Special Council Meeting
May 24, 2004
Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 7:12 p.m. in
the Fireside Room at the Plymouth Creek Center, 14800 34th Avenue North, on May 24, 2004,
COUNCIL PRESENT: Mayor Johnson, Councihnembers Slavik, Black, Neset and Hewitt.
ABSENT: Councilmembers Bildsoe and Stein.
STAFF PRESENT: City Manager Ahrens, Public Works Director Faulkner, Community
Development Director Hurlburt and Deputy City Cleric Gulbrand.
HENNEPIN COUNTY PRESENT: Commissioners Stenglein and Steele and Hennepin County
Engineer Grube.
Discussion on Roads
Larry Hink, Lake Camelot Estates, stated that he is concerned about the traffic on County Road
47. He indicated that Lake Camelot Park is located on County Road 47 and there is an increase
in the number of houses in the vicinity, which creates more traffic. He stated that the curve,
which goes around Lake Camelot, exacerbates the traffic problems. He would like to see a
solution to ensure safety on County Road 47.
Judy Luedke, 17910 Co. Rd. 47, stated that there is a traffic count being done at Lawndale Lane
and County Road 47. Hennepin County Engineer Grube stated that Hennepin County has
initiated the study. Ms. Luedke voiced her concern that she will be charged for a city road if
County Road 47 is changed to a city street. She stated that the large landowners in her area
would like to have their land developed. Mayor Johnson stated that the city has not opened up
development in the area that Ms. Luedke resides in.
Mayor Johnson asked Hennepin County Engineer Grube if County Road 47 is in the County's
Capital hnprovement Program. Hennepin County Engineer Grube replied no.
A discussion was held on the issues and concerns as they relate to the County Roads that are
within the Plymouth city limits. The following is a listing of the County Roads discussed:
CR 47 — from Plymouth west corporate limit (CR 101) to CR 61 (Pineview Lane)
CR 61 (Xenium Lane/Northwest Blvd) — from Minnetonka corporate limit to Maple
Grove corporate limit
CR 73 (Zachary Lane) — from Minnetonka corporate limit to Highway 55
CR 101 —from Wayzata corporate limit to Highway 55 and adjacent to Plymouth west
corporate limit from approximately 54th Avenue to the northwest corner of Plymouth
CR 6 —from Plymouth west corporate limit to Highway 55

CR 10 (Bass Lake Road) — from east of I-494 to Plymouth east corporate limit (Highway
169)
CR 24 — from Plymouth west corporate limit to Highway 55
CR 9 (Rockford Road) from Highway 55 (CR 24) to Plymouth east corporate limit
Among the issues discussed were the potential jurisdiction revision of the following roads:
The segment of County Road 101 north of Highway 55 is a candidate for potential
jurisdiction revision from the County to the adjacent cities, including Plymouth, Medina,
Maple Grove, and Hassan Township.
Peony Lane/Lawndale Lane/Durkirk Lane is a candidate for potential jurisdiction
revision from the cities of Plymouth and Maple Grove to the County.
All of County Road 47, Plymouth west corporate limit to County Road 61, is a candidate
for potential jurisdiction revision from the County to the City.
Discussion on Stadium Proposals
Mayor Johnson asked if a special session will be held on the stadium proposals. Commissioner
Stenglein replied at this time there is no activity. Mayor Johnson voiced her concern regarding
the increase in sales tax to local governments, which is a component of the Hennepin County
proposal.
Other Issues of relevance to the City and County
Commissioner Stenglein asked about the status of the Hennepin County Correctional Facility.
Councilmember Hewitt stated that Interfaith Outreach had an interest in purchasing the facility.
At this time they are reviewing the option of a new building versus purchasing the existing
facility.
Councihnember Slavik requested to have the calling tree reinstated. The County and City staff
agreed to further discuss maintenance of the resident listing.
Quarterly Update with City Manaeer
The City Council conducted an update with the City Manager.
