during, the year of .1963, a resolution must be adopted by the. Village
Council prior to December 17, 1962, otherwise the time would be extended
to March of 1963. Under this agreement, one-half of the cost tR t4:e

entered into and the balance, twelve months after contract date, which
would make one-half of the amount payable .from funds of the 1963 budget
