Special Council Meeting
January 31, 2004
Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 10:14 a.m. in
the Plymouth Creek Center, 14800 34`" Ave. N., on January 31, 2004.
COUNCIL PRESENT: Mayor Johnson, Councilmembers Hewitt, Slavik (arrived at 10:21),
Bildsoe, Neset, Black, and Stein.
ABSENT: None.
STAFF PRESENT: City Manager Ahrens, Finance Director Hahn, Community Development
Director Hurlburt, Park and Recreation Director Blank, Public Works Director Faulkner, Police
Chief Gerdes, Fire Chief Kline, Police Captain Goldstein (arrived at 12:00) and Deputy City
Clerk Gulbrand.
Council Goals and Priorities
City Manager Ahrens reported on the adopted 2003 goals and projects for emphasis.
Community Development Director Hurlburt reported on the status of the Comprehensive Plan's
issues and projects. The Council indicated they did not intend to initiate a major update to the
Comprehensive Plan in 2004.
The council discussed and clarified their proposed goals for 2004-2005. The main topics of
discussion were Redevelopment, Public Safety, Financial, Parks/Open space, Traffic, Water
Quality, and City Center.
The council took a break from 12:25 p.m. to 12:50 p.m.
The following goals and priorities were established by the City Council. These will be affirmed
at a future regular council meeting.
Goals:
Complete Major Building Projects
o Plymouth Creek Center Lower Level
o Water System Improvements (Wells, Storage, and Treatment)
o Public Safety Building Expansion
o 10t" Playfield Acquisition
o Plymouth Ice Center 3`d Rink
Public Safety Initiatives
o Homeland Security

o Fire Staffing
o Police Staffing (reduce committed time to increase patrol and traffic
enforcement)
Develop Financing Strategies for Roads, Operations, and Surface Water Quality
Work Smart -- Consider Operational Effectiveness (customer service, process
efficiencies, structure, asset management)
Transportation
Surface Water (Address issues with Water Management Organizations, water quality
ponds, drainage)
Legislative Priorities
Proiects for Emphasis:
Consider Affordable Housing Initiatives
Communicate with Stakeholders (Citizen Survey, Financial Extra, Community
Identity)
Consider Environmental Initiatives
Study Redevelopment Strategies
Motion was made by Councilmember Hewitt, and seconded by Councilmember Slavik to amend
the Legislative Priorities to include preserving opt -out transit status. supporting .08 blood alcohol
levels for federal funding, and supporting city options for street utility fees (particularly if levy
Emits remain imposed). With all members voting in favor, the motion carried.
Motion was made by Councilmember Slavik, and seconded by Councilmember Bildsoe to adopt
the 2004-2005 Goals and Projects for Emphasis. With all members voting in favor, the motion
carried.
Adiournment
Mayor Johnson adjourned the meeting at 2:48 p.m.
