Pursuant to due call and notice thereof, a Regul&r Meeting of the Village Council of the Villego of F]ymoath , k.awvot*, duly held at the Village Ball an the 3r,t day of APrilt 1962,E At 74130 o'clock P.H. Present: "r Keefe, Trustees Yngre, Kreatep Mt,S ad Teberg, the Village Cleric writs Engineer and Otis Peau, attoriaey, substituting for Herbert Lefl r, the Village Attorney, to &**owt of his illness. Copies of the minutes of the Regular Meeting of March 20 as mailed to each Councilman were approved, subject to the following correction: Motion made W -roving the building permit for Hawaoth Industries, Inc. was recorded as be1-.tg made by Trustee Curtis whereas this should be correcteu to Truett- Yngve. A Public Hearing was held in accordance with the official publication for 1962 Street Improvements. Before the clearing com- menced, the Village Engineer submitted a list of various types of road improvements he would recommend Type .1 - Surface Penetration at an appra4dmate cost o3 $29.15 per lot} ft. o: road, annually. For this type of work, one treatment would bt for one year and it would have to be treated each year thereafter. Tie 2 - 2" Base & 11e Bituminous Surface at a cost of $33.31 per year for 100 ft. of road, for a 5 -year terse. 4" Bituminous Stabilized Base and Seal Coat at` a cost of 39.23 per year for IgG1 ft. of road, for a tern or 5 years. e 4 - 4" Stabilized Base and 1i" Bituminous Surface at a cost of .02 per year for 100 ft. of road, A a tem of 5 years. The first h� was on Zinal Additi Weston Lane. There were six (6'j property owners present and there are ton dwell- ings abutting tree road. The persons present felt that this road was not ready at this time for pex-nan eat surfacing and it was their recorttswndation that the road be maintained as it has been in the past. Whereupon the hearing; was closed. Zinal 2nd Addition, 14th Avenue North and 163r4 Street„ For this improvement, the representative of the builders stated they felt the Type #1 treatment would be satisfactory, at the present time. Whereupon the hearing was closed. Greendale Addition, 2nd Avenue north and 3rd Avenue North. Four (4) property owners were present. Three of the property owners recommended Type #3 improvement. Whereupon the hearing was closed. Birch Briar Addition, 8th Avenue birth and 9th Avenue North. Three (3) property owners were present at the hearing and there are ten homes presently occupied and two be--'- zg constr:etea. It was the feeling of these property owners that that' and the other owners in the area were all interested It obtaining the Type #4 improvemaxt. Whereupon the hearing was closed. Hadley hills Addition, 11th Avenue Horth, 13th Avenue Horth, 14th Avenue'North, Vagabond Lane and Urbandale Lane There were no property owners present for this Addition. Whereupon the hears g was closed. qawthorne Fonds Addition, 3rd, 4th, 5th, and 6th Avenues North, Merrimac Lane and Narcissus Lane. Mr. Sween was the only pro- perty owwr present. He stated he and his associates would prefer the Type . ^ improveomt. Vheereupon the hearing we *lased. Plymouth Manor Addition, 2nd Avenue, .1 rd Avonue, and Ranch- vier: Lane. There were nine (9) property owners present for this Addition wW.ch consists of approxizate3y 50 blocks. Six of the praporty owners would prefer to leave the road as it presently is with the ordinary Village maintenance rks they wouMliwe to see the installation Of a setror system in the area before a merit road improvement is male. With no further discussion, the hearing was closed. R.L.S. #466, 4M Avenue. There were no property Owners present. Whereupon the hearing was closed. R.L.3.#466, West Medicine Lake Road from County State Aid Hwy. 9 to 49th Avenue. Trustee Curtis was the only' property owner preaenat for this improvement and he stated that approxisately 70% of the us-- of this road was by thA, North Central Lightweight Aggrelite Corp. He stated he would like to see the road brought up to grade but at the present time no black tap improvameut. Whereupon. the hearing' was closeei. Motion made by Trustee Curtis that the Hearings be closed and that the meeting be adjourned until April 10, 1962s at which time the Council mould decide what road improvements will be approved for 1962. Drive upon the 15011 strip presently zoned residential. It mat the Council feeling that the parking lot should not be in this area because it would be a public hazard from a traffic standpoint aw also undesir- able for the residents in the area. Atter discussrion, Mfr. Gruman felt that they could re-desige their plans and have the parking lot abuttiM 17th Avenue and County Road 18 with access frm these roads. With this a'm, theg would require no access to South Shore Drive. Mr. Grumn stated he mould have the plan re-dram In accordaw a with the Caarmsi l wishes and re-sutmit the plan_ to these for approval. Mr. Paul Zeatins of Paul's Woodcraft Caen apq-ared with a Approval request for approval of a building pewit for an addition to his FervAt !ba!'''`?; building, Motion erode by Trustee YYngve that a pewit be granted to Paul's Bast..: Paul's Woodcraft Comparq for an addition to their building provided craft coo that they comply with the requests of the Building Inspector which are as follows: That the blest wall of the addition be of Bride Veneer to correspond with the blest wa11 of the present building; that self- closing fire doors of 3-hour duration be installers between +he adst,- ing building and the neer action. Village Motion made by Trustee Yngve that the Worsmm's Compensation Insurance insurance for the Village of Plymouth be placed wit1i the Empso7ers' Mutuals of Wausau; also that all other insurance be placed with the r"aployers' Mutuals of Wausau, upon the annual expiration dates or any ;. insurance cancelled prior thereto. The term of office for the following members of the Planning Appointments Commission expired as of April 1:, 1962: Chairman, Enoch Peterson, to P1ann Co voice Horning, iobert Castle and Math Freund. Mayor Keefe appointed Enoch. Peters+ mooch Peterson as Chairman of the Pla wing Commission for the year Chmni j Roica' commencing April 1, 1952, which appointment was ratified by the Horning & Rol Councii. :Kotion made by Trustee Curtis that Roi.ce Horning and Robert Castle. Castle be re -appointed as members of the Planning Commis, -ion for a 3 -year term comamencin.; April 1, 11;62. Motion seconded by Trustee Yngve and passed by all Council members voting aye. The appointment of a successor to Math Freund is to be made at a later date. Mr. Freund is unable to serve on aecoxuit of his health and it .vas requested that a letter be sent to him expressing the Council's appreciation for his past services. Motion made by Trustee Yngve that employees of the Village Vacations 1'D3 be granted one week's vacation for the first year of employment. Any Employees. ; additional vacation time to be allotted for additional years of ser- vice of employees will be established as soon as the C ounci 1 has been able to get the necessary facts and set up a formula for future use. Motion seconded by Trustee Curtis and passed by all Council members voting aye. Motion made by Trustee Yngve that Carlton J. Edman, 35244 PerfflraRance Fernbrook Ln. be requested to post a Surety Bond in the amount of Bond for Ce. r $300.03 for the construction of 35th Avenue as designated on his plat ton J:Eiftan' before approval will be given to the plat. Motion made by Trustee Kreatz that Karl Theis be paid at Employment Q the rate of $2.50 per hoar when employment is available for Village Karl: Theis-.* work.
