Special Council Meeting
January 25, 2005
Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 6:05
p.m. in the Medicine Lake Room, 3400 Plymouth Boulevard, on January 25, 2005.
COUNCIL PRESENT: Mayor Johnson, Councilmembers Hewitt, Slavik, Willis,
Bildsoe, and Stein.
ABSENT: Councilmember Black.
STAFF PRESENT: City Manager Ahrens, Human Resources Director Sobania (arrived
at 6:30 p.m.), and City Clerk Paulson.
Consider Appointments to the Environmental Quality Committee and Plymouth
Advisory Committee on Transit
The Council discussed the vacancies that currently exist on the Environmental Quality
Committee and Plymouth Advisory Committee on Transit.
Motion was Councilmember Stein, and seconded by Councilmember Hewitt, to place on
the February 8 agenda the appointments of Terrie Christian to the Ward 3 vacancy on the
Environmental Quality Committee and Sylvia Gustafson to the At Large vacancy and
Carmen Pehler to the System User vacancy on the Plymouth Advisory Committee on
Transit. With all members voting in favor, the motion carried.
Schedule Future Study Sessions
Motion was made by Councilmember Bildsoe, and seconded by Councilmember Hewitt,
to conduct a Joint Meeting with the Youth Advisory Council on May 24 at 5:00 p.m. at
the Plymouth Creek Center. With all members voting in favor, the motion carried.
Motion was made by Councilmember Bildsoe and seconded by Councilmember Slavik,
to schedule the annual Board and Commission Recognition Event on March 30, at 6:00
p.m. at the Plymouth Creek Center. With all members voting in favor, the motion
carried.

Motion was made by Councilmember Willis and seconded by Councilmember Bildsoe,
to approve the structure recommended by the Human Resources Director for the City
Manager position. With all members voting in favor, the motion carried.
Motion was made by Councilmember Slavik and seconded by Councilmember Hewitt,
to request the waiver at the Legislature for the salary cap requirement for the City
Manager position. With all members voting in favor, the motion carried.
Motion was made by Mayor Johnson and seconded by Councilmember Bildsoe, to
gpprove the 2.5% increase (cost of living,) for the City Manager position. With all
members voting in favor, the motion carried.
The Council requested a report later this year on the matrix formula for the department
directors. It was also suggested that the Council discuss salary caps, structures, and
deferred compensation as part of the goals for 2005.
Mayor Johnson declared the meeting adjourned 7:03 p.m.
