2005 Board of Appeal and Equalization
April 5, 2005
The meeting of the Plymouth City Council sitting as the 2005 Board of Appeal and Equalization
was called to order by Mayor Johnson at 7:00 p.m. in the City Council Chambers, 3400
Plymouth Boulevard, on April 5, 2005.
COUNCIL PRESENT: Mayor Johnson, Councilmembers, Stein, Willis, Hewitt, Slavik, and
Bildsoe.
COUNCIL ABSENT: Councilmember Black.
STAFF PRESENT: City Manager Ahrens, City Assessor Bye, Senior Appraiser Olsson,
Commercial Appraiser Zent, Appraisers Kingsbury, Bowman, and VanderLinden, Assessment
Technician Lokken, Finance Director Hahn, and Deputy City Clerk Gulbrand.
City Assessor Bye reported that the total market value of residential properties in the City
increased 8%, of which approximately $132,298,200 was attributed to new construction. She
stated $8.7 billion was approximate value of properties as of January 2005. She stated the
average sale price on existing single-family homes was $356,200. She noted that the value of
single-family homes increased 6.5%, and the value of condominiums and town -homes increased
5%. She explained the median sales ratio and indicated the overall residential ratio is at 95.1%.
Charles Adams, 14310 46t" Avenue North (09-118-22-44-0054) objected to the value of his
home, as it is valued at $394,000 and an identical house was valued at $340,000. He stated a
comparable property had sold for $380,000.
David James, 12020 28th Avenue North (23-118-22-34-0105) stated his assessment is higher than
his adjacent properties and questioned how staff determines the assessments.
John Redding, 11130 57th Avenue North (02-118-22-41-0065) stated he owns a town -home and
its value increased 11.6%, which is higher than the average increase of 5%.
Lawrence Chanba, 3484 Pilgrim Lane North (24-118-22-12-0132) stated he is concerned that his
assessed value increased from $168,000 to $189,000, which is greater than the average increase
of 5%.
Jane and. William Collien, 4105 Black Oaks Lane (17-118-22-13-0059) stated there are only two
styles of town -homes in their development and there is no comparison to the assessed values.
Charles and MaryAnn Rolando, 4070 Zanzibar Lane North (17-118-22-13-0091) stated the
assessed value of their town -home increased 20% from last year and feels this is too high. They
provided comparables for City staff to review.

Camille Jahnke, 15788 27ti1 Avenue North (21-118-22-33-0195) stated she owns a town -home
and its value has increased much more than the average increase of 5%. She conveyed her
concerns about the increasing property taxes.
Gary Anderson, 4520 Holly Lane North (08-118-22-34-0004) stated his estimated market value
increased $60,000. He questioned how staff determined his property to be valued at $342,800
and indicated there are no comparables in the area.
City Assessor Bye read into the record the following property owners who have contacted staff
by letter or facsimile prior to this evening's meeting:

Mayor Johnson stated the Board of Appeal and Equalization would reconvene on Tuesday, April
19, 2005 at 7:00 p.m. in the Council Chambers.
Adjournment
Mayor Johnson declared the Board of Appeal and Equalization meeting recessed at 8:13 p.m.
Following the meeting, the City Council met with the City Manager for the quarterly update.
Mayor Johnson adjourned the meeting at 9:30 p.m.
