There will be no separate discussion of these items unless a Commissioner, citizen or petitioner so requests, in which event the item will be removed from the consent agenda and considered in normal sequence on the agenda. 1. CALL TO ORDER Chairman Kulaszewicz called the Plymouth Housing and Redevelopment Authority meeting to order at 7:07 p.m. 2. CONSENT AGENDA A. Approve September 2G, 2013 HRA Meeting Minutes. B. Plymouth Towne Square. Accept Monthly Housing Report. C. Vicksburg Crossing. Accept Monthly Housing/Marketing Report. MOTION by Commissioner Caryotakis, seconded by Commissioner Runck, to approve the consent agenda. Vote. 3 Ayes. MOTION approved. 3. NEW BUSINESS A. Plymouth Towne Square. Review and approve 2014 Budget. Plymouth Towne Square Managing Director Jeff Lelivelt introduced himself to the commission. Housing Manager Barnes gave an overview the staff report. Chair Kulaszewicz asked if the capital expenditures would be in addition to the $84,000 anticipated replacement reserve account. Housing Manager Barnes stated that $84,000 would be put into the account and $32,000 would be utilized. Housing Manager Baines informed the commission that in December or January that he, HRA Executive Director Steve Juetten, and Finance Manager Jodi Bursheim will fine tune the Draft Plymouth Housing and Redevelopment Authority October 24, 2013 Page 2 replacement reserve schedule. Currently there is approximately $700,000 for Plymouth Towne Square and we want to make sure that this will be adequate. The need for a large expenditure in a given year will not be likely. For instance, replacement glass is being done on an annual basis rather than replacing all the glass at one time. Replacement carpet and appliances are done as needed and are run through operating budget. The parking lot replacement is an example of a large expenditure that would have to be paid for from the replacement reserve account. Chairman Kulaszewicz asked if Plymouth Towne Square was the building that had the boiler replacements. Housing Manager Barnes replied affirmatively and added Plymouth Towne Square's boilers were original to the building and replaced at the cost of $130,000. Ten units were replaced with three high efficiency boilers that has reduced heating costs. Commissioner Runck asked how the heat was paid for. Housing Manager Barnes responded that heat was included in the rent. A 9% increase has been added to the budget for the potential rise in energy costs. Electricity is paid for by each tenant. Commissioner Runck asked if resident satisfaction surveys are done yearly. Grace Management Representative Bodigheimer answered, they are done yearly. Chairman Kulaszewicz asked if we have any statistics on tenants whether they were Plymouth residents or their children are Plymouth residents. Grace Management Representative Bodigheimer replied yes, Plymouth Towne Square uses Plymouth residence preferences to fill vacancies. At Vicksburg Crossing those preferences are only used to qualify for the affordable housing wait list. Chair Kulaszewicz wanted to know since Plymouth residents' money funds these buildings, how many Plymouth residents live in them. Vicksburg Crossing Managing Director Sara Paquette stated that many tenants qualify with Plymouth preferences at Vicksburg Crossing. MOTION by Commissioner Caxyotakis, seconded by Chairman Kulaszewicz, to approve the Plymouth Towne Square 2014 Budget. Vote. 3 Ayes. MOTION approved. B. Vicksburg Crossing. Review and approve 2014 Budget, Vicksburg Crossing Managing Director Sara Paquette introduced herself to the commission. Housing Manager Barnes gave an overview the staff report. Draft Plymouth Housing and Redevelopment Authority October 24, 2013 Page 3 Chairman Kulaszewicz asked why the rents at Vicksburg Crossing are being increased by dollar increments verses percentages. Housing Manager Barnes responded that Plymouth Towne Square and Vicksburg Crossing are handled different in the way rents are calculated. Vicksburg Crossing has set rents. Plymouth Towne Square rents are calculated by a percentage of the tenant's income. This keeps the rent increase fair across income levels. Commissioner Caryotakis stated the increase is approximately I%. Chairman Kulaszewicz asked about the 5% increase in management fees. Housing Manager Barnes stated Grace Management has not increased their fees since the inception of the building eight years ago. Plymouth Towne Square management fees were raised a few years ago. He has asked Grace Management to alternate increases between the two buildings and raise the rates in smaller increments more frequently to help manage the budget. Commissioner Runck asked how long the contract with Grace Management was. Grace Management Representative Jodi Bodigheimer replied year -by -year. MOTION by Commissioner Caryotakis, seconded by Chairman Kulaszewicz, to approve the Vicksburg Crossing 2014 Budget. Vote. 3 Ayes. MOTION approved. Housing Manager Barnes asked if the commission would want to meet on December 19. He will send an email to get a count of those who could attend. 4. Resident Services On 9110 the Managing Director attended the "Crime Free Housing" meeting at the Plymouth Police Department. The Resident Meeting/Birthday Bash was held on 9117.47 residents attended. The Saturday Morning Breakfast was held on 9119. 41 people attended. If you have gift items you would like to make available to our PTS community, you are welcome to create your `booth' on one of the tables in the dining room. First come first served for location. She waited two years before she was able to move in and loves it here. Her favorite shows on TV are the crime shows. She is a walker and you can find her out and about walking the halls and at Ridgedale. Her background began in Wisconsin in a small town. She had three sisters, two still living. At one point she moved to Minneapolis, was married and divorced. Her only daughter lives nearby with one grand- daughter. She worked for 35 years in the photo business, most of them for Brown Photo where she met Rita, a PTS resident. She remembers how things changed through the years in the photo business and was primar- ily in the developing end working with negatives and slides. Unfortu- nately Brown Photo was not able to keep with all the changes that came with the digital world and it closed. Marketing Although traffic has slowed due to the approach of winter, we have still managed to keep vacancies down. Our wait list for the affordable apartment is at 41 so we plan to send cards out this month to check on the interest level of people on the list. Resident Services Our Halloween party was on Thursday, October 3 V. We had pasta and garlic bread from Broadway Pizza, salad and pumpkin pie. Everyone really enjoyed our musical guest CODA. We had 60 people attend the party. The Yoga class on Tuesday mornings is still very popular. The charge to residents is only $3.00 and they really are enjoying it. We generally have about 15 people that come to the class. If there are less than 10 people that sign up she cancels the class for that day. We had our monthly birthday party on Thursday, October 17th. We decorated with balloons, festive napkins and plates. We listed the birthday people on a balloon poster and sang Happy Birthday. We also give each resident a card on their birthday. Maintenance and Building Updates We have a new trash and recycling company that will be taking over on November 1st. With this newsletter I have included a flyer that lists what can be put in the recycling bins. Please watch the garage door close when you enter or leave the garage. The garage is the most common way for unwanted strangers to enter an apartment building. Residents play a huge role in keeping our community safe!! Thank You!! Financial Fraud Older Americans can be victimized by a broad range of perpetrators, including scam artists, family members, caregivers, financial advisers, home repair contractors, and fiduciaries such as agents under power of attorney and court-appointed guardians. Erica Johnson from Home Instead Senior Care will discuss this topic on Wednesday, November 13 - 9:30am. Come have coffee and treats and find out more on the subject of Financial Exploitation. There were several incidents in my police report this month that serve as a reminder to check your bank accounts often and be very careful about who you trust with per- sonal information. Victim's email account was accessed and an unsuccessful attempt was made to withdraw funds from a retirement account. Victim met suspect online and sent him $24,657.45 after telling victim he was robbed while in another county. Victim found out this was a scam. Unknown suspect accessed victim's bank account removing all funds. Loss $5000 Victim stated she wired $1746 out of state to bail out grandson after receiving a call he was in jail. Victim found out this was a scam. Our attitude towards others determines their attitude towards us." Earl Nightingale Yoga We now have Yoga classes scheduled through November. The classes are on Tuesday morn- ings at 10:00. The cost for class is $3.00 per session. You may pay the instructor the day of your class. The sessions last approximately 1 hour. Each week there will be a sign XSAup sheet on the table outside my office. Please be sure to sign up by 4:00 on Monday if you plan on attending because we need at least 10 people or the class will be canceled. Turkgy Day Trivia The first Thanksgiving celebration was held in 1621. Although they have been unable to verify where it originated the following story could provide some fun dinner conversation on Thanksgiving day. In 1952 Swanson's severely overestimated the demand for turkey....by 260 tons! With so much fowl left over, the owners of the company kept the birds on a refrigerated train traveling back and forth from the East Coast to Nebraska. Gerry Thomas, a salesman at the company, had a better idea. He got inspired by airplane meals and brought together 5,000 alu- minum trays and loads of turkey, peas and sweet potatoes. The results are shown as a total number divided by the number of responses received for the specific question. Overall, the residents are very happy. The overwhelming majority of the answers are "Good" or Excellent". The average score for the entire survey is 3.5 out of a possible 4 points. The Common Areas section of the survey scored an average of 3.5 as did the Buildings and Grounds section. The Administration section returned an average score of 3.8. The Activities section showed an average score of 3.4; the lowest score, which is still quite positive. All comments received are submitted in this report. It is interesting to read the diverse opinions of our population. Generally speaking the comments are positive and show how many residents like living there and appreciate the staff. VICKSBURG CROSSING 107 surveys were sent out and 5a were returned. The results are shown as a total number divided by the number of responses received for the specific question. Overall the residents are extremely happy giving an average score for the entire survey of 3.7 out of a possible 4 points, The Common Areas section of Vicksburg's survey was 3.8 giving lowest marks to the furnishings. The comments, specifically refer to the lobby furniture which is being addressed in first quarter 2014. The Building and Grounds and Administrative sections average scare was 3.8 .each. The Activities section was, like PTS, the lowest score of 3.4. Their comments indicate a few would like more involved trips to Old Log Theater or a casino, etc. We will investigate the cost associated with such trips and whether enough residents would be willing to pay. Overall we are pleased to receive such positive and constructive .remarks from our residents. Great manager; open, friendly and cooperative. Very nice place to live; it would be better if more people participated in activities, Manager is doing a great job; please bring Wi-Fi into building. Manager is doing a great job. Management is good; maintenance staff Is very responsive. West elevator lobby carpet Is soiled, Need more presentations on healthy aging. Need Wi-Fl in building. Need windows repaired. Manager makes it very comfortable here; he always has a handshake and a hello; monthly breakfasts are very good. Manager and maintenance man are wonderful. We are 8 year residents, The manager is doing a great job; everything is wonderful. Need more entertainment and speakers to get people out of their apartments. Maintenance man is exceptional; the parking lot trees obstruct the lights; don't like the garden -it should just have flowers; manager is too open with the residents; need better entertainment; there are too many residents that require health assistance -they should move to assisted living or nursing homes; too many residents are babysitting grandkids on a regular basis -we need less kids, East elevator needs cleaning. Manager is efficient, caring and loving; we love him (.body and Jim, too). Common areas need more decor and color. Moving in was not traumatic thanks to manager; he was with us through the whole process. We felt right at home from day 1. Manager has a giving nature; he is unselfish, thoughtful and considerate. How many years does a person have to live in an apartment before the carpets get replaced? Manager does a great job; we love the monthly newsletter. Monthly breakfast is wonderful.. . . Manager does a great job; maintenance responds immediately; lots of programs and activities. Manager doesn't know how to manage a building -we need a woman to do that. He leaves his office to stick his nose in everyone's affairs; he always tries to find out what's going on and then he talks to everyone about It; he should go back -to cooking, . Need a special area for dogs to do their business -not right next to the building. Washers and dryers need to be replaced with larger ones -the current ones are junk; A/C is too cold in the common areas for seniors; the computers are junk and need to be replaced -too slow. Keep up the good work. Should have catered dinners that we could invite friends and family to; love the building and the people. Should have a presentation on transportation services. They are nice and comfortable Amplification system for speakers 0 Furniture in community room needs cleaning. Lobby furniture is dirty New paintings in the community room Future possibility - new prints on the walls 1 always brag to others about these areas Seating around tables in community room is too crowded. Too many people want to sit together The coffee table is a disgrace. Needs to be refinished with a glass on top to protect the surface. Too many dogs and movers coming in & out Could use a.vending machine. Couch and chairs could use cleaning just like the carpet New pictures in community room. -Library lighting If possible it would be nice to have new art work in the community room, Also lighting is poor. If we get new & brighter lighting perhaps painting the room would make the room appear brighter. With so many residents with poor eye sight this would be helpful.. It would make the deck more useful if we had some type of awning Elevator carpet, although cleaned is beginning to look shabby. Why no vents or air ducts in the bathroom. Too many towels in dispenser SECTION TWO/ BUILDINGS AND GROUNDS Mike is doing a good job. Would like to see more space for gardens. Janitor needs to dust corners - elevator corners dusty & dirty. Maintenance addressed only when there is a problem. There should not be so many problems in a building this new. 1 feel the shrubbery that was just planted was a waste of money. Not necessary and we certainly don't need an expanded garden. Have problem with resident stealing my newspaper. 30 seconds of cold water to get hot water. 1 wish we could avoid the dust that accumulates on our cars in the garage. Don't know if there is a solution to the problem. Love the new shrubs, all the flowers & garden look great. I personally don't like chemicals on the lawn. Would like to see more space for gardens. SECTION THREE/ACTIVITIES Our needs are not related to the programs and activities. There is more going on for activities than I could go to. Plenty] I would like to have something more exciting. A trip to a casino or race track or a Las Vegas night here. A committee of residents would be nice in order to provide variety. Transportation needs to be addressed. I love the singing -groups Massage for all who need it. Maybe some outside trips such as Old Log Theater. Medical - eyes, ears, colds It would be nice to have a larger exercise room - maybe switch the library & the current exercise area. Exercise program & WIFI in the building. Exercise program Something new and different. You could post the name of the movie prior to the day it is shown. Sara does a fabulous job on ail our parties, Would like to see the Gloryland Gospel Band return. Talent show? Classes, exercise, book club, wellness issues - not all activities should involve food. Would very much like trips to Duluth, Lake Superior - rent a bus, Also bus to Hong Kong buffet, Applebees or a unique thrift store. Bus to RidgedaIe. Educational topics. Some hired musical groups are poor. SECTION FOURIADMINISTRATION Manager Sara is the bestl Sura is patient, kind & understanding. Excellent mgr, Mike is always courteous and friendly. We are lucky to have such a great staff. We have "resident managers" who post signs, push rules, confront others, Don't know how they all put up with us! But they are all gracious and kind. Vicksburg Crossing is a very well managed facility with a local staff which is very congenial and efficient addressing needs very promptly. An environment of friendliness and comfortable living prevails in this community. ADDITIONAL COMMENTS I think living is great at Vicksburg Crossingl There is nothing more I could need or want. Good jobl I love living here, The staff is great, the people are wonderful. The location fits my needs. What a happy place. Love living herell Everybody is great. Keep up the great works This is a very nice place to live. 1 am very happy and pleased with living here. If there is money to extend the garden we should use some to get free internet so everyone benefits, not just gardeners. A larger exercise room with more equipment, so 2o , r more people can work out at the same time. People with dogs should be reminded of te rules (short lease, etc.) With rent increase start upgrading carpet for everyone and appliances. 0 Would be nice to get either Direct or Dish then have a monopoly on one company - no competition - to lower the cost. Need better choices for cable N. With the rising costs of groceries and the need for seniors to eat healthy I would like a grocery share grogram taking advantage of'both' bulk buying and sharing perishable goods. I would like to look into how these programs can work. Not all renters are strapped but hate the wastel 1 would like to remain in our "adult living" complex forever - not an asst. living or nursing home. I hope we don't become a nursing home.
