HomeMy WebLinkAboutCity Council Minutes 11-29-2005 SpecialAdopted Minutes Special Council Meeting November 29, 2005 Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 5:50 p.m. in Conference Room 2, of the Plymouth Creek Center, 14800 34t' Avenue North, on November 29, 2005. COUNCIL PRESENT: Mayor Johnson, Councilmembers Hewitt, Stein, Bildsoe, Willis, and Black. ABSENT: Councilmember Slavik. STAFF PRESENT: City Manager Ahrens, Community Development Director Hurlburt, Recreation Supervisor Greupner, Superintendent of Recreation Evans, and City Clerk Paulson. Exuanded Use of Hilde Performance Center Superintendent of Recreation Evans and Recreation Supervisor Greupner lead the Council in a discussion of expanding the use of the Hilde Performance Center to include paid musical ,events two to three times a year. These events would be in addition to Music in Plymouth and other plays and events throughout the year. Staff has considered working with a promoter for the events. Tickets would be sold to the events through Ticket Master, and the City's portion of the revenue received from the events would be used for the arts. There would be issues with off site parking and the noise affects on the adjacent neighborhoods. The size of the crowds would range from 3,000 to 5,000 people, depending on the event. Councilmember Hewitt stated her concerns are with the noise and bussing people to the events. Therefore, she doesn't support the expanded use. Councilmember Willis stated a great deal of time and money was spent on controlling the sound at the Hilde Performance Center. He stated whenever there are 4,000 people in attendance, there could be a high decibel noise level. He noted that people wouldn't want to be bussed to the events. In addition, there would need to be some type of perimeter fence to block the trail system that people use, which would be a management decision. Recreation Supervisor Greupner stated that staff has conversed with the City of Minneapolis regarding similar events that are held at some of their parks. With those events, there is fencing in place and bussing arrangements for people. Councilmembers Willis and Stein stated the City would need to work with an experienced promoter to address the issues if this is something the Council would like at the Hilde Performance Center. Councilmember Bildsoe stated he feels the Hilde Performance Center is underutilized, and it's a fantastic venue for events. The community only really enjoys the facility once a year for Music Adopted Council Minutes Special Meeting of November 29, 2005 Page 2 of 3 in Plymouth. Therefore, the facility needs to be promoted and utilized. He stated he isn't concerned about bussing people to the event, as that is pretty common for venues such as this. Councilmember Black stated she is concerned about the noise, the behavior of people walking to their vehicles following events (security control), and she is uncomfortable with a five-year proposal. Mayor Johnson noted the Council could be putting the City at risk, as there wouldn't be that much revenue for the City from these events. She stated she would prefer low risk events that generate more money and less staff time to manage. The consensus of the Council was that this item would be discussed further in the future. Board and Commission Vacancies The Council discussed possible vacancies that exist on board and commissions for the upcoming year. Mayor Johnson suggested that over the course of next year, staff evaluates the effectiveness and expectations of the boards and commissions. Motion was made by Mayor Johnson, and seconded by Councilmember Willis, to not fill the vacancies on the Human Rights Commission (Ward 1, Ward 2, and Ward 3 seats). With all members voting in favor, the motion carried. Regarding the Planning Commission, the Council suggested that Steve Ludovissie be appointed as the Ward 4 representative and Karl Neset as one of the At Large representatives. Since Mr. Ludovissie's term is expiring on the Housing and Redevelopment Authority, the Council would interview residents interested in serving on that board at the January 17 Study Session. Regarding Park and Recreation Advisory Committee, the Council recommended that Seth Pederson (At Large), Ellie Singer (Ward 3), and Ron Fiemann (Ward 2) be reappointed. Regarding the Environmental Quality Committee, the Council recommended that Michelle Foss Ward 2) and Laura Brinkman (At Large) be reappointed, and Mark Schwarze would be appointed as the Ward 4 representative. Regarding the Plymouth Advisory Committee on Transit, the Council recommended that Terry Bliss (At Large) and Patty Doten (User) be reappointed. Staff was directed to prepare a Resolution for the December 13 Council meeting, which would appoint the above residents as noted.
