Special Council Meeting
May 2, 2005
Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 6:30
p.m. in the Council Chambers, 3400 Plymouth Boulevard, on May 2, 2005.
COUNCIL PRESENT: Mayor Johnson, Councilmembers Willis, Slavik, Bildsoe,
Hewitt, Stein, and Black.
ABSENT: None.
STAFF PRESENT: City Manager Ahrens, Community Development Director Hurlburt,
Planning Manager Senness, Senior Planners Darling and Drill, Housing Manager Barnes,
Police Chief Goldstein, Fire Chief Kline, Park and Recreation Director Blank, and City
Clerk Paulson.
Comprehensive Plan Update
Community Development Director Hurlburt stated the purpose of this evening's meeting
is for the Council to discuss the update of the City's Comprehensive Plan and to give
direction to staff regarding the scope, process, and schedule for the project. She
discussed the Metropolitan Council's 2030 development framework and its impact on the
City's planning. She stated the statutory deadline for submission of the updated
Comprehensive Plan is December 31, 2008.
The Council stated the following items are things to be considered, or should be
improved upon or addressed in the Comprehensive Plan:
1. Redevelopment.
2. Congestion on City roadways and the transit system.
3. Density and type of housing.
4. Style of housing and affordability.
5. Conduct a meeting with builders and landowners, chambers of commerce.
6. Golf courses.
7. Make the Comprehensive Plan more of a "living document" for the
residents and the Council.
8. The Comprehensive Plan should be more of a City plan versus a
Metropolitan Council plan."
9. Integrating transit with adjacent cities.
10. Integrate means of reducing water runoff (BMPs).
11. Balance land uses and be more proactive in considering changes.

12. Transit and transportation.
13. What do businesses need from the City to be successful?
14. Relationship of school, "community."
15. Invite schools to review the Plan.
16. Create value in the City.
17. Receive input from senior citizens.
18. Review the types of infrastructure and facilities the Parks Department is
constructing.
19. Review all railroad crossings and construct needed improvements.
20. Under-utilized sites "overlay" to identify those areas.
21. Four Seasons Mall's park and ride site.
22. Review lease agreements to transit facilities.
23. Expectations that other levels of government are doing their part to invest
in infrastructure.
24. Pressures from daytime population.
25. Providing jobs, not just housing (regional balance).
26. Possible expansion of City Center site.
27. Long-term plan for park dedication funds.
28. Plan for total build out.
29. Conduct early joint meetings with the Planning Commission (framework
from the Council).
Community Development Director Hurlburt stated the Planning Commission would be
going through this same process at its meeting on May 4. At a future Council meeting,
staff would be presenting an overall schedule and sketch plan for updating the
Comprehensive Plan.
