Special Council Meeting
February 26, 2005
Deputy Mayor Bildsoe called a Special Meeting of the Plymouth City Council to order at 9:10
a.m. in the Fireside Room at the Plymouth Creek Center, 14800 34th Avenue, on February 26, .
2005.
COUNCIL PRESENT: Deputy Mayor Bildsoe, Councilmembers Willis, Hewitt, Slavik, Stein,
and Black. (Mayor Johnson arrived at 10:30 a.m.).
ABSENT: None.
STAFF PRESENT: City Manager Ahrens and City Clerk Paulson. (Community Development
Director Hurlburt, Captain Franz, Finance Director Hahn_, Fire Chief Kline, and Park and
Recreation Director Blank arrived at 10:30 a.m.).
Informal Discussion with Public Works Director Finalist
The Council held an informal discussion with Public Works Director Finalist Doran Cote. City
Manager Ahrens explained the hiring process for the Public Works Director position.
Group Exercise with Dr. James Sipe, Magellan Executive Resources
Dr. James Sipe, from Magellan Executive Resources, conducted a group exercise with the
Council on management team building. He stated that he is currently working with staff
directors on "striving for excellence by building quality teams and leaders through continual
growth."
2005 Council Goals
The Council recommended that they establish the following goals for 2005:
1. Initiate Comprehensive Plan process for Northwest Plymouth.
2. Enhance street maintenance and street reconstruction program, including funding
reserves (including utilities).
3. Complete capital projects (i.e., Public Safety Building expansion, water treatment
facilities, storage and well projects)
4. Evaluate budget principles and City programs prior to budget process
5. Include list of Legislative goals adopted earlier this year.
The following items were identified as "study issues" for the coming year:
1. Implement Pond Cleaning Program.

2. Develop Redevelopment Policy/Strategy
3. Discuss proposed Hennepin County Library expansion in context with the City Center
area.
4. Consider options with high speed wireless services.
It was also suggested that the City begin discussions with adjacent cities along the Highway 169
corridor on improvements to that roadway.
