Special Council Meeting
September 5, 2006
Mayor Johnson called a Special Meeting to order in the Public Safety Training Room,
3400 Plymouth Boulevard, on September 5 at 7:30 p.m.
COUNCIL PRESENT: Mayor Johnson, Councilmembers Hewitt, Slavik, Stein, Black,
Bildsoe, and Willis.
ABSENT: None.
STAFF PRESENT: City Manager Ahrens, Park and Recreation Director Blank, Planning
Manager Senness, Deputy Fire Chief Hurr, Administrative Services Director McGann,
Financial Analyst Kohn, City Engineer Moberg, Public Works Director Cote, Police
Chief Goldstein, and Fire Chief Kline.
2007 Proposed Budget and Capital Improvement Program
Administrative Services Director McGann reported on the proposed total levy increase of
8.94%, which includes the Council's directives from the August 29 Study Session to add
the police package Option 2 ($128,166) and the street reconstruction Option 2
2,000,000 annual levy, increase of $358,250). She noted that in order to accommodate
these additions, rather than adding two new seasonal park maintenance employees as
proposed, staff would only be adding one.
Councilmember Willis stated he doesn't feel the $2 million for street reconstruction is
going to be adequate; therefore; for the 2008 budget, staff and Council should review
reallocation of resources and relocate those funds towards street reconstruction.
Councilmember Black stated she would be more inclined to consider designating more
funds toward street reconstruction if it weren't for the open space acquisition. She added
that she is also concerned with some of the items in the water resources budget, but she
would like to review and discuss those items with staff during the coming year and
during preparation of the 2008 budget.
