Viz. Present; `trustees, Keefe, Kreata, Theis and Yngve and the Villager Clerk. Absent; Mayor Anderson. The meeting was called to order by Trustee Keefe, Naror Pro Tem. The ?payor r -o Tem announced that the meeting was convened for the consideration of bids for the purchase of $74,500 Read 1%provem:ent 5onds of 19f,1 as advertised for sale. The Clerk presented affidavits shcwirg publication of notice of sale more titan ten dar.'s in advance of sale in the official newspaper, The Minnetanks Herald, and in Comercial West, a financial paper pub- lished in Minneapol4s, Minnesota, which affidavits were examined and found satisfactory and ordered placed on file. The Clerk presented the sealed bids which had been delivered to hi-- prior to the time specified in the notice of sale, and said bads were opened, examined and found to be as follows. Kaltman & Comm W, Inc., Interest 2.90% 1963 thru 1967 additional 2.40% for .lune 1, 1961 to January° 1, 1962, amw,mt $9,714.00 average 3.2488%. The bid of Allison-WlUlams Company to purchase Z74,50© Road improvement Bonds of 1961 of. the Villa" des- cribed in the not-- ee of sale thereof is horeby found and determined to be the highest and beat bid received pursuant to duly advertiser` notice of sale and shall be and is here- by accepted, said bid being to purchaser bonds bearing interest as falloxss 2.80% plus extra coupon on each bond at 1.5% for 2-12-11 to 1-1-62, at a price of $9.2,66.00. The Village Tr"surer is directed to retain the good faith check sof the successful: badder peading completion of the sale and deliver; of the bonds, and the Village Cliark is directed to return the checks of the unsuccessful bidders forthwith. THE ACCEPTANCE AND RATIF=CATION OF CONTRACTS BY THE VILIAGE COUNCIL. The following Resolution was offered by Trustee Kreats, seconded by Trustee Yngve to -wit: RESOLUTION 61-7 WHEREAS, the population of rural and suburban Hennepin County is about 355,000 and the population of Minneapolis is Resol'ation 6i••Z.`' about 483,000, and Re County Com - WHEREAS, four members of the Board of County Commiss- missioner re- inners for Hennepin County are elected from the city of Minn- apportionment. eapolis and only one from rural and.suburban Hennepin which is not proportionate representation. NOW THEREFORE, BE IT RESOLVED, by the Village Council of the 'village of Plymouth that the Minnesota Legislature is recuested to increase the number of County Commissioners elected from outside Minneapolis or to re -apportion the Commissioner districts so that the Citizens of Hennepin County residing outside the City of Minneapolis may be.pro- portionately represented on the County Board. WHI'MEAS, pursuant to advertisement for bids the Village Resoluticn 61-6 Council has entered into a contract with Jerome Begin Corr re Grove Ave. trscting Company for the construction of a storm sewer on Sewer Contract': Grove Avenue and with J. V. Gleason Company for the bituminous and 33rd Ave. surfacing of 33rd Avenue, and Bituminous Surf, kFJMAS, said contracts were entered into prior to the ConWract. adopt; -)n of a Resolution determining to make said improvement but ether preliminary proceedings were properly taken, and WHEREAS, the Council was authorized to ratify and adopt said contracts after said preliminary proceedings were taken, and WHEREAS, said pro"sects have been constructed and the Village t:o:uicil recognizes the liability of the Village for the contract cost. NOW THEREFORE, BE IT RESOLVED, that all action heretofore taken by said contractors in the performance of the said con- tracts and by the Officers of the Village in the acceptance thereby approved and ratified. Upon the call of the roll the following voted in favor of the Resolution: Trustee Keefe, Kreatz and Theis. Abstained, Yrgve. Absent; Mayor Anderson.
