Maar 15. 1962 (Cont t) Residents from 2nd and 3rd Ave. and Ranchview Lane, dlymouth manor Addn. appeared before the Council requesting black topping of their roada. This project was rejected at the public hearing for 1962 Street Improve- ments as most of the residents at the hearing opposed the improvement and felt that the drainage problem should be remedied. The Engineer agreed to make a preliminary survey of the area and submit a report as. to his recommendations for drainage of the area. Motion made by Trustee D-reatz that 2nd and 3rd Avenue and Ranchview Lane, Plymouth dianor, be put on the 1963 Street Improvement Program. Rotion seconded by Trustee Curtis and passed -by all Council members voting aye. Hansen for the establishmecit doing business am the Owl Club, Hamel, Minnesota. Also that a permit be granted for the Consumption of Intoxicating Liquor as provided by Village Ordinance. Motion seconded by Trustee Curtis and passed by all Council members voting aye. Motion made by Trustee Yngve that a Special Permit be granted Neil C. Wichterman for the removal of peat soil tram the Wj of the NW4, Section 8-178-22. Said permit being a renewal and expiring May 11,1963. Motion seconded by Trustee Teberg and passed by all Council members voting aye. Motion made by Trustee Curtis that Plumbing and Sewer Licenses numbered 153 thru 164 covering the terns expiring April 30, 1963, be apprc%ved. Motion seconded by Trustee Kreatz and passed by all Council members voting aye. Motion made by Trustee Yngve that the invoice of Otten Brothers Nursery, Inc. covering the replacement of trees upon the property of A.B. Bart, Vicksburg Lane, be approved. Said cost to be charged to the im- provement of Vicksburg Lane and being a State Aid Project. Motion was seconded by Trustee Kreatz and passed by all Council members voting aye. Motion made by Trustee Kreatz that Egil Wefald be appointed Engineer to supervise maintenance operations for maintenance done on Village mads with State *did Naintenance Funds. Trustee Yngve introduced the following resolution and roved its adoption: RMLUTION 62-26 ESTABLISHING PERSONNEL PROCEDURES, .COVERING VACATIaNS, LEAVES OF ABSUCE, HOLIDAYS AND SICK LEAVE. Whereas the `Jillpge Council of the Village of Plymouth desires to establish personnel procedures and regulations covering Vacations, Leaves of Absence, Holidays and Sick Leave for full-time employees of the Village of Plymouths NOW THEREFUE, Be It Resolved By the Village Council of the Village of Plymouth: 1. DEFINING FULL TIME AM TEMPORARY EKPLOYEES: A full time employee is one employed on a monthly or annual salary basis and works a normal forty (40) hour week from date of vsployment, but excluding vacations, sick leave or holiday. VACATIONS: Vacations will be anted to each 1 granted employee who has been .ests►b�- lished of record as a full time employee. Any employee employed on a full time basis shall be eonsi.dured under probation for the first ninety (90) days of full time wployaent, if his emphoyment has been satisfactory, his vacation time will commence from the first clay of his full time employment and be applicable to the following schedule: 5/12's day, per month vacation for the first year of employment or any portion of a year. From the beginning of the second year of full time continuous employment through the ninth (9) year each full time employee shall earn vacation -at the rate of 5/6's of a day per month or ten (10) working days per year. From the beginning of the tenth (10) year and on, each ill time employee shall earn vacation: at the rate of one and one- fourth (1 1/4) iays per month or fifteen (15) working days per year. The vacation year, for accountability of time, shall eameace as of May 1. Any vacation accumulated must be taken prior to March III of the year in which it is applicable. No accumulation of vacation periods is permissible. Vacation schedules are to be worked out with the employees and approved by the department head. Vacations for Department Heads to be approved by Councils Any employee entitled to a vacation for a specified length of time may maw application for additional time, but withmit compensation, and be granted subject to the approval of his department head. Vacation dates shall be allotted to employees at their choosing in accordance with the seniority of the employees in each department. Any full time employee who has been discharged or disadssed shall be entitled to receive compensation for any accumulated vaeaticn tine. 3: LEAVE OF ABSENCE: Any leave of absence to be granted shall be subject to the sWrioval of the department head and also the Village Council, but under no sonsiderap. tics: shall a leave of ab3enee !,e granted for more than one year. 4. Absence on account of Sick Leave must be given by the employee or his representative within one hour of his work starting time for the day of absence and be approved by the department head and any absence over a period of three (3) consecutive days meat be substantiated by a certifi- cate from a practicing pbysician or approved by the dspartmont head.
