HomeMy WebLinkAboutCity Council Minutes 11-22-1960November 22, 1960 Pursuant to due call and notice thereof an Adjourned Meeting of the Village Council of the Village of Plymout: , Minn- esota, wai duly held at the Village Hall on the 22nd day of Novemt•sr, 1960, at 8:00 o'clock P. M. Present; Iiayor Anderson; Trustees; Keefe, Kreatz, Sanly and Theis, the Village Clerk, Attorney and Engineer. Reading of the minutes of the previous r-eetings were postponed until the next regular meeting. Mr. Ed Pearson of the Minnesota Highway Department arreared with two resolutions end to discuss the improvement of Highway 55 at Count}• Road 18. The follolving Resolution was offered by Trvstee Kreatz, seconded In: Trustee Keefe to -writ: "R 'SOLUTION Now, then., be it resolved that said plans and special provigions For the improvement of Trunk Highway Number 188 renumbered as Trunk Highway Number 55 within the limits of the Village of Plymouth be and hereby are approved. Be it farther resolved that the elevations and grades as shown in said plans and special provisions be and they are hereby approved and consent is hereby given to any •-nd all changes in grade occasioned by the con- struction of said Trunk Highkra;r N-.mber IFB renumbered as Trunk Highway Nwnber 55 in accordance with said plans and special provisions. Upon the call of the roll the following voted in favor .)f t^e Resolution: i a�-or Arderscr, Trustees Keefe, Kreatz, Sahly and Theis. The following none voted against .its adoption, where- upon the Mayor and presiding officer declared the Fesolution adopted. Dated November 22, 1960. Mayor F Attest: Clem Th -4 following Resolution was offered by Trustee Sahl,y, seconded by Trustee Theis to -wit: RESOLUTION 60 - Now, then, be it resolved that said Village of Ply- mouth does hereby a€ree and covenant that it will never permit or suffer, within its corporate limits, any encroa&c ment of any kind whatsoever, including curb gas pumps and gas stations, bill- boards or ether structures of any 'kind whatsoever, upon the right of way of Trunk Highway Number IPA renumbered as Trunk Highway Number 55 and to t'^e above end said Village of Plymn­�uth hereby agrees that it will never issue any license, permit, or grant, or give any lease or liberty or any other consent of whatever form 333 Resolution 60-41 H 1W 55 and County :toad 18. November 22. 1960 ( Con' t for the construction or maintenance of any encroachment whatsoever, including curb gas pumps and gas stations billboards or other structures of any kind whatsoever, .upon said right of way; and that said Village of Plymouth will cooperate insofar as possible to eliminate existing encroacli�aer.ts constituting traffic hazards and rill further take ar7 necessary action to eliminate any en- croachment that may hereafter exist on said trunk highway right of way; and Be it further resolved that said Village of Ply- mouth does hereby agree to require the parking of all vehicles on e trunk hi hwaxy to be parallel with the curb and at 1 twenty (20) feet from any crosswalks on all public •ts intersecting said trunk highway within the cox, to limits of said Village of F lymouth. Upon the camel of the roll the following Councilman and Payor voted in &vor of the Resolution: Keefe, Kreatz, Sahly, Theis and Mayor Anderson. The following none voted against its adoption, where- upon the Ma;,or and presiding officer declared the Resolution adopted. Dated ?november 22, 1960. Mayor Attest. Clerk Richard Pepin and Glen Shannon ofMannix-International, Inc., appeared to ditcusa the access road to there property. It was recommended that the Engineer see if it is possible to obtain the nece4sary right -of -gray from the present teraxnus of Erie Avenue to the Mann ix -International property. The Engineer is also to contact Vern Russell of Minneapolis Industrial Land Company to see if they can obtain a satisfactory location for a road across there property from Ohio Avenue. Motion made by Keefe that an Off -Sale Non -Intoxicating Malt Liruor License be --'!!sued to 1,411is 11. Klein and Cecelia B. Hollenhorst. Mctfan seconded by Kreatz and passed by all Couacil Members voting aye. Village Attorne7 Galbraith presented an Ordinance relatirg to Consuption of Intoxicating Lic.uors in public places. After discussion it was aPrpod that the licerre fee under this Ordinance boo $100.M r. mi --,ally, LJrense issuance date June 1st of each ,gear, with the licenre fee prorated for the balance of the current year to .lune 1, 1961. Motion for the adoption of the foregoing Ordinance was seconded by Trustrie Sahly and =icon vote being taken thereon, the following voted in favor thereof: Mayor Anderson, Trustees Keefe, Kreatz, Sahay and Theis. Against; None. . Whereupon said Ordinance was declared duly passed and adopted. Garage for a Model 311 Case hubber Tire Tractor with Loader be tractor & lba a acceptad at a bid price of $2,539.00. Motion seconded by Keefe and passed by all Council Members voting aye. Motion made by Keefe that all Performance Sid Checks Return of be returned to the unsuccessful biders for a tractor and loader. Performance Bid: Said bids being opened on November 9, 1960. Motion seconded by Checks. Kreatz and passed by all Council "ambers voting aye. 'A letter was received from Edward Galbraith, Village Resignation at. Attorney, submitting his resignation effective January 1, 1961, Edward Galbraitl or earlier, at the convenience of the Council. After discussion Village Attornv; the Council agreed that the matter be tabled until its next regular meeting. Motion made by Kreatz that the next Regular Meeting Council Meeting of the Village Council be adjourned from December 6, 1960 to 12/7/60. December 7, 1960, for the reason of the Village election being held on December 6th. Motion seconded by Sahly and Fussed by all Council Members voting aye.
