HomeMy WebLinkAboutCity Council Minutes 04-19-2005 BOEAdopted Minutes 2005 Board of Appeal and Equalization Reconvened April 19, 2005 The Reconvened Meeting of the 2005 Board of Appeal and Equalization was called to order by Mayor Johnson at 7:00 p.m. in the City Council Chambers, 3400 Plymouth Boulevard, on April 19, 2005. This meeting was reconvened from April 5, 2005. COUNCIL PRESENT: Mayor Johnson, Councilmembers Black, Stein, Slavik, Hewitt, Willis and Bildsoe. COUNCIL ABSENT: None. STAFF PRESENT: City Manager Ahrens, City Assessor Bye, Senior Appraiser Olsson, Appraisers Kingsbury, Bowman, and Vander Linden, Commercial Appraiser Zent, Finance Director Hahn, and City Clerk Paulson. City Assessor Bye stated the council has received written recommendations from staff on appeals received at the Board of Equalization meeting conducted on April 5. Lawrence Chanba, 3484 Pilgrim Lane, owner of property No. 24-118-22-12-0132, requested to address the Board. Motion was made by Councilmember Bildsoe, and seconded by Councilmember Black, to approve staff's recommendations for all properties contained in their staff report with the exception of Lawrence Chanba's (24-118-22-12-0132). With all members voting in favor, the motion carried. Lawrence Chanba stated the proposed market value for his property is $189,000. The property located at 3472 Pilgrim Lane, sold in 2003 for $195,00, but there were many improvements made to that home prior to the sale that included new windows and doors; remodeling of the bathroom, kitchen, and construction of a new deck, which he feels amounted to approximately 50,000. Therefore, he stated he doesn't believe that $189,000 should be the true market value of his property. City Assessor Bye stated the inside of Mr. Chanba's home, as well as adjacent properties, were inspected in 2004. She then explained that many improvements that are made to homes, such as with replacement of windows and doors, is basic maintenance. Mayor Johnson noted that 3472 Pilgrim Lane's market value is $212,500. Adopted Board of Appeal and Equalization Minutes April 19, 2004 Page 2 of 2 Councilmember Willis also commented that the limited market value on Mr. Chanba's property was removed, which really made a difference. However, he feels that his property is reasonably priced for the neighborhood, based on the comparables. Motion was made by Councilmember Willis, and seconded by Councilmember Bildsoe, to accept staff's recommendation for Mr. Chanba's property(24-118-22-12-0132). With all members voting in favor, the motion carried. Adiournment Mayor Johnson declared the meeting adjourned at 7:22 p.m. andra R. Paulson, City Clerk
