HomeMy WebLinkAboutCity Council Minutes 12-08-1960 SpecialDecember 8.:1960 Pursuant to due Bali and notice thereof a Special Me( of the Village Council of the Village of Plymouth, Rinnesota, was duly held at the Village Hall on the 8th day of December, 1960, at 8:00 o'clock P. X. Present; Mayor Anderson; Trustees Keefe,. Kreatz, Sahly and Theis and the Village Clerk. Also in attendance were Irving Olson, Director of Property Taxation for State of P3innesota, and Jim Ward and Clay Hoff, from the State Tax Department. haymond LaLiberte, President of and representing the Pl„yzikouth League for Better Government, was invited and in attend- ance at the meeting. Also in attendance were a number of members of the Plymouth League for better Government. 1ayor Anderson called the meeting to order and wade the introduction of Mr. Irving Olson. To briefly state the remarks made by 14r. Olson they were as follows: Mr. Olson stated that ir. their investigation they had found the assessments in Plymouth Village comparable in auaiity of assessments to other Villages in the County. Ke did commend the Assessor for the job that he has done as considerable amount of the assessing is left to the Assessor as to his interpretation of classifications of certain properties. He did, however, recommend that a reassessment be made of unplatted lands and some comrercial and industrial properties as he felt that there should possibly be some upward adjustments made in lands that are ,costly surrounded by platted lands and which are present3v being i_,nproved with homes or industrial development. In making a reasbbssment and probable increase in some farm lands there would likewise be a reduction in the assessment on the buildings upon the lands because if the land was to be considered of a higher value for developement the buildings would likewise have to be reduced in value as they would be of no benefit to the developer. hr. Olson stated that it would be buite probable that John Maxwell would be doing the reassess- ment. He would also appoint deputies to assist him in order to complete theaqssesqmena,,,,q�uickly as possible. There are approx- imately 12501PHE'R. bl`�assessed. Any changes in assessments on these properties will be applied to 1960 assessments with taxes pa�.�able in 1961. Public hearings wi'l be held on the reassessments in approximately three weeks time, or some time around the middle of January 1961. A system will be worked out ,where the dates will be set for public hearings for certain groups on certain days. Any parcel that is reassessed a notification of the reassessment will be sent to the parcel owner and also he will be advised of the date of his public hearing on the reassessment. The cost of the reassessmFnt will be between $3,000.00 and $5,000.00. The costs. will be spread on the tax roll:s.against all properties in the Village and will be payable one-half the first year and the other half the second year fr©m the tirae the reassessment is made. The, hearings will be conducted by the State Talc Commission and the 'Village Council will; assume no responsibility for any of the reassessments.. Mr. Olson stated that there will possibly be some reassessment of residential properties, but in order to have this becembe 8 1 b0 Go 't done they would have to be submitted in writing by the persons desiring the reassessment, also the owner of the property to be reassessed roust be notified. After this reassessment is made there will be no further changes made in the assessment rolls until 1962, at which time the Asseseor may increase or decrease the assessment or classification of any property. The meeting was than turned open to the public fer any questions that they may wish to ask. A few of the residents in attendance asked t-,uestions of kr. Olson to which he gava" his answers.
