Present; Mayor Anderson; Trustee Keefe, greats, Theis sad Yngve, the Village Clork and Attorney. Absent; Men*. Mayor Anderson called the meeting to order. Minutes for the Regular Meeting of November 26, 1961, as mailed to each Councilman, were approved. Motion made by Kreatz that the minutes of the Annual Village Election for the Village of Plymouth held December 5, 1%1., be approved and that the following be declared elected to office for terms coop. mencing January 1, 1962. Thomas J. Keefe elected Mayor tar a term of 2 Tears. Aaron I. Curtis elected Trustee for a tern of 3 years. William Merlin elected Municipal Judge for a term of b years. Motion eeoonded by Tngve and passed by all Council lfembers voting aye. An applirsation for a sign pomit for Join W,, gusamem was referred to the Public Surety Committee for consideration.' An application for an off Sale Non -Intoxicating halt Liquor Licenso for Virginia K. Avery and an On Sale and Off Sale Non -Intoxicating Malt Liquor License for Theodore Bgdzr Vwe referred to the Public Welfare Committee for consideration. Allo application for Theodore Bgdar for the Consumption of Intozioatiaa Ligw r at the Owl Club woe also referred to thr Public Welfare Committee, - Discussion was held on the Building Pee SobWft1s, elated November 29, 19619 submitted by the Building Code Advisory Ca■rria- sion. It was agreed that the Village Attorney ptlrepsra an amendment to the Uniform Building Code, Volume 1, 1961 Addition, which res adopted by Ordinance 61-7 on Sao► 16, 1961. Said Qrdinance to be amended to conform with the building code foo as submitted byrthe Building Code Advisory Commission. It was also agreed that the amendment be adopted at the next Regular Meeting of the Village Council. Motion made by TnVm that the Villap AttwmW inform the Public Welfare Department of the City of Minneapolis that the Village of Plymouth aedaosrledges the indebtedness to thea for relieif given to Urbin Mayer in the amomt of 65-,781.89. That the =ULW Attorney negotiate with theCity of Minneapolis for the purpose of arranging the payment of the indebtedness by psy►ing S2,000.O0 in the year of 1961 and the balance in equal payments during 1962 and 1963. Mom seconded by Keefe and passed by all Council Members voting .aye. A letter was read which was received from the deor"m Surety Company in whioa they request a release of their bond as surety to Ronaald K. Holnepist dba Sapori o r Plvabing and Heating Company. It was requested that the Clerk Inform Mr. Holmquist that the bond has been cancelled and that he therefore must refrain from doing ony plubbing and heating business in the Village of Plymouth until a new surety bond has boar furnished and acooeA d by the Council. D a c g&M „6_7X2& (Con+ g Motion made by YnVe that a contract submitted by the Northam States Power Company covering three street lights to be located at the intersections of State Highway 55 and 26th Avenue, State Highway 55 and County Road 6 and State Highwy 55 and County Road 9, be accepted. Motion seconded by Kreats and the 'foUoxing voting in favor thereof; Trustee Keefe, Kreats, Theis jud Yngve. Abstained; Mayor ,Anderson. On motion the meeting was adjourned at 10:15 P.M. N.S.P. Trustee Keefe introduced the following resolution and moved its adoption: RESOLUTION 61-58 "RFWLUTION AUTHORIZING CONSULTING EKGIK W TO PREPARE PRu11MARY PLANS FOR SPECIFIC SANITARY SEWER AM WATER PRO,= * REAS, the Village of Plymouth has made application to the Housing and Hom: Finance Agency for a loan to defray the expense of the preparation of preliminary pians relating to the construction of sanitary sewer and Mater facilities in the Village, and, UHEREAS, said Housing and Home Finance Agency has requested that, in addition to the feasibility study S viousiy submitted, a pre- liminary plan for a specific public work be submitted and, 'SEAS, in consultation with the consulting engineers retained by the Village, a determination has been made as to the area of the Village most in need of sanitary sewer and water services and,, SEAS, it is necessary that the consulting engineers be in- structed and directed to proceed immediately with such plans, NOW THEREFORE, BE IT RESOLM BY THE VILLAGE COUNCIL OF THE VILJAGE OF PLYMOUTH, AS FOLLOWS: Orr-achelsn, Inc., consulting engineers far .the Village of Plymouth are hereby authorized and directed to prepare preliminary plans .with respect to the following proposed projects in the following areas: 1. §NaLta� sewer - All of the Southeast District and that portion of the Southwest District lying East of Vicksburg Lane as extended throughout the District as such Districts are set out and defines in that certaln sanitary saner report dated July 171, 1961. 2. Wates' - The South V3 of the village of Plymouth lying East of the proposed State Highway No. 494, the Southeast Quarter of the Southeast quarter (SU SU) of Section twenty-two (22) and the South half of the South- weast Quarter (SJ SWt) of Section twenty-three (23)■1, The cation was seconded by Trustee Kreats and upon vote being taken the following voted in favor thereof: Mayor Anderson, Trustees Keefe, Ye e, Kreats and Theis.
