CALL TO ORDER Chairman Kulaszewicz called the Plymouth Housing and Redevelopment Authority meeting to order at 7:07 p.m. 2. CONSENT AGENDA A. Approve September 26, 2013 HRA Meeting Minutes. B. Plymouth Towne Square. Accept Monthly Housing Report. C. Vicksburg Crossing. Accept Monthly Housing/Marketing Report. MOTION by Commissioner Caryotakis, seconded by Commissioner Runck, to approve the consent agenda. Vote. 3 Ayes. MOTION approved. 3. NEW BUSINESS A. Plymouth Towne Square. Review and approve 2014 Budget. Plymouth Towne Square Managing Director Jeff Lelivelt introduced himself to the commission. Housing Manager Barnes gave an overview the staff report. Chair Kulaszewicz asked if the capital expenditures would be in addition to the $84,000 anticipated replacement reserve account. Housing Manager Barnes stated that $84,000 would be put into the account and $32,000 would be utilized. Housing Manager Barnes informed the commission that in December or January that he, HRA Executive Director Steve Juetten, and Finance Manager Jodi Bursheim will fine tune the Approved Plymouth Housing and Redevelopment Authority October 24, 2013 Page 2 replacement reserve schedule. Currently there is approximately $700,000 for Plymouth Towne Square and we want to make sure that this will be adequate. The need for a large expenditure in a given year will not be likely. For instance, replacement glass is being done on an annual basis rather than replacing all the glass at one time. Replacement carpet and appliances are done as needed and are run through operating budget. The parking lot replacement is an example of a large expenditure that would have to be paid for from the replacement reserve account. Chairman Kulaszewicz asked if Plymouth Towne Square was the building that had the boiler replacements. Housing Manager Barnes replied affirmatively and added Plymouth Towne Square's boilers were original to the building and replaced at the cost of $130,000. Ten units were replaced with three high efficiency boilers that has reduced heating costs. Commissioner Runck asked how the heat was paid for. Housing Manager Barnes responded that heat was included in the rent. A 9% increase has been added to the budget for the potential rise in energy costs. Electricity is paid for by each tenant. Commissioner Runck asked if resident satisfaction surveys are done yearly. Grace Management Representative Bodigheimer answered, they are done yearly. Chairman Kulaszewicz asked if we have any statistics on tenants whether they were Plymouth residents or their children are Plymouth residents. Grace Management Representative Bodigheimer replied yes, Plymouth Towne Square uses Plymouth residence preferences to fill vacancies. At Vicksburg Crossing those preferences are only used to qualify for the affordable housing wait list. Chair Kulaszewicz wanted to know since Plymouth residents' money funds these buildings, how many Plymouth residents live in them. Vicksburg Crossing Managing Director Sara Paquette stated that many tenants qualify with Plymouth preferences at Vicksburg Crossing. MOTION by Commissioner Caryotakis, seconded by Chairman Kulaszewicz, to approve the Plymouth Towne Square 2014 Budget. Vote. 3 Ayes. MOTION approved. B. Vicksburg Crossing. Review and approve 2014 Budget. Vicksburg Crossing Managing Director Sara Paquette introduced herself to the commission. Housing Manager Barnes gave an overview the staff report. Approved Plymouth Housing and Redevelopment Authority October 24, 2013 Page 3 Chairman Kulaszewicz asked why the rents at Vicksburg Crossing are being increased by dollar increments verses percentages. Housing Manager Barnes responded that Plymouth Towne Square and Vicksburg Crossing are handled different in the way rents are calculated. Vicksburg Crossing has set rents. Plymouth Towne Square rents are calculated by a percentage of the tenant's income. This keeps the rent increase fair across income levels. Commissioner Caryotakis stated the increase is approximately 1%. Chairman Kulaszewicz asked about the 5% increase in management fees. Housing Manager Barnes stated Grace Management has not increased their fees since the inception of the building eight years ago. Plymouth Towne Square management fees were raised a few years ago. He has asked Grace Management to alternate increases between the two buildings and raise the rates in smaller increments more frequently to help manage the budget. Commissioner Runck asked how long the contract with Grace Management was. Grace Management Representative Jodi Bodigheimer replied year -by -year. MOTION by Commissioner Caryotakis, seconded by Chairman Kulaszewicz, to approve the Vicksburg Crossing 2014 Budget. Vote. 3 Ayes. MOTION approved. Housing Manager Barnes asked if the commission would want to meet on December 19. He will send an email to get a count of those who could attend. 4. ADJOURNMENT MOTION by Chairman Kulaszewicz, seconded by Commissioner Runck, to adjourn the meeting at 7:48 p.m.
