes of the Regular Meeting of Aeri.l 2, as mailed
to each Councilmen, were approved subject to a correction fc�r the adoption
of Resolution 63-20 in which Trustee Reinan abstained in place of voting
in favor of the resolution.
A €'ublic Hearing was held in accordance with official publication Public Heartgrg
covering the Notice of Hearing on the 1963 Street Tmpro1enents upon streets on 1963 Stree�r
in the following Additions: Lnprovements<,
(A preliminary report was prepared by the Village Engineer` and
each project will be identified as numbered in the report by the Village
Engineer).
§,3 -IA: 40th Avenue North in 2 aadow Lawn Estates Addition. After
discussion and no one present representing the proposed improvement pro-
ject, the hearing was closed.
63-1B: Greentree Forest Addition which includes Walnut Grove Lane,
L^baadale Lane and 30. Avenue. Mr. Merritt, a resident of Walnut Grove
Lale, appeared to discuss the improvement and with no other residents
pre_ent, the hearing was closed.
Snyder's Lakeview Addition which includes 3hadyview Lane,
Queens'and Lane, 19th, 24th and 21st Avenues North. Three residents from
this Ads -ition were present and after discussion and no opposition to the
improveme:-t, the hearing was closed.
63-1D: H. T. Johnson Audition and Frick's Garden Tracts Addition,
covering the improvement of Sth Avenue. No residents appeared in objections
to the improve.7qent and the hearing was closed.
63 -IB: 11th Avenue in City Vier Acres Addition. Donald Ewald
appeared to make a few inquiries, particularly with reference to drainage,
which were answerea by the Engineer. With no other residents appearing,
the hearing was clos6i.
63-1F: Plymouth Manor 1st and 2nd Additions consisting of laid and
3rd Avenues and Ranchviex Lane. Several residents were present from this
Addition to question the advisability of making the road improvement. at the
present time as it would be possibly only a year or two before sewer install-
ation could be made in the area. The residents were informed the Council
would give this due consideration before the improvement was made, and the
hearing was closed.
63-1G: Parker's Lakeside let and 2nd Additions consisting of 3rd,
6th and 8th Avenues, Orchid Lane, Quantico Lane and Ranehview Lana. Eight
residents were present from this area and raised objection to the excessive
cost for the improvement and also expressed their feeling that the road
should not be improved at the present time as the possibility of receiving
sanitary sewer service within the next few years is too likely. The Council -
informed the residents that this would be given due consideration and the
hearing was closed. r
' 63-1H Parkdale and Glen Grove Acres Additions, consisting of a small
portion of the Northerly end of Kizgsview Lade andlOth Avenue to Harbor Lane, s>
Sixresidents were present to offer objection to the improvement of this road
as it would open. up Through traffic alto Kingaview. 'Lan44 upon which these
resident's reside, and they Prefer to leave the road improvement as it is at the
present time. It .was stated that this improvement would provide,.better service

for the.school bus as it could circle the area, but the residents felt""
it did not'warrant the excessive cost of the improvement.. They Merw
informed the Council would give these matters due consideration and the'
hearing was closed.
Ik : Cavanaugh's Addition and Cavanau;hfs 2nd Addition, coast-
ing the improvement of Teakwood Lane and Hidgemount Avenue. Th- improve--
ment of this road is necessitated by the construction of a new.school on
property Fast of Teakwood Lane, said road giving access to the 'school;
property for the operation of its buses. There was some concern as to
the improvement of i3i.dgemount Ave. as it will necessitate acquiring
participation in and approval -, t;ca Village for the improvement
of one-half of the road. It w, s that the Council would enter
into further discussion with Y X" age as to their agreement

Ridgemount Avenue to .County d j.3. s construction of this road
was done in 1961 and it is on the; impruvapent project for 1963 for bit-
uminous surfacing. The road was constructed on a 9 -ton basis as it
serves the needs of St. Mary's of the Lake Church. The discussion centered.
around the question of if it should be a 9 -ton or 5 -ton blacktop project
and how the cost should be divided between the benefited property owners
and the church property. This project will, be ;given additional consider-
ation by the Council, and the hearing was closed.
63-1L: Beacon Heights 2nd Addition - Ives Lane. This. improve -
meat consists of re -locating a portion of Ives Lane upon the road righlA
or
of way and correcting base construction which was not properly placed' at..
the time the road was blacktopped. No one was present from this :ares and..
the hearing was closed.
Vii: Greer's Orchard Tracts and irledgerood Park Additions,
covering Wedgewood Lane abutting Lot 3. No residents were :present and ;
the hearing was closed.
63-1N Hadley Hills AdditiQm consisting of the road from Urban
dale Lane Easterly at 12th and 13th Avenues, to the easterly boundary of
the Addition and the portion of the roast on Vagabond Lane on 11th and 13th
Avenues to the westerly boundary of the Addition. There were no residetits
present for this improvement and the hearing was closed.
Trustee Reinan introduced the following Resolution and moved
its adoption:

None. Absent: Trustee Curtis.
Whereupon said Resolution was declared duly passed and adopted.
